SCOPE OF SERVICES
NEPA Support for Fixed Base Operator (FBO) Development at Florida Keys Marathon International Airport
This scope of services outlines the tasks Ricondo & Associates, Inc. (Ricondo) proposes to support the Federal
Aviation Administration's (FAA's) review of the proposed Fixed Base Operator (FBO) development at Florida Keys
Marathon International Airport(the Airport or MTH) pursuant to the National Environmental Policy Act(NEPA).The
scope covers preparation of materials to support a categorical exclusion (CATEX) determination by the FAA.
This scope of services includes Ricondo's coordination with the FAA on NEPA requirements, concurrent with the
County's submittal of a Pen & Ink Change, and includes preparation of a Documented CATEX, if FAA concurs the
project is CATEX-eligible and does not require additional site work, detailed technical analyses, or public
coordination. If FAA concurs on preparation of a Documented CATEX, the final product shall conform to NEPA (42
U.S.C. 4321 et seq.), Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508), applicable
Department of Transportation (DOT) Orders, and FAA Orders 1050.1 F, Environmental Impacts: Policies and
Procedures, and 5050.413,National Environmental Policy Act(NEPA) Implementing Instructions for Airport Actions.
During coordination with FAA and preparation of the CATEX documentation, issues may arise that will necessitate
modification of this scope of services and the associated budget. If such changes are required, Ricondo will
coordinate changes to this scope of services with Jacobs.
TASK 1. PROJECT DESCRIPTION
Ricondo will prepare a project description for use in reviewing the project with the FAA to confirm CATEX
applicability. It is assumed the project will comprise the following elements:
Relocate the fuel farm from the jet center apron to a location west of current hangar development.
Construct a new FBO Building at the location of the existing ASOS and construct apron pavement to connect
the building to the existing pavement.
* Replace the hurricane-damaged Rich Products hangar with the construction a new aircraft storage hangar,
including associated pavement and taxiway access. Demolish the existing Rich Products hangar and convert
project site to apron pavement.
The project description will be refined using CAD drawings and information from the County, including the Pen &
Ink Change to the ALP, documentation of hangar damage and safety/code issues that justify the need for
replacement, confirmation of hangar age, demolition and construction square footage, Airport-wide hangar and
apron square footage to demonstrate the percentage increase with implementation of proposed project,and details
on stormwater improvements/tie-ins to address changes in impervious surface at the Airport.
Ricondo will participate in outreach to the FAA to review the project(anticipated via submittal of the Pen&Ink ALP
change) and confirm CATEX eligibility.
This task assumes two to three teleconferences to support project definition development with the County and
Jacobs and up to two teleconferences with the FAA to discuss the project.

TASK 2. CATEGORICAL EXCLUSION DOCUMENTATION
Ricondo will prepare the CATEX documentation using the project description confirmed in Task 1.
The CATEX documentation will be prepared using the form provided in Appendix A of FAA Office of Airports (ARP)
Standard Operating Procedures (SOPS)for CATEX Determinations (ARP SOP version 5.1, effective June 2,2017).
The analysis would be based on site conditions defined in for the Runway 7-25 EA approved in 2020.This scope of
services is based on the following assumptions:
NJ FAA concurrence that the project is CATEX-eligible.
No additional site investigations would be conducted (e.g., habitat, wetlands, historic resources, or
archaeological resources).
It is assumed that the hangar to be demolished is less than 45 years old or has otherwise been confirmed
ineligible for listing on the National Register of Historic Places.
The analysis assumes no properties that are potentially protected under DOT Section 4(f)would be affected by
the project.
The scope of work assumes that an air quality analysis of construction activities is not needed due to the scope
of the project and that the project would be considered "presumed to comply"with regulations.
11 No offsite impacts are anticipated that would require a socioeconomics analysis of EJ impacts.
w The project is not a capacity project that would change aircraft activity and related surface traffic levels accessing
the Airport, so an aircraft noise analysis and traffic analysis would not be required.
No public involvement is included in this scope of work.
a A list of required permits identified in the CATEX documentation and environmental commitments will be
provided by the County or the FBO.
