AGENDA ITEM WORDING: Approval to Advertise a Request for Proposals (RFP) for Stock
Island/Key West On-Demand Transit Service.
ITEM BACKGROUND:
The Monroe County Transit Department is seeking approval to advertise a Request for Proposals (RFP)
for Stock Island/Key West On-Demand Transit Service. This is a result of the Service Development
Grant that was awarded to the County in December in the amount of$426,000. Additionally, Florida
Department of Transportation(FDOT) has agreed to allow CTS Engineering (CTSE) to use its
Commuter Services grant to do a focused existing conditions study for Stock Island. The cost shall be
borne by FDOT. After the study is complete, CTSE will then spend another round of its funding to
market the County's On-Demand Transit Service. The service is currently on schedule to begin in 2023.
In order to assure compliance with the grant requirements, Monroe County Transit proposes to advertise
an RFP for Stock Island/Key West On-Demand Transit Service. It is important to advertise and
subsequently gather RFP responses in order to allow enough time for FDOT, Monroe County Transit
and the winning responder to properly prepare to offer Stock Island/Key West On-Demand Transit
Service. Approval of this item is contingent on the Board of County Commissioners approving FDOT
grant agreement for service on Stock Island and Key West.
PREVIOUS RELEVANT BOCC ACTION:
The Board previously approved the acceptance of the FDOT Service Development Grant in December
of 2022 in the amount of$426,000 annually for a maximum of three year with the stipulation that the
final grant agreement comes back to the Board for final approval. The County's cost share for the grant
is $426,000 annually for a maximum of three years.
