ITEM BACKGROUND:
The grant program under the Promoting Resilient Operations for Transformative, Efficient, and
Cost-Saving Transportation (PROTECT) Discretionary Program provides grants that will make
transportation infrastructure resilient to climate change and extreme weather events. WSP will prepare
an application for the 2022-2023 PROTECT grant program. The application will highlight how the
proposed project addresses the climate crisis by improving the resilience of the US 1 surface
transportation system, grounded in the best available scientific understanding of climate change risks,
impacts, and vulnerabilities.

Transportation Overwatch and Planning
System — TOPS
WSP is partnering with Monroe County to create a collaboration tool called the 7ransportati n Overwatch
and P1anning 53r.^ktem (70R ), which will be used to foster improvements in transit ridership, community
engagement, and cross-discipline planning and resiliency coordination. The main deliverable, which will
be developed by WSP's Visualization & Data Intelligence (VDI)group is a "Digital Twin", a virtual 3D model
and corresponding dataset that mirrors real world conditions.This virtual environment provides a unified
platform where both "island chain" macro analysis and detailed pedestrian scale improvements can be
easily visualized and understood. TOPS will incorporate a wide range of datasets including GIS, BIM,
planning,data model simulations such as climate,economic,traffic,weather, and hydrology,and real-time
sensor data into a wholistic presentation environment for planners, stakeholders, managers, emergency
services, and public engagement.
At the foundation of TOPS is a 3D model created in Epic's Unreal Game Engine, which virtually represents
Monroe County Florida,from Key West to North Key Largo as it exists today.The 140 mile island chain will
be modeled using available GIS data to create a terrain model. Higher detailed components will be added
representing the transportation infrastructure such as roadways, bridges, intersections,and traffic control,
transit infrastructure such as stations, stops/shelters, and maintenance facilities, emergency support
services, and utilities.The user will be able to navigate through the model,turn data layers on and off, run
simulations,view future design concepts,generate presentation materials, and depending on the number
of live data sources, observe Monroe County in real-time to inform immediate response and future
planning decisions.
WSP believes these five key elements below are the minimum needed to effectively demonstrate the
usefulness of the TOPS Digital Twin for Monroe County:
• Extendibility-The most important aspect of any Digital Twin is long term viability.The framework
will allow for new data and narratives to be added over time.
• Interoperability - As TOPS aspires to be a one stop shop for stakeholder and community
engagement,we anticipate a wide array of data types that will need to be incorporated, including
but not limited to the following examples:
o Area Overlays -Transit ridership heat map, Flood risk,future land use...
o Data Points/lines - Transit line alignments, vehicle trips per day, ridership rates, street
names, destinations, site photography...
o l.hre Data- Bus/Vehicle live location and ride statistics, weather, CCTV footage...
o Non-Geographic Data - associated data related to a concept such as tables, graphs,
documents, or images that don't have an easily defined "location".
o Scenarios - Future concepts or possible alternatives that can be iterated through to help
contrast benefits of each.
• Story Telling - The intent of TOPS is to help with community/stakeholder engagement by
visualizing data and analysis to tell a specific narrative. For example,a transit user riding the system
to his or her destination.

• Simulation—The TOPS model can use live data and modeling to create simulations such as a bus
traveling along a roadway, storm surge and flooding, sea level rise, emergency response to
weather and transportation events, or traffic.
• Overwatch —This function is the "0" in TOPS, providing dashboard and model views that display
vital information for Monroe County. This would include live data as described above, historical
data such as transit ridership, budgetary expenditures, projects in process of completion, or
current storm surge levels.
With these five key elements as the foundation,the TOPS Digital Twin could be used in the following ways:
Future Flood and Storm Surge Simulation and Planning
TOPS will be able to create dynamic and physically accurate water simulations based on the data modeling
and produce realistic looking visualizations within the built environment.
Design Evaluation
Design files would be integrated into the TOPS model and assigned a specific layer so that the user can
toggle between existing and the proposed design concepts for easy analysis and comparison.
Evacuation Planning
Utilizing data modeling outputs based on the Flood and Storm Surge Simulation listed above, the TOPS
model can demonstrate evacuation scenarios and provide insight into more efficient and safer approaches
to evacuations during weather and climate events.
Storm Damage Analysis
Using before and after datasets though Lidar and Photogrammetry, a TOPS user can examine and assess
storm damage, coordinate cleanup operations, and use this for future planning scenarios for Evacuation,
Storm Surge, and Flooding planning.
Land Use and TOD Planning
TOPS incorporates a wide range of GIS data, which is easily accessible from the data layering subsystem
and displayed in the model environment as overlays with pop-up menus displaying an array of metadata
such as parcel, tax, commercial, residential, land value, and zoning. Combined with the foundational
model,the TOPS model is an ideal sandbox environment for exploring planning concepts and alternatives.
Deliverables
The TOPS Digital Twin deliverable will be comprised of the following items:
TOPS Digital Twin
While the nature of a "Digital Twin" is that it incrementally improves over time.There are some elements
of the initial implementation that require a more complete effort early in the process. To create a virtual
ecosystem for TOPS where new data and ideas are incorporated seamlessly over time,the core application
logic and programming need to be well established and include the following features:
1. Core Programming - like all software, this needs core programming logic to make it function and
the needs of a long term (perhaps multi-decade) life span requires a robust systematic approach
to ensure future proofing.

2. TOPS Database—this is where TOPS hosts all its data and will be provisioned on an Azure hosted
SQL server.
3. Geographic Partitioning - defining a geographic subdivision workflow that will scale overtime is
critical to the data side of future proofing. It's what will allow the hundreds of square miles of area
to seamlessly be explored and refined.
4. TOPS Data Layer Pipeline (DLP) — The DLP includes software connections from external
applications, sensors, and GIS systems, into the TOPS viewer.
5. TOPS Viewer - The viewer will be developed in the Unreal Engine development platform and
hosted primarily from an Azure Virtual Machine (VM) in the cloud. This facilitates access to the
model using a simple web browser via an encrypted connection to ensure security, availability,
and accessibility. The TOPS Viewer will also be available as a standalone application for
presentations and VR interaction using a dedicated high-performance VR PC.
6. Narrative Scene System - Creating a system to create/save/load "scenes" that explore specific
ideas and streamline presentations is essential.
7. Modularity—TOPS will be designed from the start to be a modular system, allowing it to evolve
and provide new capabilities beyond the current project scope without the need for significant
software and model development.This could include expanding the live data connections to third
party services such as Google's API,other municipal, county,and state systems,and a public facing
subset of the TOPS Digital Twin.
The TOPS Model
The initial model needs to cover the entire study area at a minimum level of detail to both establish the
Geographic Partitioning and demonstrate the "open world" feature of the TOPS Digital Twin. Model
components will be built using the GSA II3IIII II yell o ID.eta.il specification for building and infrastructure

ON CALL PROFESSIONAL RESILIENCE AND ENVIRONMENTAL
ENGINEERING SERVICES
BETWEEN MONROE COUNTY AND
WSP USA ENVIRONMENT AND INFRASTRUCTURE, INC.
FOR
GRANT APPLICATION DEVELOPMENT SERVICES FOR
THE FEDERAL HIGHWAY ADMINISTRATION
PROMOTING RESILIENT OPERATIONS FOR TRANSFORMATIVE,
EFFICIENT, AND COST-SAVING TRANSPORTATION PROGRAM
IN MONROE COUNTY, FLORIDA
This Task Order #5 is entered into on this 20th day of September 2023, in accordance
with the Continuing Contract for On-Call Professional Environmental Engineering Services
made and entered on the 18th day of May 2022, as amended by Amendment No.1 dated
November 15th, 2022, between Monroe County, hereinafter referred to as the "County"
and WSP USA Environment & Infrastructure, Inc. hereinafter referred to as "Consultant"
where design services are allowed if costs do not exceed $4,000,000.
All terms and conditions of the referenced Contract for On-Call Professional Engineering
Services apply to the Task Order unless the Task Order modifies an Article of the
Agreement of which will be specifically referenced in this Task Order and the modification
shall be precisely described.
WITNESSETH
WHEREAS, the Federal Highway Administration's (FHWA) Promoting Resilient
Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT)
Discretionary Program solicits applications for grants that will make transportation
infrastructure and service more resilient to climate change and extreme weather events
under 23 United States Code (U.S.C.) § 176; and
WHEREAS, the PROTECT FY 2023-2023 Notice of Funding Opportunity authorizes $848
million in funding under the Bipartisan Infrastructure Law (BIL); and
WHEREAS, the grant application deadline is August 18, 2023; and
WHEREAS, this task will be comprised of a team of WSP staff with expertise in grant
narrative development and real time virtual simulations; and
WHEREAS, WSP will prepare a complete final grant application and submit it before the
grant deadline.
NOW, THEREFORE, in consideration of the mutual promises, covenants, and
agreements stated herein, and for other good and valuable consideration, the sufficiency
of which is hereby acknowledged, County and Consultant agree as follows:

ARTICLE 1.1 TERMS OF AGREEMENT:
This Task Order is retroactive to July 23, 2023 and shall expire August 18, 2023.
ARTICLE II SCOPE OF BASIC SERVICES IS AMENDED AS FOLLOWS:
Task 1 — Project Management & Coordination
Task 1 - WSP will schedule meetings on a weekly basis and as needed with the
PROTECT Grant Team, which will include the relevant Monroe County personnel, as
well as consultant team members. These meetings will be used to track progress on
the work plan tasks and resolve any issues that may arise. In addition, a subset of the
PROTECT Grant Team will coordinate on funding, financing, and any project delivery
issues.
Task 2— Grant Application Development
Task 2A - Preparation: WSP will prepare a draft response to the Merit Criteria
section of the Project Narrative for the 2022-2023 PROTECT grant application.
The Merit Criteria response will highlight how the proposed project addresses the
climate crisis by improving the resilience of the US surface transportation system,
grounded in the best available scientific understanding of climate change risks,
impacts, and vulnerabilities. The Merit Criteria response will include content that
provides the context for the project, drawing on existing material and graphics
whenever possible to assist in the editing and assembly of the application.
Task 2B— Final:WSP will provide final formatting for the Merit Criteria response,
including copy editing to catch typos, formatting, etc. The Merit Criteria response
will undergo review by Monroe County, and the draft document will be revised by
WSP to address comments and recommendations by the reviewing team. WSP
will update the Merit Criteria response over the course of the scope of work to bring
the application to a final draft status. WSP will support Monroe County in
assembling graphics and maps and collect all application materials within a
common electronic location.
Task 3 — Promoting Resilient Operations for Transformative, Efficient, and Cost-
Saving Transportation (PROTECT) Discretionary Program
Task 3A - WSP will provide required grant forms to the County by August 15 for
County internal completion: SF-424, Grants.gov lobbying form, SF-424A/13 (Non-
Construction Programs) OR SF-424C/D (Construction Programs), Key Contacts
Task 3B - WSP will prepare and deliver one combination draft grant application to
Monroe County for review and comment.
Task 3C - WSP will incorporate feedback from Monroe County into the final
application package, which will be submitted to Monroe County 3 days ahead of
the DOT deadline.

• One final combination application package for the PROTECT grant
program with evidence of successful timely application
Assumptions:
a) The grant program that Monroe County is interested in pursuing under the
Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving
Transportation (PROTECT) Discretionary Program solicits applications for grants
that will make transportation infrastructure and service more resilient to climate
change and extreme weather events.

f) Monroe County will be responsible for submitting the final application for funding
to DOT via grants.gov.
g) The scope of the grant support services ends with the successful timely submittal
of an application to DOT, or on August 18, 2023.
Article VII, Paragraph 7.1.1 is amended to include the following:
The costs of providing the professional services shall be included on a time and material
not to exceed (T&M NTE) basis. The T&M NTE amount to complete the assignment is
$17,616.96, which is outlined in the cost proposal attached as Exhibit A
