NPDES Permit Renewal for Florida Keys Marathon International Airport
SCOPE OF WORK
CLIENT has requested that CONSULTANT prepare documents required to renew the
existing NPDES, Multi-Sector Generic Permit MSGP, Sector "S" Permits, for Florida
Keys Marathon International Airport (Permit FLR05A955), including updates to the
NPDES Stormwater Pollution Prevention Plans (SWPPP). The following Articles
constitute the Scope of Services for this Project:
Article 1 —DATA COLLECTION AND INSPECTIONS
Existing data related to drainage at Florida Keys Marathon International Airport
(Permit FLR05A955) will be collected and reviewed. This data may include
existing drainage studies and plans, soils information, land use maps, floodplain
maps, aerial photographs, topographic maps, and existing permits. As part of the
NPDES SWPPP, the airport areas contributing to a stormwater discharge associated
with industrial activity will be visually inspected for evidence of, or the potential for,
pollutants entering the drainage system. Existing measures to reduce pollutant
loadings will be evaluated to determine whether they are adequate and properly
implemented in accordance with the terms of the EPA/FDEP NPDES permit,
Multi-Sector Generic Permit (MSGP) requirements or whether additional control
measures and other structural pollution prevention measures need to be identified
and included in the revised SWPPP. A visual inspection of equipment needed to
implement the plan, such as spill response equipment, shall be made.
Deliverable: Summary Report of Site Inspections and Minutes of meetings will
be submitted to CLIENT at conclusion of Article 1.
Article 2—NPDES SWPPP PREPARATION
CONSULTANT will prepare an updated SWPPP that meets the requirements of
Sector S of the MSGP for Florida Keys Marathon International Airport (Permit
FLR05A955).
The Draft and Final SWPPP will include the following: Overview, Notice of Intent
(NOI), Notice of Termination (NOT), Pollution Prevention Team, Existing
Conditions discussion, Tenant Coordination & Tenant Questionnaire, Materials
Inventory, List of Significant Spills and Leaks, Non-Stormwater Discharges, Best
Management Practices (BMP), BMP Implementation, Employee Training, and
Comprehensive Site Compliance Evaluation.

Three copies of the Draft SWPPP will be submitted to the CLIENT for review and
comment. CONSULTANT will incorporate any CLIENT comments and submit two
(2) copies of the Final SWPPP to the CLIENT.
Deliverable: two (2) copies of the Final SWPPP
Article 3—Preparation of NPDES MSGP Notice of Intent (NOI)
CONSULTANT will prepare the NPDES Notice of Intent(NOI)form, to operate the
facility under the MSGP, Sector"S" General Permit, for execution by the CLIENT. The
CLIENT will provide the $500 NOI submittal fee, which is not included in this scope or
fee.
CLIENT RESPONSIBILITIES
The following will facilitate the efficient provision of the proposed services:
Upon receipt of the Notice to Proceed, CONSULTANT will forward a Request for
Information(RFI) letter to CLIENT for the following information associated with EYW:
• Updated contact information for the members of the SWPPP Team.
• Updated list of tenants and their contact information.
• Preventive maintenance records.
• Procedural changes to spill response and containment.
• Facility Response Plan.
• All SWPPP data from the most recent update, including electronic files. Copies of
all previous documents, reports, files, inspections forms, SWPPP brochure, SPCC
pamphlet and training material (e.g. Power Point Presentation).
• SWPPP monitoring and compliance reports.
• Material Safety Data Sheets (MSDS) of significant materials for Airport operated
facilities. Significant materials are defined as raw materials; fuels; finished
materials such as diesel, gasoline, petroleum products, hydraulic fluid, fertilizer,
pesticide, herbicides, sealants, and paint; and waste products that have the potential
to be released with stormwater discharges.
• The most recent Drainage and Basin Delineation maps of each Airport in AutoCAD
format(if available).
SCOPING AND FEE ASSUMPTIONS/ADDITIONAL SERVICES
This scope does not include the design, permitting, construction or operation of any
pollution prevention measures that may be recommended by CONSULTANT in the
SWPPP.
Should the Florida Department of Environmental Protection/EPA take enforcement
action against the County for non-compliance related to the NPDES permits, from past or

future acts related to compliance with the NPDES MSGP permit,the Consultant will not be
held responsible for such non-compliance. The scope for assessment of any required
actions, reports, meetings, testing, SWPPP modifications or submittals, required due to
non-compliance related items will be prepared and addressed in a supplemental Work
Authorization.
It is not anticipated that wetlands, wildlife habitat or soil / groundwater contamination or
Geotechnical report(s) will be impacted by the operation of the Airports, or that any
government agency permitting or mitigation will be required for these environmental
concerns by Jacobs under this task order. If any such environmental concerns are identified
in the SWPPP process, the scope for assessment of the environmental concern will be
prepared and addressed in a supplemental Work Authorization.
Subsurface utility exploration and topographic land surveying and mapping is not included
in the scope of services. If required, the scope will be prepared and addressed in a
supplemental Work Authorization.
When changes are made to the Airport, or tenant changes occur, modifications to the
SWPPP plan is required. When new facilities are constructed that affect stormwater control
practices; the SWPPP needs to be revised to reflect the changes to the stormwater system.
The changes beyond the initial submittal and approval of the revised NPDES MSGP,
SWPPP are not included in this proposal.
This scope of services does not include Environmental Compliance Monitoring,
Stormwater sampling or analysis and required SWPPP Inspection & Training Services as
may be identified in the SWPPP prepared under this scope of services.
Development of numeric effluent limitations is not included in this scope of services.
Environmental Site Assessment Investigations (Phase I / II) are not included as part of
this scope and cost estimate.
This scope of services does not include preparation of a NPDES Individual Permit.
Items identified as not included or limited in the scope of services can be provided or
expanded upon as additional services under a separate agreement or supplemental to this
agreement.
GENERAL PERFORMANCE REQUIREMENTS
Meetings: The CONSULTANT shall be required to attend meetings as described below,
conduct research, surveys, and visit sites or perform other activities to advance, achieve
and complete the work. The CONSULTANT shall be responsible to CLIENT for the
effective and timely administration, management, and technical execution of the Scope of
Services.

The CONSULTANT shall attend a Kick-Off Meeting for the PROJECT. The purpose of
the meeting will be to review the Scope of Services, the criteria for the design and
engineering of the PROJECT, and to establish the initial schedule for the PROJECT,
including schedules and milestones for the completion of tasks, subtasks, and supporting
activities.
PROJECT progress meetings will be held between the CONSULTANT's Project
Manager and the CLIENT'S Task/Project Manager, on a monthly basis. The purpose of
these meetings will be to apprise CLIENT'S Task/Project Manager of the results of the
activities, to schedule future tasks and to ensure that project progress is maintained in
conformance to the desires of the CLIENT. Other support staff will participate in these
meetings as required.
Compensation: For the required services, compensation shall be based on the pre-
negotiated contract amount. Before making additions or deletions to the work described
in the Agreement, and before undertaking any changes or revisions to such work, the
parties will negotiate any necessary cost changes and will enter into an Amendment
covering such work and compensation. Reference herein to the Agreement will be
considered to include any Amendment to the Agreement.
INVOICING AND REPORTING REQUIREMENTS
Agenda and Minutes: CLIENT's Task/Project Manager and the CONSULTANT's
Project Manager shall jointly determine meeting agendas and level of CONSULTANT's
participation. At minimum, the CONSULTANT shall prepare and distribute an agenda
for each meeting. The agenda shall be distributed at least two (2)working days prior to
the meeting, whenever possible. The CONSULTANT shall be responsible for keeping
and distributing minutes of meetings for which they develop the agenda. Minutes of
progress meetings and other meetings shall be distributed within two (2) working days
after the meetings. Meetings will be planned to last no more than two (2) hours.
Monthly Progress Reports: The CONSULTANT shall prepare a monthly progress
report through the duration of the project, regardless of whether the CONSULTANT's
work exceeds the Time for Completion of any Article or Milestone, as stated herein. The
report shall address, but is not limited to, descriptions of work completed, work in-
progress, work to be accomplished, problems encountered and solutions to the problems,
schedule compliance, cost estimates, and budget compliance. The report shall include
forecast and milestones. An updated schedule shall be submitted with the report.
Invoices: The CONSULTANT shall prepare monthly invoices for the professional
services and expenses.

DELIVERABLES
The CONSULTANT shall provide two (2)printed copies of each deliverable item and an
electronic copy as indicated above of each deliverable item, unless otherwise directed or
approved by CLIENT.
SCHEDULE
The proposed schedule of these activities is as follows:
NTP Execute task work order
Week 1-3 Gather existing permit information and perform Field Inspections and Surveys
Week 4 Evaluate existing permit information and surveys, develop
SWPPP.
Week 7 Complete first draft report of all tasks and present to CLIENT.
Week 9 CLIENT complete review of first draft and review their comments with
CONSULTANT.
Week 10 CONSULTANT to incorporate CLIENT comments and
complete pre-final version of report and submit to CLIENT.
Week 11 CONSULTANT to prepare final version and submit report to
CLIENT for final review.
Week 12 CLIENT complete review of pre-final report and submit
comments to CONSULTANT.
Week 13 Complete the final report and submit to CLIENT.
