Total Budget for FY 23/24: $286,482; Year to Date Expenditures and Encumbrances: $126,840; Remaining Balance: $159,642; Percentage of budget spent and/or encumbered year-to-date: 44% The County Extension Director/Family & Community Development Agent accomplished the following activities: • Alicia has been co-teaching the Sustainable Living Series to 17 participants. This is a 7- week course developed as a discussion-to-action program that helps people discover ways to take action in their homes and community to reduce their footprint. • Alicia is co-teaching the Climate Smart Floridians program. This state-wide virtual program encourages and engages residents in greenhouse gas emissions reductions in their homes and communities. • Alicia attended the Florida Association of Community Development Extension Professionals and currently serves as chair of the membership and marketing committee. 1745 • Alicia is the county lead contact on the Climate Pollution Reduction Planning Grant (CPRG). This grant process will allow the 4-county regional Climate Compact to produce a regional GHG inventory and a regional climate action priority list. This process will set the parameters for municipal CPRG implementation grants. • Alicia spoke on the radio and wrote a blog about the presence of cane or bufo toads. The extensive rain has brought the emergence of these toads which can be hazardous to pets. They can and should be removed humanely if you find them in your landscape. Shelly's article on "Releasing the gas: these tools can help bloated reef fish"was in The Keys Weekly, hops://lceysweelcly.com/42/releasin ,. gas-these-tools-can-help-bloated-reef-fish/. Shelly spoke about the new recreational and commercial stone crab requirements to cut a 2 3/16" diameter escape ring on all stone crab traps to US Morning Magazine with Joe Moore. • Shelly was invited to teach the South Atlantic Fishery Management Council Outreach and Communication Advisory Panel and an undergraduate class at Michigan State University about stony coral tissue loss disease, coral bleaching, and the Florida's Coral Reef Resilience Program. Shelly also taught 44 5t' graders about our local fisheries at Gerald Adams Elementary. • Shelly is working with Florida Sea Grant and resource managers in Venezuela about a new marine invasive species, Pulsing Xenia, that is common in the aquarium trade that has spread to northern Cuba. We are developing a series of media products for divers and diver shops to be on the lookout to report to SEAFAN.net. The Environmental Horticulture Extension Agent accomplished the following activities: • Maria Quirico did Creative Works in various areas, showcasing her commitment to horticulture and environmental practices. She wrote an informative article titled "Pumpkins: A Fascinating Crop - Can We Grow It in the Florida Keys?" for the Keys Weekly newsletter, contributing valuable insights to the local community. • Maria also engaged with the public through the US 1 Radio Morning Magazine, where she discussed the Florida Friendly landscaping segment, spreading knowledge and awareness. Her one-on-one outreach efforts led to fruitful interactions with individuals, as seven plant clinics were conducted, accommodating groups of 4 to 15 people at each location. These events facilitated discussions on horticulture and environmentally friendly practices, allowing participants to gain valuable insights. • In addition to her written and radio contributions, Maria organized events, such as the "Exploring Florida Keys Biodiversity Through Arts" workshop for children. She met with volunteers, attended conferences, and actively participated in various community events and meetings, highlighting her dedication to promoting environmental awareness and horticultural education. 2 1746 ENGINEERING SERVICES /ROADS 211 Street(Rockland Key) Sidewalk and Drainage Improvement: • Mike Haack Excavating Inc. was the lowest responsive bidder for construction services. • Staff is preparing construction contract for administrator approval. • Construction scheduled to begin November 2023. Bridge#904982 Tubby's Creek (Card Sound) and Bridge#904984 Mosquito Creek Bridge (Card Sound) Replacement Grant Award: • 60% Design plans were submitted on September 181h and are under County and FDOT review. • Public meeting to be held December 5th, 2023. Bimini Drive (Duck Key) Bridge Replacement: • Substantial Completion issued for September 14, 2023 • Contractor is continuing with punch list items. • The scheduled application of the friction (final) course of asphalt was pushed out due to weather conditions and is now scheduled to begin October 23rd followed by temporary striping. • Sod installation is complete. • Class V finish/paint is nearly complete. Harbour Drive(Duck Key) Bridge Replacement: • Notice to proceed was issued for September 25, 2023 with a Substantial Completion date of March 28, 2025. • Project limits, roadway and bridge centerlines have been surveyed. • Clearing and grubbing is nearly complete on the West side of bridge. • Phase I calculations and submittal for temporary critical wall for roadway widening has been submitted to the FOR for review. Seaview Drive(Duck Key) Bridge Replacement: • Sheet pile installation is complete on East end of the North side of bridge and sheet pile installation has begun on West end of bridge. • Concrete pile delivery for East end bent is scheduled for October 20th. Card Sound Bridge Navigational Lighting Replacement Project: • Notice to proceed was issued for September 20, 2023 with a substantial completion date of January 18, 2024. • Navigation light installations on bridge deck railing is scheduled to be complete first week in November. • Bridge fender lights and clearance gauge installations are to begin the second week in November. 1st Street and Bertha Street—Key West Drainage Improvement Project: • CEI contract closed short for savings of$20,808.97. • FDOT SCOP final reimbursement in progress. Sands-Big Pine Key SLR Roadway Pilot Project: • Unable to proceed with project until sufficient funding is secured. • Staff submitted a grant application to the FDEP Resilient Florida Grant program on 8-30- 2023 for $11,732,000 to partially fund construction of the project. 3 1747 Twin Lakes-Key Largo SLR Roadway Pilot Project: • Staff drafted RFQ for Construction Engineering and Inspection Services and Construction bid to be advertised upon approval of solicitation documents and FKAA scope in project by FDEM and grant execution by both parties. GIS Based Roadway Asset Management and Work Order System: • No change Roadway Vulnerability Study and Capital Plan: • Staff reviewed an amendment to the SLR Vulnerability scope of work to provide needed updates to the Comprehensive plan and to the county's Public Works Manual to incorporate resiliency and adaptation to design standards. • Staff received confirmation from FDEM that they are recommending our Roads Adaptation Projects to FEMA for Phase I HMGP Funding (engineering design phase). The total federal funds available through the HMGP Hurricane Michael funding is $178 million; the program is a 75% federal/25%non-federal grant program. • Staff is completed program documents and submitted them to FDEM and FEMA for approval of the Phase I funds. • Staff is preparing adaptation alternatives information for December 121h workshop with BOCC and residents. Key Largo III—Burton Drive: • FDOT final ERC comments responded to by consultant 9.8.23. Consultant to submit 100%revised plans on 10.20.23. • SFWMD permit received 8.14.23. • FDOT SCOP FY 2024 —waiting for FDOT execution grant agreement—anticipate early November. Boca Chica Road Hurricane Irma Repairs Project: • All sheet piling, deadman anchors, and concrete cap have been installed. • Project is on hold due to active sea turtle nests on jobsite per Florida Fish and Wildlife Conservation Commission. • Initial meeting with NASKW to review the effect of their application for abandonment was held on 17 October. • Discussion item planned for November BOCC meeting Card Sound Road Mill/resurface/restriping:. • Milling and paving operations are scheduled be completed October 201h 2023. • The installation of permanent signs and shoulder gravel placement scheduled for late October/early November. Card Sound Bridge Project Development& Environment Project: • Staff held call with District 6 on May 26th to discuss moving forward. FDOT Planning Dept. was going to prepare the Advance Notification package to begin the ETDM screening for the Project. • Staff provided information to develop the advance notification package for the ETDM screening to FDOT staff on August 23rd; ETDM screening is used to determine the NEPA class of action that will needed for the PD&E study. • FDOT consultant staff is preparing the purpose and need statement to begin the screening process. 4 1748 Duval,Whitehead, and Front Street Roadway Improvement ILA w/City of Key West: • Invoice has been submitted to the clerk, in addition to reimbursement request from FKAA for their cost portion according to the ILA. Toms Harbor Bridge Repairs: • Engineering design and permitting is ongoing. • Staff received confirmation from FDOT that SCOP funds have been awarded for the construction phase of the project. Funds will be programmed in the FDOT FY 25 and construction is expected to begin in Fall 2024. Crane Boulevard, Sugarloaf Shared Use Path: • RFQ for design —negotiations approved September BOCC meeting, Consultant working on design engineering and permitting proposal. • FDOT to encumber design funds October 2023. Stillwright Point Road Elevation and Drainage Engineering Design and Permitting • Consultant geo technical, ecological and survey in progress. Final version due end of October. • Amendment 1 to FDEP - Resilient Florida Infrastructure Grant Agreement 22SRP56 for construction and construction engineering services approved at October BOCC. First Street(Key West) Drainage Study • Staff utilized information from the modelling and cost estimate to complete an application for grant funds from the Hurricane Ian HMGP program for engineering design and construction of the pump station. • Consultant submitted draft report on October 101h; staff is reviewing. Conch Key Roadway and Drainage Adaptation Project • Staff addressed additional FDEP questions on September 25, 2023 and is anticipating grant agreement shortly. • Staff reviewed draft scope and schedule that will be included in grant agreement. ROADS & BRIDGES Upper Keys Road Department: • Buzz Bar Operation— 12.15 miles • Buzz Debris —3.04 tons • Mowing Operation—39.34 miles • Sweeping Operation—6.7 miles • Sign Department- 55 new signs installed, 19 new posts installed and 11 locates performed. Stop Bars painted—5 stop bars painted or replaced • Shoulder Work—3,052 linear feet of shoulder work using 26 tons of aggregate on 3 roads • Coconut removal —36,220 lbs./18.11 tons of coconuts removed from 36 county ROW and county properties • Card Sound Road material pick-up —2,160 tons of millings from General Asphalt, free for inventory use • Tree Removal - 1 tree, weighing 60 lbs/.03 ton, removed from 1 county road • Stumps ground and removed—2 stumps on 2 roads • Storm Drains vacuumed- 5 drains at one location Marathon county garage 5 1749 • Trash removed from bus stops and county rights of ways — 101 bags +1717 lbs • Illegal Dumping Pick Up—60 lbs of debris picked up and removed from county right of way near CR 905 Upper Keys Roads Special Projects —Support: • 9-29-23 All Crew Trash/Debris removal CSR/905/under all bridges. .64 tons of garbage removed. • Assist Rowell's park to upright newly added trees that had fallen in strong winds • Assist Solid Waste with equipment transport • Assist KL transfer station to smooth road and prepare place to offload millings • Fallen tree removal Dolphin Rd, Key Largo • Removal of illegal dump found near CR 905 • Assist Key Largo Park with score board post replacement • Assist Marathon Facilities and Fleet with vacuuming garage storm drains • Assist Solid Waste with equipment transfer and trim of vegetation at entrance • Emergency removal of 2 fallen trees across county road ways • Collaborate with FKEC for removal of 2 trees in county ROW posing significant safety threat as fire hazards Lower Keys Road Department: October 2023 • Mowing Operation—36 Miles • Weed eating Operation—8 Miles • Brush Cut/Chip Operation—6 Miles • Recycled Mulch—6 loads delivered for free • Sweeping Operation—5 Miles • Sign Work- 51 Signs, 9 Posts, 11 Locates • Cold Patch work-1/4 ton used on Puerta Dr, Big Coppitt Key, Boca Chica Rd, Geiger Key, Key Deer Blvd, Big Pine Key. • Tree Trimming—hand trimmed ROW, Center Street Summerland Key using bucket truck, trim Coconut trees on Sugarloaf Blvd, Sugarloaf Key Lower Keys Roads Special Projects —Support: • Coordinated with The City of Key West Public Works Department to sweep Duval Street Saturday and Sunday for Fantasy Fest. • Coordinated with Public Works Facilities for annual drain cleaning at Jackson Square.. PROJECT MANAGEMENT Hurricane Irma Repairs: Following is a list of the remaining locations damaged by Hurricane Irma. Big Pine Key Community Park: Community Center Flood Panels • The County rejected the submitted panels as they are excessively heavy. The panels are being designed to be lighter and easier to handle. Key Largo Park Concessions Roof Replacement: • Determined that FEMA intended repayment for full roof replacement instead of the repair that was previously completed. 6 1750 • Proposals received. Staff moving forward with contract. Marathon, Tax Collector Seawall: • Army Corp of Engineers are expected to release the permit in the month of November. MCSO Stock Island Jail and Admin Flood Panels: • SeaTech is revising all top panels to reduce the weight. Aesthetic repairs scheduled for 10/20/23. Veteran's Memorial Park: ADA Pavilion & Tiki Huts • All work associated with the Tiki Huts and Pavilion is complete. Final payments/closeout in process. Bathroom Repairs • Pending preliminary sketch of preferred layout from design team. Hurricane Ian Repairs Following is a list of the remaining locations damaged by Hurricane Ian. Higgs Beach&West Martello: • Reviewed and commented on a proposal for a Task Order from T.Y.Lin to conduct post storm topography surveys and prepare construction documents for sand replenishment project. Revised proposal received, now preparing Task Order for November BOCC agenda. • Advertised RFS for replacement of Tennis /Pickle-ball Court fencing. Pre-bid job walk held 10/19. Bids will be opened 11/02/23. Capital/Grant Funded Studies or Construction Projects: Bay Point Park (Drainage Study)—ARP: • Draft recommendations under review. • Coordination with FOR and planning to determine feasibility of proposed recommendations underway. Big Pine Community Park Sports Field Improvements —ARP: • Contract with Musco approved. • Parks has indicated the desire for reduced scope, possible change order being reviewed. Big Pine Employee Housing: • Bid opening held on 10/18/23. Staff to begin the contract process. Bernstein Park Re-Sod/Turf—ARP: • Proceeding with County program to replace the grass with a better species of natural turf, improve irrigation and add some park hardscape. • Received a revised proposal from Bill Horn, Architect for park renovations. Blue Heron Park Pickleball Improvements —ARP: • 90% Design Plans submitted to County. • FOR coordinated with Planning Dept, and additional parking required to expand pickleball courts. • Desired parking layout selected by Parks. Design will be updated to include required parking. Emergency Operations and Public Safety Center —FDEM, HMGP, FDOT: • Plumbing rough-ins, including water, wastewater and sprinklers complete. • Water service and meters are complete,permanent tap pending removal of temporary 7 1751 trailers. • Interior drywall and paint is complete. All exterior and most interior door installed and painted. • Electric and low voltage wiring largely complete. • FKEC transformer has been energized; meter is installed. Building components being connected to permanent power. • HVAC condensing units and air handling units installed and being connected to permanent power for full AC testing starting by early November. • Final grading of the site underway. Additional stormwater retainage ponds complete. • Misc. Concrete sidewalks and utility platform being finished by early November. Fire Station Bay Floor Resurfacing -ARP: • Includes resurfacing of bay floors at fire stations 9, 13, 17, and 22. • Specifications being finalized and RFP being drafted for advertisement. Fire Training Academy New Burn Simulator Building: • Cost benefit analysis submitted and approved by Fire Rescue;proceeding with Pre-Fab Building in lieu of custom concrete building. • Plans and Specs are being finalized. Fire Rescue is investigating construction funding sources. Gato Spalling—CAP: • Design documents were revised to be clearer for bidding and received 19 October 2023. RFP can now be drafted with correct scope. Gato Building HVAC—ARP: • Facilities will handle phase repairs though standing contract. Higgs Beach Restroom Replacement- TDC: • Slab graded and poured. • Block walls grouted; tie beam being formed. HMGP Generators —HMGP: • Schematic Design Narrative and Flood Plain Memo submitted for County review. • Coordinating with Facilities Dept to approve proposed generator locations. HMGP Wind Retrofit—HMGP: • Design at approximately 60%. • Amendment to design contract to add roof testing requirements approved at October BOCC meeting. Jackson Square Jefferson Browne Redevelopment- CAP: • No change Jacob's Aquatic Center Pool Liner Replacement- TDC • Received updated quote. Preparing RFS for 2 additional quotes. • Work will be scheduled in January to not interfere with scheduled activities. KW Lighthouse New Oil House Display- TDC • Punchlist complete, close-out complete, retainage pay app in process. KW Lighthouse Stables Building Renovations and ADA improvements—TDC • No change from last month. Waiting for KWAHS and Bender to sign contract for design. 8 1752 Historic Sheriff Residence and Jail Museum at Jackson Square - TDC: • Project closed; Final payment being processed. • KWAHS will work through the fall in preparation for opening in early 2024 opening. Marathon Professional Building—Roof Replacement: • Roof replacement complete—punch list items remaining. Monroe County Historic Courthouse Masonry Repairs —CAP, DHR: • State DHR confirmed the contract with Monroe County. • Bender& Associates design work is complete. • RFP pending DHR approval of procurement. MCSO Stock Island Jail Stucco and Spalling Repairs —CAP: • Engineered solutions have been provided and will be put out to bid by late October No Change. MCSO Stock Island Jail Dormitory Window Replacement—CAP: • No change. MCSO Stock Island Detention Center Generator Building—CAP: • The contractor designer has expanded their scope to include additional serveying and geotechnical work, which will allow for the completion of design. Currently all drawings are 90% complete. Drawings expected to be completed by Mid-November. MCSO Stock Island Detention Center Kitchen Floors —ARP: • No change. MCSO Stock Island Detention Center Elevator 6& 7 Upgrades —ARP: • This is being handled by facilities using their standing contract. Plantation Key Courthouse and Detention Center - CAP: • The County has a 3rd party auditor reviewing all project documents at this time. Plantation Key Campus Redevelopment of the Ellis and Old Courthouse-CAP: • Ellis Building: No Change o RFP for renovations to be advertised during the month of November. • Old Courthouse Meal Site in Clerk's old Offices: o Spalling repair to be put out to bid during the month of November. Rockland Key Fleet Facility—CAP: • Geotechnical and site survey completed, waiting for reports. • Architect drafting Owner Project Requirements (OPR) and Basis of Design (BOD) • Monroe County Planning review applied for. • CMAR RFP to be published in October. Roth 911 —MCSO: The Architect has expanded their scope to include additional MEP design. Tentative project walk is scheduled for November 2, 2023. Rowell's Waterfront Park Phase I—TDC, FDOT, CAP: • Contractor proceeding with final inspections and project closeout. Rowell's Waterfront Park Phase II—CDBG-CV, CAP: • Grant extension request approved. Funding available thru Sept. 2024. • RFP being advertised with bid opening date of 11/09/23. • Design team revising utility plans to allow for lowered FKAA watermain pressure. Any updates to the plans will be added to the RFP as an addendum. Rowell's Waterfront Park Phase III (Tiki Huts)—TDC: • Staff preparing RFP. Currently under review by Florida Commerce (DEO). • Requested a quote from Hale Innovations for grant administration due to extensive grant requirements. Transfer Stations Equipment Buildings -MCSW: • Waste Management is in preliminary stages of building expansions. Meeting held on site with Solid Waste to discuss updates to the equipment building locations.
