This Task Order is being approved in accordance with the Professional Services for Special Assessments dated May 27, 2023. ITEM BACKGROUND: In January 2023, Monroe County issued a Request for Proposals ("RFP") for Professional Services for Special Assessments, seeking vendors capable of providing professional services for collection of non- ad valorem special assessment programs for canals, sea level rise/road adaptation, wastewater programs, and solid waste. Consultant submitted a proposal in response to the RFP. Consultant was selected as a vendor pursuant to the RFP, and on May 27, 2023, the County entered into an Agreement for Professional Services for Special Assessments ("Agreement")with Consultant to provide professional consulting services for the County's special assessment programs. Paragraph 2.1 of the Agreement states that when Consultant's services are required, the County shall issue Task Order for the required services in accordance with the terms and conditions outlined in this Agreement and the specific Task Order. The County now desires to engage the services of Anser Advisory to provide professional consulting services for the Duck Key Security Services Assessment Program. This Task Order is for the period of October 1, 2023 to September 30, 2023. The Scope of Services include: Task 1: • Update the preliminary assessment roll. Using the tax roll files and the assessment database, Anser will update the preliminary assessment roll. • Determine the total number of billing units based on the apportionment methodology and 655 determine revenue requirements. • Develop and apply the schedule of rates using the apportionment methodology and revenue requirements for the assessment program. Task 2: • Review of legal documents. Review of the implementing resolutions and documentation associated with the creation of the indicated assessment program. Task 3: • Assist with Rate Adoption. Assist the County with the final rate adoption process for the assessment program including (a) the legal requirements for any public hearings, (b) the development of appropriate published notice and/or printing, stuffing and mailing of any notices, and (c) certifying the final roll in conformance with the uniform method of collection. Compensation Monroe County agrees to pay one thousand eight hundred and fifty dollars ($1,850) per year for each of the five (5) fiscal years covered by this Task Order. The payment schedule shall be as follows: Payment Schedule August 2024 $1,850.00 August 2025 $1,850.00 August 2026 $1,850.00 August 2027 $1,850.00 August 2028 $1,850.00 The fee for professional services does not include any on-site visits by Consultant. Any requested on-site meetings by Anser staff may be arranged at our standard hourly rates provided below. All expenses related to these requested meetings will be billed in accordance with Section 112.061, Florida Statutes. If necessary, in lieu of on-site visits, periodic telephone conference calls may be scheduled to discuss project status. Term of Task Order This Task Order shall be effective as of October 1, 2023 and shall expire on September 30, 2028. In all other respects, the terms and conditions of the Agreement remain unchanged and shall apply.
