MONTHLY ACTIVITY REPORT—December 2023
Extension Services:
Number of services provided: 26 phone calls, 85 emails, 27 one on one consults, 4 office
visits/visits to clients, 20 learning events with 445 participants, 8 media submissions, and 156
publications distributed. Total Budget for FY 23/24: $286,482; Year to Date Expenditures and
Encumbrances: $132,033; Remaining Balance: $154,449; Percentage of budget spent and/or
encumbered year-to-date: 46%
The County Extension Director/Family & Community Development Agent accomplished the
following activities:
• Alicia met with EPA representatives providing technical assistance to the Climate
Pollution Reduction Grant. She is on the planning team for the Southeast Florida Climate
Compact. She attended several sessions on different sectors including the agriculture and
working lands sector. She took the technical assistance back to the local planning group
in weekly meetings.
• Alicia is helping to complete the regional greenhouse gas inventory and to develop
guidance to meet emission reduction targets.
• Alicia worked with 41 grade school participants to show them how to grow micro-greens.
She discussed nutrition, the importance of different nutrients that we get from our food,
and how climate change impacts the food system. Each participant received a pot and
seeds to take home.
• Alicia completed the 7-week Climate Smart Floridians program and sent attendees the
program evaluation. One participant remarked, "There is so much in these sessions that
can lead toward the road to becoming sustainable".
• Alicia spoke on the radio and wrote three blogs on the topics of food waste, the impact of
managed mooring fields, and eco-friendly and ethical holiday shopping. Check out our

The Florida Sea Grant Marine Extension Agent accomplished the following activities:
• Shelly spoke at the Lower Keys Rotary Club on Big Pine Key to a mix of local media
celebrities and avid Morning Magazine fans! She spoke about the Monroe County
Extension Service team and taught them about this summer's marine heatwave and coral

bleaching. They are a terrific group and it was great to meet so many of our local talents
in person.
• Shelly was invited to be a panelist at the College of the Florida Keys Tourism and
Hospitality Professionals to speak to students about careers in ecotourism and how to
become a certified Florida Master Naturalist. Shelly is also an invited member of the
CFK Marine Science Advisory Committee and helped recommend curriculum updates to
the BS in Marine Resource Management.
• Shelly spoke on Morning Magazine about Fishtory. This is a South Atlantic Fishery
Management citizen science project to collect fisheries data from old black and white
photos from charter boat fishing trips pre-1970s. Fishstory was piloted in Daytona Beach
and now they want to collect historic Keys fishing photos! Shelly is working with Julia
Byrd, SAFMC citizen science program manager, and Dr. Corey Malcom, lead historian
in the Florida Keys History Center, to strategize how to involve the community to scan
and record Florida Keys fishing history. Save the Date: SAFMC will be scanning
historic fishing photos at the Florida Keys Seafood Festival at Bayview Park, Key West
on January 13-14, 2024.
The Environmental Horticulture Extension Agent accomplished the following activities:
• In November 2023, Maria Quirico assumed the role of Environmental Horticulture Agent at
UF/IFAS Monroe County Extension, actively engaging in various channels to provide
horticultural guidance. These efforts included offering advice through five phone consultations
and responding to 25 email inquiries. Additionally, Maria conducted two office consultations,
fostering discussions with community members on gardening and related topics. Her
commitment to personalized assistance extended to 26 one-on-one consultations.
• Beyond individual consultations, Maria organized two impactful group learning events,
benefiting a total of 45 participants. The first event, titled "Exploring Florida Keys Biodiversity
Through Arts: A Creative Workshop for Kids," commenced last month and has now concluded.
During the final session, 11 kids and three teachers actively participated, delving into
educational topics such as butterflies and wildflowers native to the Florida Keys. On November
28th, the finger lime workshop took place, featuring Manjul Dutt, a professor from the
University of Florida, who shared insights and experiences about this fascinating crop.
• Notably, Maria Quirico participated in Academy Session B from September 14th to the 16th in
Gainesville, Florida. This session served as a training program for new University of Florida
extension agents,providing valuable advice to enhance their work and reporting for the
upcoming evaluation period.
ENGINEERING SERVICES /ROADS
2°d Street(Rockland Key) Sidewalk and Drainage Improvement:
• Mike Haack Excavating Inc. was the lowest responsive bidder for construction services.
• Contractor installed sidewalk, curb ramp, and Swale November 14-16.
• Bahia sod and punch list items are scheduled for late November.
Bridge#904982 Tubby's Creek (Card Sound) and Bridge#904984 Mosquito Creek Bridge

• 60% Design plans were submitted on September 181h and are under County and FDOT
review.
• Public meeting to be held December 5th, 2023.
• Amendment 1 is up for approval on the December 13th BOCC meeting to add additional
soil borings and geotechnical evaluation for the bridge approaches to the design
consultant scope of work.
Bimini Drive (Duck Key) Bridge Replacement:
• Substantial Completion issued for September 14, 2023
• Contractor is continuing with punch list items including site restoration.
• Class V finish/paint is complete.
• Deck grinding, grooving, sign installations,joint sealing and thermoplastic striping
remain.
Harbour Drive(Duck Key) Bridge Replacement:
• Notice to proceed was issued for September 25, 2023 with a Substantial Completion date
of March 28, 2025.
• Phase I calculations and submittals for temporary critical wall for roadway widening has
been submitted to the FOR for review. Concrete pour for wall is tentative for last week in
November.
• Sheet pile wall calculations and submittals have been approved by EOR.
• Critical wall calculations and submittals to the FOR are ongoing.
Seaview Drive (Duck Key) Bridge Replacement:
• Sheet pile template installation is complete on the West end of the North side of bridge.
• Concrete piles for East end bent have been installed and the end bent has been formed.
• Concrete pour for East end bent is tentative for last week in November.
Card Sound Bridge Navigational Lighting Replacement Project:
• Notice to proceed was issued for September 20, 2023 with a substantial completion date
of January 18, 2024.
• Navigation light installations on bridge deck railing is complete.
• Bridge fender lights, clearance gauge light and clearance gauge installations are ongoing.
1st Street and Bertha Street—Key West Drainage Improvement Project:
• CEI contract closed short for savings of$20,808.97.
• FDOT SCOP final reimbursement received.10.25.23.
Sands-Big Pine Key SLR Roadway Pilot Project:
• Unable to proceed with project until sufficient funding is secured.
• Staff submitted a grant application to the FDEP Resilient Florida Grant program on 8-30-
2023 for $11,732,000 to partially fund construction of the project.

Twin Lakes-Key Largo SLR Roadway Pilot Project:
• Staff drafted RFQ for Construction Engineering and Inspection Services and
Construction bid to be advertised upon approval of solicitation documents and FKAA
scope in project by FDEM.
• Solicitation documents sent to both FDEM and FDEP for approval for advertising

• FDEM and FDEP Amendment 1 grants executed by both parties 10.25.23.
GIS Based Roadway Asset Management and Work Order System:
• No change
Roadway Vulnerability Study and Capital Plan:
• Staff reviewed an amendment to the SLR Vulnerability scope of work to provide needed
updates to the Comprehensive plan and to the county's Public Works Manual to
incorporate resiliency and adaptation to design standards.
• Staff received confirmation from FDEM that they are recommending our Roads
Adaptation Projects to FEMA for Phase I HMGP Funding (engineering design phase).
The total federal funds available through the HMGP Hurricane Michael funding is $178
million; the program is a 75% federal/25%non-federal grant program.
• Staff is completed program documents and submitted them to FDEM and FEMA for
approval of the Phase I funds.
• Staff is preparing adaptation alternatives information for December 121h workshop with
BOCC and residents.
Key Largo III—Burton Drive:
• FDOT final ERC comments responded to by consultant 9.8.23. Consultant to submit
100%revised plans on 10.20.23.
• SFWMD permit received 8.14.23.
• FDOT SCOP FY 2024 —FDOT executed grant agreement received 10.20.23.
• FDOT additional ARPA/SLOP grant in the amount of $731,707.00 in progress-
anticipate agreement on December BOCC agenda.
Boca Chica Road Hurricane Irma Repairs Project:
• All sheet piling, deadman anchors, and concrete cap have been installed.
• Project is on hold due to active sea turtle nests on jobsite per Florida Fish and Wildlife
Conservation Commission.
• Initial meeting with NASKW to review the effect of their application for abandonment
was held on 17 October.
• Discussion was held on November BOCC meeting. Discussion is ongoing.
Card Sound Road Mill/resurface/restriping:.
• Milling and paving operations were completed completed October 201h 2023.
• The installation of permanent signs and shoulder gravel is ongoing.
• Installation of ground in rumble strip is scheduled for early December.

Card Sound Bridge Project Development& Environment Project:
• Staff held call with District 6 on May 261h to discuss moving forward. FDOT Planning
Dept. was going to prepare the Advance Notification package to begin the ETDM
screening for the Project.
• Staff provided information to develop the advance notification package for the ETDM
screening to FDOT staff on August 23rd; ETDM screening is used to determine the NEPA
class of action that will needed for the PD&E study.
• FDOT consultant staff is preparing the purpose and need statement to begin the screening
process.
Duval,Whitehead, and Front Street Roadway Improvement ILA w/City of Key West:
• Invoice has been submitted to the clerk, in addition to reimbursement request from
FKAA for their cost portion according to the ILA.
• Awaiting invoice 2 for project closeout.
Toms Harbor Bridge Repairs:
• Engineering design and permitting is at 50%.
• Staff received confirmation from FDOT that SCOP funds have been awarded for the
construction phase of the project. Funds will be programmed in the FDOT FY 25 and
construction is expected to begin in Fall 2024.
Crane Boulevard, Sugarloaf Shared Use Path:
• Staff negotiating with design engineering and permitting consultant.
• FDOT LAP agreement fully executed 10.24.23.
Stillwright Point Road Elevation and Drainage Engineering Design and Permitting:
• Consultant geo technical, ecological and survey in progress. Work product pending.

• The County rejected the submitted panels as they are excessively heavy. The panels are
being designed to be lighter and easier to handle.
Key Largo Park Concessions Roof Replacement:
• Determined that FEMA intended repayment for full roof replacement instead of the repair

• Lindholm Roofing selected and moving forward with permitting..
Marathon, Tax Collector Seawall:
• Army Corp of Engineers are expected to release the permit in the month of November.
MCSO Stock Island Jail and Admin Flood Panels:
• SeaTech is revising all top panels to reduce the weight. Aesthetic repairs scheduled for
10/20/23.
Veteran's Memorial Park:
ADA Pavilion & Tiki Huts
• All work associated with the Tiki Huts and Pavilion is complete. Final payments/closeout
closure in process.
Bathroom Repairs
• Conceptual design provided by FOR and distributed to stakeholders Nov/2023. Pending
stakeholder feedback on conceptual design.
Hurricane Ian Repairs
Following is a list of the remaining locations damaged by Hurricane Ian.
Higgs Beach&West Martello:
• Reviewed and commented on a proposal for a Task Order from T.Y.Lin to conduct post
storm topography surveys and prepare construction documents for sand replenishment
project. Revised proposal received, now preparing Task Order for November BOCC
agenda.
• Advertised RFS for replacement of Tennis /Pickle-ball Court fencing. Pre-bid job walk
held 10/19. Bids will be opened 11/02/23.
Capital/Grant Funded Studies or Construction Projects:
Bay Point Park (Drainage Study)—ARP:
• Coordination with FOR and planning department necessary to finalize drainage
improvement recommendations.
• Original recommendation being revised based on County staff input.
Big Pine Community Park Sports Field Improvements —ARP:
• Contract with Musco approved.
• Parks has indicated the desire for reduced scope, Musco submitted revised quote, change
orderin process.
Big Pine Employee Housing:
• Bid opening held on 10/18/23. Pending administrative decision.

Bernstein Park Re-Sod/Turf—ARP:
• Proceeding with County program to replace the grass with a better species of natural turf,
improve irrigation and add some park hardscape.
• Received a revised proposal from Bill Horn, Architect for park renovations.
Blue Heron Park Pickleball Improvements —ARP:
• 100%plans submitted for review/approval.
• Once approved, plans will be submitted for permitting.
Emergency Operations and Public Safety Center—FDEM, HMGP, FDOT:
• Plumbing rough-ins, including water, wastewater and sprinklers complete.
• Water service and meters are complete,permanent tap pending removal of temporary
trailers.
• Interior drywall and paint is complete. All exterior and most interior door installed and
painted.
• Electric and low voltage wiring largely complete.
• FKEC transformer has been energized; meter is installed. Building components being
connected to permanent power.
• HVAC condensing units and air handling units installed and being connected to
permanent power for full AC testing starting by early November.
• Final grading of the site underway. Additional stormwater retainage ponds complete.

Fire Rescue
■ Crew members from Stations 11 and 13 participated in the "Keys to be the Change
Reading Program" at the Sugarloaf Elementary School.
■ Crew members from Station 11 participated in the Summerland Key Airport Fifth Annual
Fly-In event.
■ Crew members from Station 13 participated in the "Story Time at Big Pine Library" event.
■ Battalion Chiefs and several Crew members participated in the annual Veterans Day
Parade in Key West.
■ Crews from all stations performed annual fire hose testing.
■ Crews from all Stations participated in implementing daily vehicle inspections for fire and
rescue apparatus with the PSTrax asset management system.
Trauma Star/ EMS
• Conducted Quality Assurance meetings with Lower Keys Medical Center and Baptist Health
(Fisherman's/Mariners) hospitals.
• Attended Keys Health Ready Coalition meeting; KHRC serves as a multi-agency coordination
group that focuses on health-related emergency preparedness that strengthens the health
system's ability to respond to emergencies and disasters.
• Taught CPR/AED First Aid and Stop the Bleed Training at Hotshot Academy Class.
• Attended the Leonardo EMS configuration meeting providing critical care medical equipment
specifications and requirements for interior layout of new helicopters.
• Four (4) flight personnel attended the Air Medical Transport conference in Columbus, Ohio.
• Ten (10) flight personnel attended a "STABLE Pediatric-Neonate" course taught by the
Nicklaus Children's Hospital's flight program.
• Four (4) flight personnel presented to a group of nursing students at Fisherman's Hospital
for a "Day in the Life of a Nurse" event.
• Two (2) Flight Medics completed MCFR's comprehensive provisional flight program and
successfully passed the final flight assessment testing.
• The Quality Assurance (QA) / Quality Management (QM) team reviewed all of the prior
month's patient care reports,to include clerical errors, paramedic follow up and feedback to
improve and enhance patient care documentation.
• Began the Medicare Ground CMS Data Collection requirement project. MCFR is required to
submit a ground ambulance comprehensive data report to Medicare. The data collection
period is from October 1 through September 30, 2023.
• Attended an unannounced spot audit by the Clerk's office inspecting MCFR's controlled
substances storage, procedures and new tracking software and found zero deficiencies.
