Direction to staff to institute/continue processing moratorium on re-development of mobile homes for a
6-month period.
ITEM BACKGROUND:
The issue of a moratorium has been raised at the April BOCC Workshop meeting, but no specific
direction was given to staff to start processing a moratorium. At the April regular meeting, an attorney
who represents both mobile homeowners and at least one mobile home park owner, complained about
the absence of a moratorium ordinance on the agenda. Case law is clear that moratoria must be
processed in the same manner as other land use regulatory ordinances. Under County Code, that
requires review before the Development Review Committee for recommendation to the Planning
Commission which then makes a recommendation to the BOCC.
