AGENDA ITEM WORDING: Resolution supporting the Governing Board of the South. Florida

ITEM BACKGROUND: The Governing Board of the SouthFlorida Water Management
District commissioned an independent, expert review panel to evaluate all U.S. Army Corps of
Engineers documents concerning the structural integrity of the 140-mile long Herbert Hoover
Dike surrounding Lake Okeechobee. The report found that the dike does not meet current levee
protection safety standards. The potential failure of the dike poses a clear and imminent threat
of catastrophic proportion to communities surrounding Lake Okeechobee.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY SUPPORTING
THE GOVERNING BOARD OF THE SODUTH FLORIDA
WATER MANAGEMENT DISTRICT TO THE UNITED
STATES CONGRESS TO APPROPRIATE FUNDS
NECESSARY TO BRING THE HERBERT HOOVER DIKE
INTO COMPLIANCE WITH CURRENT LEVEE
PROTECTION SAFETY STANDARDS AND TO EXPEDITE
FUNDING FOR THE IMPROVEMENTS THROUGH PROMPT
ENACTMENT OF THE ENERGY AND WATER
APPROPRIATIONS BILL.
WHEREAS, Lake Okeechobee was impacted by four hurricanes during the 2004 and 2005
hurricane seasons; and
WHEREAS, the Governing Board of the South Florida Water Management District
commissioned an independent, expert review panel to evaluate all U.S. Army Corps of Engineers
documents concerning the structural integrity of the 140 mile -long Herbert Hoover Dike
surrounding Lake Okeechobee; and
WHEREAS, the report found that the dike does not meet current levee protection safety
standards; and
WHEREAS, the potential failure of the dike poses a clear and imminent threat of
catastrophic proportion to communities surrounding Lake Okeechobee; and
WHEREAS, bringing the dike surrounding Lake Okeechobee up to current levee protection
safety standards requires expedited Congressional appropriations;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: The Monroe County Board of County Commissioners support the request
made by the Governing Board of the South Florida Water Management District to appropriate the
funds necessary to bring the Herbert Hoover Dike into compliance with current levee protection
safety standards and to expedite funding for improvements through prompt enactment of the
Energy and Water Appropriations Bill or some other mechanism.
Section 2: The Clerk is directed to send certified copies of this Resolution to the
President of the United States, the President of the United States Senate, the Speaker of the United
States House of Representatives, and to each member of the Florida delegation to the United States
Congress.

I NOW THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE
2 SOUTH FLORIDA WATER MANAGEMENT DISTRICT:
3 Section 1. The Governing Board of the South Florida Water Management District
4 hereby requests the Congress of the United States to appropriate funds necessary to bring
5 the Herbert Hoover Dike into compliance with current levee protection safety standards
6 and to expedite funding for the improvements through prompt enactment of the Energy
7 and Water Appropriations Bill or some other mechanism.
8 Section 2. The Governing Board of the South Florida Water Management District
9 hereby encourages South Florida local governments to enact resolutions supporting the
1 o actions requested herein.
11 Section 3. Copies of this resolution shall be sent to the President of the United States, to
12 the President of the United States Senate, to the Speaker of the United States House of
13 Representatives, and to each member of the Florida delegation to the United States
14 Congress.
15 Section 4. This resolution shall take effect immediately upon adoption.

Please consider adopting a Resolution in support of the attached South Florida Water
Management District Resolution that requests the Congress of the United States to appropriate
funds necessary to bring the Herbert Hoover Dike into compliance with current levee protection
safety standards and to expedite funding for the improvements through prompt enactment of
the Energy and Water Appropriations Bill or some other mechanism.
