PREVIOUS RELEVANT BOCC ACTION: On May 18, 2005 the BOCC approved the issuance of
a COPCN to ORPSD for the operation of an ALS transport ambulance service for the period June 1,
2005 through May 31, 2007.
CONTRACT/AGREEMENT CHANGES: The COPCN for ORPSD will cover the period June 1,
2007 through May 31, 2009.

AGENDA ITEM WORDING: An issuance of a Certificate of Public Convenience and Necessity
(COPCN) to Ocean Reef Volunteer Fire Department, Inc., d/b/a Ocean Reef Public Safety
Department (ORPSD) for the operation of an ALS transport ambulance service for the period June
1, 2007 through May 31, 2009.
ITEM BACKGROUND: Pursuant to the requirement of Chapter 6.5 Monroe County Code, an
application for an issuance of a COPCN (renewal) has been received from ORPSD to operate an
ALS transport ambulance service on a 24-hour basis for the following area: All 2600 series
fireboxes, generally from the intersection of C-905 and Card Sound Road (C-905A) North on C-905
to and including Ocean Reef and West on Card Sound Road (C-905A) to the Dade County Line, or
as otherwise directed by Monroe County Central Dispatch.
PREVIOUS RELEVANT BOARD ACTION: The Emergency Services Division, Fire Rescue
Department has records dating back to the year 2001. On June 20, 2001 the MCBOCC approved an
issuance of a COPCN to the ORPSD, and has continued to do so every two years. The most recent
approval was on May 18, 2005.
CONTRACT/AGREEMENT CHANGES: The current COPCN is due to expire on May 31,
2007. The renewal being applied for will cover the period beginning June 1, 2007 through May 31,
2009.
STAFF RECOMMENDATIONS: The Monroe County Code allows the issuance of COPCN for
the purpose of providing essential emergency medical services to the various geographical areas of
Monroe County. The ORPSD complies with the requirements of the said Code and Chapter 401
Florida Statutes, and Fire Rescue staff recommends the approval of the renewal of the COPCN so
they can continue to provide these services the their specific area of the County.
