Total Budget for FY 23/24: $286,482; Year to Date Expenditures and Encumbrances: $138,450; Remaining Balance: $148,032; Percentage of budget spent and/or encumbered year-to-date: 48% The County Extension Director/Family & Community Development Agent accomplished the following activities: • Alicia met with GEOS institute representatives to discuss the Climate Navigators project. Project planning and implementation forms were produced. • Alicia is helping to complete the regional greenhouse gas inventory and to develop guidance to meet emission reduction targets. • Alicia participated on the Association of Climate Change Officers executive board. The board moved forward with a board governance plan including committees for ethics, nomination, and membership. • Alicia attended the Florida Keys Interagency Adaptation Workshop to better align county-wide efforts and to get feedback on the Climate Pollution Reduction Grant priority action planning process. • Alicia held two workshops on the new FAFSA form and what to expect. • Alicia spoke on the radio about bed bugs and how to be safe when traveling. 3448 The Florida Sea Grant Marine Extension Agent accomplished the following activities: • The City of Key West Water Quality Plan, developed in concert with sustainability coordinator Allison Higgins and DEP staff has been accepted by the city commission. In 2024, Shelly continues to contribute to the team and to start implementation and budgeting to improve water quality in the nearshore waters of Key West, which includes creating educational content for residents and visitors. • Shelly is appointed to the Gulf of Mexico Fishery Management Council Outreach and Education Technical Committee and assists staff with educational initiatives for recreational anglers and commercial fishers. The Return `Em Right program (https:Hretumemright.org/) is a partnership with the Gulf Council and Florida Sea Grant and in 2023 educated thousands of anglers about catch and release fishing. Following a 15-minute online question and answer training, Return Em Right distributes over $100 in free gear so fishers know how to successfully treat fish showing barotrauma and comply with state and federal regulations for descending gear. • Shelly was invited to the Mote Marine facility on Summerland Key to assist with the cryopreservation of sponge genetic material for future sponge restoration projects by the Dr. Shirley Pomponi Lab at FAU Harbor Branch Oceanographic Institute. The Environmental Horticulture Extension Agent accomplished the following activities: • In December, Maria Quirico actively contributed to various gardening community initiatives, taking charge of scripting for the Master Gardener volunteer program featured in the US 1 Radio Morning Magazine. Furthermore, Maria shared valuable insights through an article titled "Christmas Eco: Evergreen from the Florida Keys" for the Keys Weekly newsletter, focusing on educating readers about native species and their significance. • Throughout the month, Maria engaged in activities to connect with and educate others. Hosting five plant clinics represented a simple yet meaningful effort to provide individuals with valuable opportunities to discuss horticulture and environmentally friendly practices. Notably, Maria Quirico delivered a talk titled "Exploring Florida Keys Natives: Unraveling the Importance of Indigenous Flora" at the Key West Tropical Forest and Botanical Garden. Additionally, she actively participated in a native plant walk at the Cudj oe Key trail on December 14, organized by Master Gardeners, reflecting a shared dedication to fostering community engagement and education. ENGINEERING SERVICES /ROADS 2°d Street(Rockland Key) Sidewalk and Drainage Improvement: • Mike Haack Excavating Inc. was the lowest responsive bidder for construction services. • Contractor installed sidewalk, curb ramp, and Swale November 14-16. • Bahia sod and punch list items were completed late November. • Project Closeout Documents have been submitted for processing. 2 3449 Bridge#904982 Tubby's Creek (Card Sound) and Bridge#904984 Mosquito Creek Bridge (Card Sound) Replacement Grant Award: • 60% Design plans were submitted on September 181h and are under County and FDOT review. • Public meeting was held December 5th, 2023. • Amendment 1 was approved on the December 13th BOCC meeting to add additional soil borings and geotechnical evaluation for the bridge approaches to the design consultant scope of work. • 90% Design plans are scheduled for submission late January. • Consultant submitted draft Natural Resources Evaluation, Cultural Resource Assessment Survey and US Coast Guard Advance Authorization Letter to County and FDOT on December 23, 2023. Bimini Drive (Duck Key) Bridge Replacement: • Substantial Completion issued for September 14, 2023 • Contractor is continuing with punch list items including site restoration. • Deck grinding, grooving, sign installations,joint sealing and thermoplastic striping remain. • As-built drawings need to be submitted and certified. Harbour Drive(Duck Key) Bridge Replacement: • Notice to proceed was issued for September 25, 2023 with a Substantial Completion date of March 28, 2025. • Phase I temporary critical wall for roadway widening is complete. • Sheet pile wall calculations and submittals have been approved by EOR. • Calculations and submittals to the FOR are ongoing. Seaview Drive (Duck Key) Bridge Replacement: • Sheet pile installation is complete on the West end of the North side of bridge. • East end bent on North side of bridge has been constructed and is complete. Card Sound Bridge Navigational Lighting Replacement Project: • Notice to proceed was issued for September 20, 2023 with a substantial completion date of January 18, 2024. • Navigation light installations on bridge deck railing is complete. • Bridge fender lights, clearance gauge light and clearance gauge installations are nearly complete pending minor repairs to bridge fender pile. Sands-Big Pine Key SLR Roadway Pilot Project: • Unable to proceed with project until sufficient funding is secured. • Staff submitted a grant application to the FDEP Resilient Florida Grant program on 8-30- 2023 for $11,732,000 to partially fund construction of the project. Twin Lakes-Key Largo SLR Roadway Pilot Project: • FDEM and FDEP approved construction documents and RFQ for CEI servicesfor advertising.12.8.23. 3 3450 • RFQ for Construction Engineering and Inspection Services advertised and opening 1.30.24. • Construction bid advertised and opening 3.5.24. GIS Based Roadway Asset Management and Work Order System: • Engineering and IT staff attended virtual demonstration with Novotx personnel to review performance of Elements XS software with respect to several tasks on December 18, 2023. • IT staff is evaluating pricing proposal prior to final recommendation for contracting. Roadway Vulnerability Study and Capital Plan: • Staff conducted Stillwright Point Sea Level Rise adaptation alternatives workshop in Key Largo on December 12th. • Staff is working with HDR Engineering to develop a task order for engineering design and permitting services for Stillwright Point resurfacing 1 to 6 inches for January agenda. Key Largo III—Burton Drive: • RFQ for Construction Engineering and Inspection Services advertised and opening 1.25.24. • Staff finalizing construction bid for advertisement early January. • FDOT additional ARPA/SLOP grant in the amount of $731,707.00 approved at December BOCC meeting. Boca Chica Road Hurricane Irma Repairs Project: • All sheet piling, deadman anchors, and concrete cap have been installed. • Project is on hold due to active sea turtle nests on jobsite per Florida Fish and Wildlife Conservation Commission. • Initial meeting with NASKW to review the effect of their application for abandonment was held on 17 October. • Discussion was held on November BOCC meeting. Discussion is ongoing. Card Sound Road Mill/resurface/restriping:. • Milling and paving operations were completed October 20th 2023. • The installation of permanent signs and shoulder gravel was completed December 2023. • Installation of ground in rumble strip has been rescheduled for early January. Card Sound Bridge Project Development& Environment Project: • FDOT staff provided notification that the Advance Notification Package for the ETDM screening (used to determine the NEPA class of action)was available for review and comment on December 13, 2023. • FDOT staff is working to prepare a Local Funding Agreement for BOCC approval; the agreement will document the local match that will be required in addition to the $1,863,000 federal appropriation to fund the PD&E phase of the Card Sound Bridge Replacement. 4 3451 Duval,Whitehead, and Front Street Roadway Improvement ILA w/City of Key West: • Invoice has been submitted to the clerk, in addition to reimbursement request from FKAA for their cost portion according to the ILA. • Awaiting invoice 2 for project closeout. Toms Harbor Bridge Repairs: • Engineering design and permitting is at 90%. • Staff received confirmation from FDOT that SCOP funds have been awarded for the construction phase of the project. Funds will be programmed in the FDOT FY 25 and construction is expected to begin in Fall 2024. Crane Boulevard, Sugarloaf Shared Use Path: • Staff negotiating with design engineering and permitting consultant, anticipate design contract for BOCC approval 2.21.24. • FDOT LAP agreement fully executed 10.24.23. Stillwright Point Road Elevation and Drainage Engineering Design and Permitting: • Consultant geo technical, ecological and survey in progress. Work product pending. • Amendment One to FDEP - Resilient Florida Infrastructure Grant Agreement 22SRP56 for construction and construction engineering services fully executed by both parties 10.25.23. First Street(Key West) Drainage Study • Staff utilized information from the modelling and cost estimate to complete an application for grant funds from the Hurricane Ian HMGP program and Hurricane Nicole HMGP for engineering design and construction of the pump station. • Consultant submitted draft report on October 101h; staff reviewed and project finalized and closed out. • Key Deer Boulevard North of Watson Boulevard Road Repair Project Request for Qualifications for engineering design and permitting services was advertised for responses in December, 2023. Conch Key Roadway and Drainage Adaptation Project • Staff provided signed match form to FDEP on October 31" and updated certificate of insurance on November 81h. County staff followed up with FDEP personnel with request for grant agreement on December 21 s; FDEP staff had previously indicated the agreement would be forwarded in November for BOCC approval. Used: dump trucks to haul 5 tons of sand, loader to spread the sand over the diesel fuel and then again to remove the sand, clam truck and dump trucks and loader to assist Arnolds towing with wreckage removal. Then using hand tools, the crew manually raked, shoveled, and swept with brooms the remaining sand from the roadway. • Shoulder work on Front Street, used: 15 tons of millings and 15 tons of fill. • Pumped storm water from Avenues, C, D and F and Prado Circle on Big Coppitt Key. • Assisted Parks & Beaches, to remove the sand blown on to the road during the storm and replace it back onto Higgs Beach. • Assisted Parks & Beaches at Veteran's Park to relevel the sand across the beach after the storm wash it up into a pile. • Coordinated with Upper Keys Roads Department, Lower Keys Facilities and Solid Waste for Storm Clean up between Duck Key and Key Largo. Shoulder work on Bocca Chica Road, 100ft. • Moved Sign Shop and Signs Inventory from Simonton Street to Rockland Property. • Trimmed Coconut Trees on Sugarloaf Boulevard. PROJECT MANAGEMENT Hurricane Irma Repairs: Following is a list of the remaining locations damaged by Hurricane Irma. Big Pine Key Community Park: Community Center Flood Panels • The County rejected the submitted panels as they are excessively heavy. The panels are being designed to be lighter and easier to handle. • The county and engineer have provided additional information for the contractor to submit new flood panels. Key Largo Park Concessions Roof Replacement: • Determined that FEMA intended repayment for full roof replacement instead of the repair that was previously completed. • Lindholm Roofing selected and moving forward with permitting. Construction anticipated for as early as late February. Final schedule to be coordinated with Parks & Beaches based on park events. Marathon, Tax Collector Seawall: Army Corp of Engineers have issued their permit. The seawall drawings have now been submitted to the City of Marathon for review. The RFP is expected to be issued in February. MCSO Stock Island Jail and Admin Flood Panels: • Project has been completed and is turned over to end-users.. Veteran's Memorial Park: ADA Pavilion & Tiki Huts • Project complete. Bathroom Repairs • Conceptual design provided by FOR and distributed to stakeholders Nov/2023. Pending stakeholder feedback on conceptual design. Hurricane Ian Repairs Following is a list of the remaining locations damaged by Hurricane Ian. 10 3457 Higgs Beach&West Martello: • Preparing Task Order for TY Lin to survey beach above and below MHW for next month's BOCC agenda. • Awarded contract for replacement of Tennis /Pickle-ball Court fencing. NTP issued for January 2, 2024. Completion scheduled for early March. Fence replacement will be coordinated with court re-surfacing being managed by Parks & Beaches. Capital/Grant Funded Studies or Construction Projects: Bay Point Park (Drainage Study)—ARP: • Original recommendation being revised based on County staff input. • Staff applying for roadway abandonment of service road north of the park. Big Pine Community Park Sports Field Improvements —ARP: • Contract with Musco approved. • Parks has indicated the desire for reduced scope, Musco submitted revised quote, change orderin process. Big Pine Employee Housing: • Sea Tech was the lowest bidder. Project temporarily on hold. Bernstein Park Re-Sod/Turf—ARP: • Proceeding with County program to replace the grass with a better species of natural turf, improve irrigation and add some park hardscape. • Task order executed with Bill Horn, Architect for park renovations design. Kickoff meeting being scheduled for early January, 2024. Blue Heron Park Pickleball Improvements —ARP: • 100%plans submitted for review/approval. • Parks requested revisions to the parking lot design. Design has been updated and will be submitted for permitting.. Emergency Operations and Public Safety Center—FDEM, HMGP, FDOT: • Mechanical, Electrical and Plumbing (MEP), largely completed and awaiting final inspections. Plumbing rough-ins, including water, wastewater and sprinklers complete. • Technology components, including electric and low voltage wiring largely complete. KHRC serves as a multi-agency coordination group that focuses on health-related emergency preparedness that strengthens the health system's ability to respond to emergencies and disasters in Monroe County. • Continued the Medicare Ground CMS Data Collection requirement project. MCFR is required to gather our ground ambulance comprehensive data and report it to Medicare.
