1st Amendment 02/09/2024 FIRST AMENDMENT TO FOURTH TASK ORDER
FOR GRANT WRITING&ADMINISTRATION SERVICES BETWEEN MONROE
COUNTY AND WSP USA INC. FOR FLORIDA KEYS MARATHON AIRPORT NON-
AERONAUTICAL USE BUILDING
In accordance with the Agreement for Grant Writing and Administration Services, made and
entered into on February 15, 2023, between MONROE COUNTY, ("County") and WSP USA
Inc., ("Consultant"), hereinafter referred to as "Consultant," where grant administration services
are allowed, hereinafter referred to as the "Agreement".
All terms and conditions of the Agreement apply to this Task Order, unless this Task Order
amends, adds, or modifies a provision or an Article of the Agreement, which will be specifically
referenced in this Task Order and the amendment, addition, or modification shall be precisely
described. These additions apply only to the project referenced in this Task Order.
This First Amendment to the Task Order is effective on the 9th of February 2024.
WHEREAS, the parties entered into a Task Order on June 21, 2023, for additional personnel to
assist with compliance on grant requirements associated with the Florida Keys Marathon Airport
Non-Aeronautical Use Building (Emergency Operations Center); and
WHEREAS, the Florida Keys Marathon Airport Non-Aeronautical Use Building is paramount to
the safety of the citizens of and visitors to Monroe County, and
WHEREAS, this project is funded by a combination of federal and state funded grants, and
WHEREAS, the County wishes to extend the current Task Order for additional personnel needed
to comply with grant requirements associated with the following grants:
• FDEM Grant DA 19-SP-10-11-54-01-237;
• FDOT Aviation Grant 9 G1009;
• FDEM/FEMA HMPG Phase I-Grant 94337-066-R-FL;
• FDEM/FEMA HMPG Phase II-Grant#4337-066-A;
• SRMC-Grant 94337-066-A (part of FDEM/FEMA HMPG Grant); and
• EMPG-ARPA Competitive Agreement 9G0365.
NOW, THEREFORE, the Task Order shall be amended to include the additional hours needed to
continue this activity and in consideration of the mutual promises and covenants set forth below,
the parties agree as follows:
1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the
Consultant will provide Grant Administration Services.

Services provided shall include:
• Monitoring,tracking, and documenting financial requirement deliverables that must be
met as required by the grants.
• Prepare reports as directed by the County, and participate in the organization,
development, review, and submission of reports to the various funding agencies.
• Run reports to check the status of invoices, run supplier payment reports, view/print
checks that have been issued, and request copies of cancelled checks and EFT
confirmation documents from the Clerk's Office
• At the conclusion of the scope of work,provide assistance to document close-out grant
fiscal requirements to allow for programmatic and financial reconciliation.
2. In accordance with Article VII paragraph 7.1 of the Agreement, the County shall pay the
Consultant a lump sum total of Forty-Four Thousand, Twenty-One and 10/100 dollars
($44,021.10)paid based on monthly hours spent.
3. The total project cost including the original Task Order and this First Amendment shall be
a lump sum total of Eighty-Eight Thousand, Forty-Two and 19/100 Dollars
($88,042.19).
All other Terms and Conditions of the Agreement remain unchanged and in full forces and effect.
IN WITNESS WHEREOF, each parry caused this Task Order to be executed by its duly authorized
representative.
