ITEM BACKGROUND: The U.S. 1 Arterial Travel Time and Delay Study("ATTDS") is performed biennially to monitor the Level of Service ("LOS") on U.S. Highway 1 ("U.S. 1"). The study is conducted for concurrency purposes,pursuant to Monroe County Comprehensive Plan Policy 301.1.2 and Monroe County Land Development Code Sections 114-2 and 114-200. Monroe County's adopted overall and segment LOS on U.S. 1 is LOS "C,"represented by a median speed of 45 miles-per-hour("mph"). On November 8, 2023, the Monroe County BOCC considered the Draft 2023 Arterial Travel Time& Delay Study. The Draft 2023 ATTDS reported an overall LOS D on U.S. 1 with a median speed of 44.7 mph, but indicated that all segments within unincorporated Monroe County currently operate at a LOS C or better. The report noted that Traffic Signal Delays and Construction Delays were significantly longer in 2023 than in 2021, and the Monroe County BOCC's traffic engineering consultant, AECOM, suggested re-collection of data in 2024 on at least some segments, where construction delays were excessive, and/or the Keys COAST project and signal retiming is underway and may improve traffic flow. At discussion-and-direction Item M2 on the published agenda of the BOCC's regular 8 November 2023 public meeting ("Discussion and direction on the 2023 U.S. 1 Arterial Travel Time and Delay Study and the Preparation of the Biennial Assessment of Public Facilities Capacity Report"), the BOCC voted to approve this recommendation for re-collection of data in 2024. AECOM has provided the attached 2498 scope of work for re-collection of data in Segments 13-24. The Florida Department of Transportation ("FDOT") has a traffic signal retiming project planned for February 2024 in these segments. The additional runs will be performed in March 2024, following the FDOT traffic signal retiming project. Once data is updated, the 2023 ATTDS will be updated and presented to the BOCC for review and approval. The cost of the work order, $57,704.85, is funded at 87.5% ($50,491.75)by FDOT through a Joint Participation Agreement("JPA"). The County's share for this work order is $7,213.10. INTRODUCTION The Monroe County Planning Department requested that a Travel Time and Delay Study be conducted in certain segments that experienced delays due to roadway construction and/or traffic signals during the 2023 Travel Time and Delay Study. Some segments with signals will also be included as part of this study due to the upcoming FDOT signal retiming effort that is expected to start in February/March of 2024. Based on these considerations, the travel time runs will be conducted from Marathon (segment 13) to County Line Sign (segment 24). B. SCOPE OF SERVICES Tasks 1 — 4: Travel Time and Delay Studies Using the floating car method, the Consultant will record travel time, speed, and delay data for the segments from 13 to 24. Data will be recorded by date, day of week, time of day and direction. The study will be conducted over 14 days within the four-week period in March 2024. The study will consist of 14 round-trip runs, sampling each day of the week twice. The study will employ the staggered schedule of departure times previously approved by the US 1 Level of Service Task Force Team, so as to record peak hour conditions in as many different locations as possible. Task 5: Study Report The study results will be summarized in a report, including a series of tables and graphs. The travel time and speed data will be used to determine LOS and reserve capacity. In addition, a statistical analysis of the mean, median, standard deviation, and range of speed recorded for each individual segment and for the overall US-1 corridor will be provided. Excess roadway capacities and deficiencies in capacity will be determined and reported in accordance with the latest US 1 Level of Service Task Team Methodology. Deliverables The Consultant shall prepare the draft report for submittal to the County Planning Department for review. Upon receipt of the review comments from the County Planning Department, the Consultant will prepare the final report and submit it to the County Planning Department in Adobe Acrobat (PDF) format. C. Project Management Page 1 of 2 2503 US 1 Arterial Travel Time and Delay Study: 2024 Purpose The purpose of this task to perform all project management related activities that are required as part of this study. Activities Project Management will include the overall management of this study, including project staffing, scheduling work activities, coordinating with Monroe County PM, attendance at project meetings, and QA/QC reviews of project deliverables. Proiect Schedule Project schedule will be developed and submitted to the County Project Manager for review and approval. The monthly progress reports will include updates to the original project schedule. Progress Reports Project progress reports will be prepared and submitted to the county on a monthly basis. The progress report will discuss work accomplished during the preceding month, work projected for the following month, and potential project issues and associated impacts to the project schedule or budget. Deliverables Monthly Progress Reports and Invoices D. Compensation for Services The Consultant shall be paid a lump-sum amount of $57,704.85, invoiced monthly as percent complete, consistent with progress reports. The staff-hour estimates and the corresponding costs are based on the Professional Services Agreement between Monroe County and AECOM executed on April 25, 2023. E. Schedule The fieldwork shall be completed by March 30, 2024. The draft report shall be submitted to the County Planning Department by June 28, 2024. The Final Report shall be submitted within 14 days of receiving review comments from the County Planning Department. Acceptance and approval of this Work Order by both parties by signatories below constitute authorization for the Consultant to proceed.
