an integral part of this Task Order.

PREPARATION OF AIRPORT SPONSOR TITLE VI PLAN AND
COMMUNITY PARTICIPATION PLAN

1.0 PROJECT DESCRIPTION
McFarland-Johnson,Inc.(CONSULTANT)will provide aviation consulting services to the Monroe County
Department of Airports("the CLIENT")for the preparation of an Airport Sponsor Title VI Plan for the Key
West International Airport (EYW or "the Airport"). The Airport is operated by the Monroe County
Department of Airports,which acts as the Airport's SPONSOR. The Airport is located at 3491 S. Roosevelt
Boulevard,Key West,FL 33040.
All entities receiving any amount of Federal financial assistance from the FAA are required to abide by Title
VI of the Civil Rights Act of 1964 (Title VI). Title VI is a section of the Civil Rights Act of 1964 requiring
that`No person in the United States shall,on the grounds of race, color,or national origin,be excluded from
participation in, be denied the benefits of, or be subjected to discrimination under any program or activity
receiving federal financial assistance." These assessment tools allow the Airport to analyze and balance the
number/proportion of Limited English Proficiency (LEP) persons in the service territory, the frequency in
which LEP persons come in contact with the Airport,the importance of the Airport,and resources available
to ensure that reasonable steps are taken to provide meaningful access to the Airport.
The CONSULTANT's services or the project will consist in assisting the CLIENT with the preparation of the
Airport Sponsor Title VI Plan consistent with the requirements of the Federal Aviation Administration
(FAA). For the preparation of the of the Airport Sponsor Title VI Plan the following tasks are required and
are further described in the subsequent sections
1)Four Factor Analysis
2)Language Assistance Plan
3)Public Participation Plan
2.0 BASIC SCOPE OF SERVICES
Following is described the tasks to be performed by the CONSULTANT to assist the CLIENT with the
preparation of the Airport Sponsor Title VI Plan'.
2.1 Four Factor Analysis
A Four-Factor Analysis would be completed to evaluate the specific language services that are appropriate

to provide. The analysis will be individualized to the Airport and will include the following:
• Data analysis of the Census Bureau database to obtain the number of Limited English Proficiency
(LEP)persons in the service areas. This include data and a listing of the counts and percentages of
LEP individuals in the service areas.
• Analyze the frequency with which LEP persons come into contact with the program based on
Census Bureau database. Additionally, and if available, the CONSULTANT will review airport
passenger statistics collected and to be provided by the CLIENT, such as where they come from,
frequency and types of languages of LEP persons. In the event that passenger statistics data is not
available from the CLIENT, the CONSULTANT will use the for "Community Statistics" the
current Census', EPA Environmental Justice',and LEP',databases that publicly available
• Analyze the nature of the airport travel services provided to passengers. The CLIENT will provide
a summary and description of the flight services.
• Gather information and review the resources available from the SPONSO to the recipient for LEP
outreach and assist the CLIENT in identifying long-term sources for providing language assistance
if needed.
2.2 Language Assistance Plan
Once the Four Factor Analysis is completed, the CONSULTANT will use the results to describe which
existing language assistance services are appropriate for the Language Assistance Plan (LAP). The LAP
will include the following:
• The results of the Four Factor Analysis and a description of the LEP population.
• A description of how the CLIENT provides language assistance services by language.
• A description of how the CLIENT provides notice to LEP persons about the availability of language
assistance services.
• A description of how the CLIENT monitors, evaluates and updates the LAP.
• A description of how the CLIENT trains employees for language assistance to LEP. populations.
2.3 Community Participation Plan (CPP)
The CONSULTANT will assist the CLIENT in updating or preparing the CPP for their Airport Sponsor
Title VI Program. The CPP will be prepared using available FAA's template "Sample Airport Sponsor
Community Participation Plan". The CPP will include considerations of Title VI,the Executive Order on
LEP, and the DOT LEP Guidance. and involvement activities undertaken by the CLIENT within the last

three (3)years.
• The CONSULTANT will review the Department of Transportation Order 5610.2(a), Department
of Transportation Actions to address Environmental Justice in Minority Populations and Low-
Income Populations and assist the CLIENT in identifying (if needed) additional strategies for
engaging minority and low-income populations.
• The CONSULTANT will also review the requirements of 49 U.S.C. Sections 530 (c) (1)(1) and
FAA joint planning regulations (23 CFR Part 450)to review compliance with public notices.
3.0 DELIVERABLES
An Airport Sponsor Title VI Plan and CPP will be delivered to the CLIENT using available templates as
described in Section 2.0 (Basic Scope of Services). The Airport Sponsor Title VI Plan and CPP will be
provided to the CLIENT(in an electronic format) for review, signature and submission to the FAA.
4.0 GENERAL ASSUMPTIONS
The following assumptions are based on the CONSULTANT's understanding of the basic scope of services.
Services above and beyond the assumptions may result in additional fees.
1. CONSULTANT cannot warrant that documents, records, or reports prepared by others not under
the direction of the CONSULTANT are accurate or up to date.
2. One round of comments and updates will be received and incorporated.
3. Relevant passenger data will be provided by the CLIENT to help with the analysis.
4. The CLIENT will upload the Title VI Plans and associated documents to the FAA portal.
5. This proposal is based on the information available at this time. The fees may have to be revised if
the Project/Scope definition changes from the description presented in this document. Any change
and/or technical support, other than those presented in this proposal, may result in an increase of
the cost included herein. Any work, studies, additional support and/or expenses that are not
described in this proposal would not be performed without an agreement between the CLIENT and
CONSULTANT and authorized via Change Order by the CLIENT.
6. Comments from the FAA or any cooperating agencies that could require major modifications to
the scope of services and resulting in unanticipated additional effort, would be considered as
additional technical support, and is not covered in this proposal.
7. The CLIENT will be responsible for a prompt review of any document submitted by the
CONSULTANT in relation to this proposal. Our schedule will be subject to the Notice-To-Proceed
(NTP) and date that CLIENT completes any required review.
8. Preparation of graphics and posters (e.g.,Airport,Nondiscrimination Compliance Posters,
Unlawful Discrimination Poster, etc.) are not included in scope of services.

5.0 COMPENSATION FOR SCOPE OF WORK
The CLIENT shall reimburse CONSULTANT for Basic Services in the following manner:
• A lump sum fee of$26,000.00,inclusive of direct project expenses.
The CONSULTANT expects to start services promptly after receipt of CLIENT's acceptance of this proposal
and receipt of a copy of a resolution or Notice-To-Proceed "). The CONSULTANT will bill CLIENT
monthly, and invoices shall be paid in full by the CLIENT. Timing of invoices' payment shall not exceed 30
days from the day the invoice is submitted to the CLIENT, so that the orderly and continuous progress of the
retained services can continue.
