Approval of Contract with Woolpert, Inc. for Enterprise GIS Plan and Services to create and implement a
geodatabase design and a detailed address geodatabase with updates.
ITEM BACKGROUND:
State Contract No. 973-561-06-1 exists for the purposes of providing Information Technical Consulting
Services. Monroe County is an authorized participant in the use of State Contract No. 973-561-06-01. The
Department of Marine Resources and GIS Services solicited a minimum of three quotes for a Request for Bids
from a prescribed list of potential contractors as required under the tenus of the State Contract. The Department
received one acceptable response to its request for quotes from the firm of Woolpert, Inc. The RFB solicited
services to develop and implement an enterprise GIS design, an address GIS layer design and test area, and an
ArcIMS web portal for GIS data. Interest in two other projects were solicited and removed from the scope after
project negotiation.. The Woolpert response provided a quote of $99,861.00. Funds are available in the FY
2006-07 budget for GIS services.

TillS CONTRACT is entered into by MONROE COUNTy, a political subdivision of the State of
Florida, whose address is the Marathon Government Center, 2798 Overseas Highway, Marathon, Florida
33050, hereafter the COUNTY, and Woolpert, Inc., hereafter CONTRi\CTOR.
WHEREAS, State Contract No. 973~561~06-1 exists for the purposes of providing Information
Technical Consulting Services; and
WHEREAS, Monroe County is an authorized participant in the use of State Contract No. 973~
56 I -06-0 I; and
WHEREAS, Monroe County has solicited a minimum of three quotes as required under the
terms of the State Contract and has received one acceptable response to its request for quotes, now
therefore,
IN CONSIDERDATION of the mutual promises and covenants contained herein, it is agreed as
follows:
1. SCOPE OF WORK. The CONTRACTOR and the COUNTY agree as follows:
To complete services and provide deliverables as set out in - Detailed Scope of Services
attached hereto and made a part hereof as Exhibit I.
2, TERM OF CONTRACT. This Agreement shall commence on the date of execution by all parties,
and ends on December 31,2007, unless terminated earlier under paragraph 18 of this Agreement.
3. PAYMENTS TO CONTRACTOR
A. COUNTY'S performance and obligation to pay under this agreement, is contingent upon
annual appropriation by the Board of COUNTY Commissioners.
B. COUNTY shall pay in accordance with the Florida Local Government Prompt Payment Act;
payment will be made after delivery and inspection by COUNTY and upon submission of invoice by
CONTRACTOR.
C. This Agreement falls under the "piggy back" provisions of Monroe COUNTY Purchasing
Policy.
D. CONTRACTOR shall submit to COUNTY an invoice '-'"'ith supporting documentation
acceptable to the Clerk. Invoiced amounts shall comply with the amounts quoted in State Contract#973-
561-06-1. In consideration of the services described above, the CONTRACTOR agrees to provide
quarterly reports of all of its activities in each Task area outlined in Exhibit 1 - Detailed Scope of
Services.
E. Total Compensation to the CONTRACTOR under this Agreement shall not exceed NINETY
NINE THOUSAND, EIGHT HUNDRED SIXTY-ONE an~ NO/lOO CENTS ($99,861,00).
F. Exhibit 2, Schedule of Payments lists the two tasks to be completed under the contract and
120 hours of additional remote GIS support. Both task numbers indicate the total portion of compensation

contract and will invoice COUNTY for the portion of the task which has been completed and for the
remote GIS support used in the completion of the portion of the task. The invoice shall provide backup
determine when the total amount for each task has been reached.

4. CONTRACT TERMINATION. Either party may terminate this Contract because of the failure of
the other party to perform its obligations under the Contract. If the COUNTY terminates this Contract
because of the CONTRACTOR's failure to perform, then the COUNTY must pay the CONTRACTOR
the amount due for all work satisfactorily completed as determined by the COUNTY up to the date of the
CONTRACTOR's failure to perform but minus any damages the COUNTY suffered as a result of the
C01\TTRACTOR's failure to perform. The damage amount must be reduced by the amount saved by the
COUNTY as a result of the Contract termination. If the amount owed the CONTRACTOR by the
COlJNTY is not enough to compensate the COUNTy, then the CONTRACTOR is liable for any
additional amount necessary to adequately compensate the COUNTy up to the amount of the Contract
pnce.
5. RECORDS. CONTRACTOR shall maintain all books. records, and documents directly pertinent to
performance under this Agreement in accordance with generally accepted accounting principles
consistently applied. Each party to this Agreement or their authorized representatives shall have
reasonable and timely access to such records of each other party to this Agreement for public records
purposes during the term of the Agreement and for four years following the termination of this
Agreement. If an auditor employed by the COUNTY or Clerk detennines that monies paid to
CONTRACTOR pursuant to this Agreement were spent for purposes not authorized by this Agreement,
the CONTRACTOR shall repay the monies together with interest calculated pursuant to Sec. 55.03, FS,
running from the date the monies were paid to CONTRACTOR.
6. CONVICTED VENDOR. A person or affiliate who has been placed on the convicted vendor list
following a conviction for public entity crime may not submit a bid on a contract to provide any goods or
services to a public entity, may not submit a bid on a contract with a public entity for the construction or
repair of a public building or public work, may not perform work as a contractor, supplier, subcontractor,
or CONTRACTOR under contract with any public entity, and may not transact business with any public
entity in excess of the threshold amount provided in Section 287.017 of the Florida Statutes, for the
Category two for a period of36 months from the date of being placed on the convicted vendor list.
7. INSURANCE. Prior to execution of this agreement, the CONfRACTOR shall furnish the COUNTY
Certificates of Insurance indicating the following coverages or in excess thereof:
· Workers Compensation in the amount of statutory limits as specified in Florida Statutes 440.
· Employers Liability with:
$500,000 Bodily Injury by Accident;
$500,000 Bodily Injury by Disease, policy limits; and
$500,000 Bodily Injury by Disease, each employee.
· General Liability (Premises operations, blanket contractual, expanded definition of property
damage, products & completed operations, personal injury) with:
$250,000 per Person;
$500,000 per occurrence; and
$50,000 property damage or $500,000 Combined Single Limit.
· Vehicle Liability with:
$100,000 per Person;
$300,000 per occurrence; and

9, GOVERNING LAW. VENUE. INTERPRETATION. COSTS. AND FEES. This Agreement shall
be governed by and construed in accordance with the laws ofthe State of Florida applicable to contracts
made and to be performed entirely in the State.
10. VENUE IN MONROE COUNTY, In the event that any cause of action or administrative
proceeding is instituted for the enforcement or interpretation of this Agreement, the COUNTY and
CONTRACTOR agree that venue will lie in the appropriate court or before the appropriate administrative
body in Monroe COUNTY, Florida.
11, CONFLICTING INTERPRETATIONS, The COUNfY and CONTRACTOR agree that, in the
event of conflicting interpretations of the terms or a term of this Agreement by or between any of them
the issue shall be submitted to mediation prior to the institution of any other administrative or legal
proceeding.
12. SEVERABILITY. If any term, covenant, condition or provision ofthis Agreement shall be declared
invalid or Wlenforceable to any extent by a court of competent jurisdiction, the remaining terms,
covenants, conditions and provisions of this Agreement, shall not be affected thereby; and each remaining
term, covenant, condition and provision of this Agreement shall be valid and enforceable. The COUNTY
and CONTRACTOR agree to reform the Agreement to replace any stricken provision with a valid
provision that comes as close as possible to the intent of the stricken provision.
13, ATTORNEY;S FEES AND COSTS. The COUNTY and CONTRACTOR agree that in the event
any cause of action or administrative proceeding is initiated or defended by any party relative to the
enforcement or interpretation of this Agreement, the prevailing party shall be entitled to reasonable
attorney's fees, and court costs, as an award against the non~prevailing party, and shall include attorney's
fees, and courts costs in appellate proceedings. Mediation proceedings initiated and conducted pursuant
to this Agreement shall be in accordance with the Florida Rules of Civil Procedure and usual and
customary procedures required by the circuit court of Monroe COUNTY.
14. BINDING EFFECT. The terms, covenants, conditions, and provisions of this Agreement shall bind
and inure to the benefit of the COUNTY and CONTRACTOR and their respective legal representatives,
successors, and assigns.
15, AUTHORITY. Each party represents and warrants to the other that the execution, delivery and
performance of this Agreement have been duly authorized by all necessary COUNTY and corporate
action, as required by law.

17, ADJUDICATION OF DISPUTES OR DISAGREEMENTS, The COUNTY and CONTRACTOR
agree that aU disputes and disagreements shall be attempted to be resolved by meet and confer sessions
between representatives of each of the parties. If no resolution can be agreed upon within 30 days after
the fIrst meet and confer session, the issue or issues shall be discussed at a public meeting of the Board of
COUNTY Commissioners. If the issue or issues are still not resolved to the satisfaction of the parties,
then any party shall have the right to seek such relief or remedy as may be provided by this Agreement or
by Florida law.
18, COOPERATION. In the event any administrative or legal proceeding is instituted against either
party relating to the formation, execution, performance, or breach of this Agreement, COUNTY and
CONTRACTOR agree to participate, to the extent required by the other party, in aU proceedings,
hearings, processes, meetings, and other activities related to the substance of this Agreement or provision
of the services under this Agreement. COUNTY and CONTRACTOR specifIcally agree that no party to
this Agreement shan be required to enter into any arbitration proceedings related to this Agreement.
19. NONDISCRIMINATION. COUNTY and CONTRACTOR agree that there will be no
discrimination against any person, and it is expressly understood that upon a detennination by a court of
competent jurisdiction that discrimination has occurred, this Agreement automatically tenninates without
any further action on the part of any party, effective the date of the court order. COUNTY or
CONTRACTOR agree to comply with all Federal and Florida statutes, and all local ordinances, as
applicable, relating to nondiscrimination. These include but are not limited to: 1) Title VI of the Civil
Rights Act of 1964 (PL 88-352) which prohibits discrimination on the basis of race, color or national
origin; 2) Title IX of the Education Amendment of 1972, as amended (20 USC ss. 1681-1683, and 1685-
1686), which prohibits discrimination on the basis of sex; 3) Section 504 of the Rehabilitation Act of
1973, as amended (20 use s. 794), which prohibits discrimination on the basis of handicaps; 4) The Age
Discrimination Act of 1975, as amended (42 USC ss. 6101-(107) which prohibits discrimination on the
basis of age; 5) The Drug Abuse Office and Treatment Act of 1972 (PL 92-255), as amended, relating to
nondiscrimination on the basis of drug abuse; 6) The Comprehensive Alcohol Abuse and Alcoholism
Prevention, Treatment and Rehabilitation Act of 1970 (PL 91~616), as amended, relating to
nondiscrimination on the basis of alcohol abuse or alcoholism; 7) The Public Health Service Act of 1912,
S5. 523 and 527 (42 use ss. 690dd-3 and 290ee-3), as amended, relating to confidentiality of alcohol and
drug abuse patent records; 8) Title VIII ofthe Civil Rights Act of 1968 (42 USC s. et seq.), as amended,
relating to nondiscrimination in the sale, rental or financing of housing; 9) The Americans with
Disabilities Act of 1990 (42 use s. 1201 Note), as maybe amended from time to time, relating to
nondiscrimination on the basis of disability; 10). Any other nondiscrimination provisions in any Federal
or state statutes which may apply to the parties to, or to the subject matter of, this Agreement.
20. COVENA.1'.JT OF NO INTEREST. COUNTY and CONTRACTOR covenant that neither presently
has any interest, and shall not acquire any interest, which would conflict in any manner or degree with its
performance under this Agreement, and that only interest of each is to perform and receive benefits as
recited in this Agreement.
21. CODE OF ETmCS. COUNTY agrees that officers and employees of the COUNTY recognize and
will be required to comply with the standards of conduct for public officers and employees as delineated
in Section 112.313, Florida Statutes, regarding, but not limited to, solicitation or acceptance of gifts;

dOing business with one's agency; unauthorized compensation; misuse of public position, conflicting
employment or contractual relati....nship; and disclosure or use of certain information.
MENT. The COUNTY and CONTRACTOR warrant that, in respect to
itself, it has neith~ . retained any company or person, other than a bona fide employee
working solely for i . secure this Agreement and that it has not paid or agreed to pay any
person, company, COli ldividual, or fifIl'4 other than a bona fide employee working solely for it,
any fee, commission, pt.. ~, gift, or other consideration contingent upon or resulting from the award
or making of this AgreemelH. ror the breach or violation of the provision, the CONTRACTOR agrees
that the COUNTY shall have the right to terminate this Agreement without liability and, at its discretion,
to offset from monies owed, or otherwise recover, the full amount of such fee, commission, percentage,
gift, or consideration.
23, PUBLIC ACCESS, The COUNTY and CONfRACTOR shall allow and permit reasonable access
to, and inspection of, all documents, papers, letters or other materials in its possession or under its control
subject to the provisions of Chapter 119, Florida Statutes, and made or received by the COUNTY and
CONTRACTOR in conjunction with this Agreement; and the COUNTY shall have the right to
unilaterally cancel this Agreement upon violation of this provision by CONTRACTOR.
24, NON~WAIVER OF IMMUNITY. Notwithstanding he provisions of Sec. 286.28, Florida Statutes,
the participation of the COUNTY and the CONTRACTOR in this Agreement and the acquisition of any
commercial liability insurance coverage, self~insurance coverage, or local government liability insurance
pool coverage shall not be deemed a waiver of immunity to the extent of liability coverage, nor shall any
contract entered into by the COUNTY be required to contain any provision for waiver.
25, PRIVILEGES AND IMMUNITIES. All of the privileges and immunities from liability,
exemptions from laws, ordinances, and rules and pensions and relief, disability, workers' compensation,
and other benefits which apply to the activity of officers, agents, or employees of any public agents or
employees of the COUNTY, when performing their respective functions under this Agreement within the
territorial limits of the COUNTY shall apply to the same degree and extent to the performance of such
functions and duties of such officers, agents, volunteers, or employees outside the territorial limits of the
COUNTY.
26. LEGAL OBLIGATIONS AND RESPONSIBILITIES. Non-Delegation of Constitutional or
Statutory Duties. This Agreement is not intended to, nor shall it be construed as, relieving any
participating entity from any obligation or responsibility imposed upon the entity by law except to the
extent of actual and timely performance thereofby any participating entity, in which case the performance
may be offered in satisfaction of the obligation or responsibility. Further, this Agreement is not intended
to, nor shall it be construed as, authorizing the delegation of the constitutional or statutory duties of the
COUNTY, except to the extent permitted by the Florida constitution, state statute, and case law.
27, NON~RELIANCE BY NON-PARTIES. No person or entity shall be entitled to rely upon the
terms, or any of them, of this Agreement to enforce or attempt to enforce any third-party claim or
entitlement to or benefit of any service or program contemplated hereunder, and the COUNTY and the
CONTRACTOR agree that neither the COUNTY nor the CONTRACTOR or any agent, officer, or
employee of either shall have the authority to inform, counsel, or otherwise indicate that any particular
individual or group of individuals, entity or entities, have entitlements or benefits under this Agreement
separate and apart, inferior to, or superior to the community in general or for the purposes contemplated
in this Agreement.

28. ATTESTATIONS. CONTRACTOR agrees to execute such documents as the COUNTY may
reasonably require, including a Public Entity Crime Statement, an Ethics Statement, and a Drug.Free
Workplace Statement.
29, NO PERSONAL LIABILITY. No covenant or agreement contained herein shall be deemed to be a
covenant or agreement of any member, officer, agent or employee of Monroe County in his or her
individual capacity, and no member, officer, agent or employee of Monroe County shall be liable
personalty on this Agreement or be subject to any personal liability or accountability by reason of the
execution of this Agreement
30, EXECUTION IN COUNTERPARTS. This Agreement may be executed in any number of
counterparts, each of which shan be regarded as an original, all of which taken together shalt constitute
one and the same instrument and any of the parties hereto may execute this Agreement by singing any
such counterpart
31. SECTION HEADINGS. Section headings have been inserted in this Agreement as a matter of
convenience of reference only, and it is agreed that such section headings are not a part of this Agreement
and will not be used in the interpretation of any provision of this Agreement.
32, INDEMNIFY/HOLD HARMLESS. The CON1RACTOR agrees to indemnify and save COUNTY
harmless from and against all claims and actions and expenses incidental thereto, arising out of damages
or claims for damages resulting from the negligence of the CONTRACTOR, its agents, or employees
while the CONTRACTOR is engaged in the tasks under this contract or these Information Technology
Consulting Services (GIS services). However, the CONTRACTOR shall not be liable for any claims,
actions or expenses which arise from the negligent or intentional acts or omissions of the COUNTY, its
agents or employees. The extent ofliability is in no way limited to, reduced, or lessened by the insurance
requirements contained elsewhere within this agreement.
IN WITNESS WHEREOF each party hereto has caused this Agreement to be executed by its duly

Detailed Scope of Services
General Description of Proiect and Proiect Area
The CONTRACTOR will provide assistance to Monroe COUNfY, Florida, GIS Services through Florida
Department of Management Services Contract No. 973-561-06-1, in Project Area 2.
Projects will not necessarily be carried out in the order described herein, depending on changing
priorities, The area scope of the project is Monroe County, Florida - the Florida Keys only,
SCOPE OF SERVICES:
Phase 1
Task 1.1. - Enterprise Geodatabase Design
Woolpert understands that much of the information for this task has already been collected and/or can be
clarified and documented by the senior GIS analysts of the Planning Department. During the project
kickoff meeting, the Woolpert Project Manager will collect this information to develop a further
understanding of the Counties existing environment.
Task 1.1.1 Enterprise GIS Design Interviews
Based on the information provided by the COUNIY, two Woolpert personnel will conduct up to four (4)
days of interviews and design meetings with Monroe COUNTY participants from different departments
(can we identify specific departments) that own, process, and maintain data used by the COUNTY, The
participants for these meetings will be determined by the COUNTY project manager and the Woolpert
project manager. In the event some of the information needed for this process is not known by the GIS
personnel of the Planning Department, then W oolpert will assist the department gather and document this
information. Among the information needed are:
· GIS data layers (hard and soft copy) owned and maintained by the COUNTY
· GIS data layers currently used by the COUNTY and provided by organizations outside the
COUNTY,
· Spatial data layers needed by the COUNTY that are not currently in GIS format and samples of
these datasets if available, such as, CAD electronic files, Atlases, Shop drawings, maps, etc.
· Expressed needs for electronic mapping from different departments.
· Expressed needs for spatial analysis and access of information through a map interface,
· Possibilities of process enhancements based on expressed needs and/or needs identified by the
planning personneL
· General understanding of the department organizational structure and high level business
processes.
· Addressing Requirements.
Task 1,1.2 Initial Geodatabase Basis for Design
Woolpert wi1J apply our understanding of the COUNTY's conditions and expectations when we evaluate
the data collected and begin the design of a Geodatabase. The design is based on all data sources,

including both hard-copy maps and maintained digital files along with information gathered during the
interviews.
Woolpert will take the following steps to develop a complete understanding before we review the design:
· Analyze the existing information management and usage procedures
. Review and analyze existing GIS systems
· Review your base maps and make recommendations for orthophotography updates
· Review and analyze existing records, digital data, and business processes
. Identify the current issues that require information updates and additions
· Determine the wants and needs for an enterprise-wide system, based on current issues and existing
conditions
· Review various Computer Management Systems applications and provide recommendations
Task 1.1.3 Further Geodatabase Design Criteria
Following these meetings and analysis, we will design an enterprise SDE geodatabase and develop a
detailed migration plan to populate that database with a complete and accurate datasel. Once this process
is finalized it will provide the COUNTY with an extensive and consistent base of information to fuHy
realize the potentia] of integrating the Enterprise GIS to the COUNTY every day business process.
Woolpert will perform a complete evaluation between the existing data elements and current GIS
datasets. The comparison will reveal those areas where this datasets can be improved or simplified.
Woolpert will also identify relationships between GIS datasets and non GIS datasets that can take
advantage of the new Geodatabase design. At a minimum Woolpert will define the following:
· Geodatabase design for each existing GIS dataset to include field names review, field type
review, relationships, rules, settings.
· Grouping of feature classes under appropriate feature datasets.
· Metadata review and set up for new Geodatabase.
· Determination of the Spatial Reference.
Task 1.1.4 Final Geodatabase Design
Using Microsoft Visio 2002, we will design your Geodatabase model UML diagram. This UML diagram
and Geodatabase model will address the issues raised in the meetings and during our evaluation of the
existing data and GIS system.
Once the initial draft of the Geodatabase is complete, Woolpert will conduct a vision session that will
bring together the departments to comment on the existing design. During this session Woolpert will
conduct a tutorial on the layout of a geodatabase design and then go step by step through this design.
Large scale paper designs will be provided for COUNTY staff to mark up during this session. The result
of this meeting will be a finalized Geodatabase design.

Phase 2
Task 1.2
Once the COUNTY has completed the pilot study and the geodatabase design, the new geodatabase will
be loaded into the COUNTY's servers and the pilot data loaded into the COUNTY's SDE.
Task 1.2,1 Install and Set Up SDE Software
W ootpert will guide the Monroe COUNTY GIS manager throughout the process of loading and setting up
the SDE. The Woolpert specialist win load pilot imagery (Big Pine Key) and build associated pyramids,
training the manager to build pyramids during the process.
Task 1.2.2 Load Address/Centerline Data Layers
The list of data layers to be loaded will be obtained directly from acceptance of the agreed upon
geodatabase design based on the data provided following the interviews as part of the requirements of the
preceding phases. All of the layers provided by the COUNTY will be loaded "as-is" using Arc Catalog's
import tools from source files.
Task 1.2.3 Implement / Import the Geodatabase Schema
ArcCatalog tools will be used to import the geodatabase schema. The result of this step will be the
creation of empty feature classes, object classes, subtypes and domains to support the dynamic
Address/Centerline data provided by Monroe COUNTY.
Task 1.2.4 Data cleanup to prepare for Data Loader
Throughout the GDB design process, certain data consistency and datatype transformation issues will
inevitably be discovered with the source data to be loaded into the new GDB feature classes. This task is
to provide reasonable bulk cleanup operations on columns that conform to domains or subtypes. SQL
Scripts, AreInfo AML's or VB programs may be used during this transition. Feature by Feature data
cleanup is NOT anticipated and is not included in this scope of work.
Task 1.2.5 On-Site Data Loader used for Address/Centerline Layer
An on-site trip will be required for a W oolpert analyst to run the cleanup procedures against your
production data one last time prior to the load operation. The analyst will also be in charge of performing
the data load operation for the layers identified at design acceptance.
Task 1.2,6 Implement Topology Rules
After the data is loaded, ArearS topology will be established for the layers identified during the on-site
interviews. A W oolpert analyst will guide Monroe COUNTY staff members through the process of
building topologies and establishing topology rules where necessary. Specific in-depth training of
topology is not provided as a part of this scope. It will be the responsibility of individual Monroe
COUNTY staff to attend proper ESRl training or use ESRl tutorials prior to this task so that knowledge
may be efficiently transferred from Woolpert analysts to Monroe COUNTY stakeholders.

Task 1.2.7 SDE Tuning
After layers are loaded statistics will be updated for each layer. 4 hours of time will be spent educating a
Monroe COUNTY GIS Administrator the basic rules of Grid size tuning within ArcSDK It is largely a
science of trial and error. The knowledge transferred of how to perform this tuning will be far more
valuable to the client than the results of an optimally tuned layer.
Deliverables Tasks 1.2.1 - 1.2.7: Address Geodatabase with implemented schema loaded to COUNTY
SDE, testing, tuning and training on SDE.
Phase 3
Task 1.3,1 Develop Recommendations
Based on the existing conditions, needs, and objectives identified previously, Woolpert will develop a
series of recommendations that are both realistic and practical that will allow the COUNTY to attain its
vision of a countywide addressing information management program. The recommendations will cover
the following topics:
. Assets/Data that should be included in this program
. Data to be considered for collecting/updating
· Approach to collecting/managing data
· Integration with existing systems that will remain
. Data maintenance software requirements
· COUNTY staffing resource requirements
. Implementation schedule
. Budgetary Estimates
The result of this task will be a series of recommendations that, when implemented, will create the
enterprise information management vision defined for the COUNTY. Implementing all recommendations
immediately is rarely possible given sequencing, funding, and internal resource issues. Working with the
series of recommendations, their estimated costs, and levels of effort required, W oolpert will work with
the COUNTY to sequence the necessary tasks into a phased approach.
All recommendations and their associated costs and levels of effort will be input into a Microsoft Project
file. Schedules and sequencing can be manipulated to determine the best distribution of both budget and
time requirements across the implementation period.
Deliverable: Recommendations Documentation
Task 1.3,2 Conduct Recommendation Review Workshop
With the recommendations developed, Woolpert will conduct a one-day workshop with the COUNTY to
review them. It is important that all involved departments participate in this workshop. The goal of this
task is to work hands-on with the draft plan, taking into consideration the reality of COUNTY priorities
and constraints to reach a consensus on priorities and sequencing. This effort will give the COUNTY
project team an opportunity to provide input and to identifY issues and constraints related to
implementation.
As the COUNTY may have some internal resources to perform tasks defined in this implementation plan,
Woolpert will provide budgetary figures only for recommendations that will need to be outsourced. For
those initiatives that can be completed in-house by the COUNTY, resource efforts will be included rather
than costs.

W oolpert will document the series of recommendations and the subsequent implementation strategy as
the final chapter of the resulting recommendation report. The COUNTY project team will have the
opportunity to review and comment on a draft of this chapter before a final version is produced.
Deliverable: Recommendation Review Workshop
Task 1.3.3 Finalize Report
Based on the discussions and COUNTY feedback from the recommendation review workshop based on
participating departments, Woolpert will revise the report and redeliver to the COUNTY. The resulting
report will include:
. Existing data.re1ated conditions
. Needs analysis, including data management functionality requirements
. Data management solution evaluation
. Governance
. Recommendations
. Implementation strategy
Deliverable: Updated report for project to date with final recommendations
Task 1.3.4 Develop Presentation
Once the recommendation report has been fmalized, Woolpert will develop a presentation, in PowerPoint
format, summarizing the data collected during this effort, the analyses performed, and recommendations
made concerning integrating existing systems or implementing new ones. This presentation will highlight
the benefits (Return on Investment) an enterprise management system could bring to the users, managers
and citizens of Monroe COUNTY and can be made to COUNTY Commissioners as well, if the Monroe
COUNTY project management team wishes Woolpert to do so.
Deliverable: Presentation of Recommendations to Monroe COUNTY Commissioners
Task 2 - ArcIMS Portal Implementation
To achieve the COUNTY's goal of sharing and integrating datasets across its organization, Woolpert will
create a web-based data viewer application using ESRl ArcIMS latest version. All the functionality that
would be needed for this effort can be deployed in the web through the use of ArclMS, HTML viewer,
Java Scripting and asp.NET.
Woolpert assumes that the COUNTY will provide the ArcLMS software license needed to deploy this
application and the cost of such license is not included on this proposal. Woolpert understands that
Growth Management Department has access to this software package and intends to use existing licenses.
The design of the application involves user interface, layout, and component-level design. Standard

The steps necessary in order to develop the application are:
Task 2.1 Form Design
Define and design the forms to be used for the displaying of spatial data and attributes. Prepare a mockup
application with all the tools but without functionalities, in order to give the client an idea of how the final
application will look, get feedback from the client and make any necessary changes.
Task 2,2 Basic Tools: Coding
Once the final look and feel of the application is defined, proceed to code the basic functionalities:

Develop the capability of display the selected area in a window and give the option of printing the image
with some basic map creation capabilities (North Arrow, Scale, Legend).
Task 2,5 Testing and Debugging
After the application is created, W oolpert will conduct complete testing on the developed application.
.Any necessary update/modification will be conducted.
Task 2.6 Beta Delivery
A beta version of the application will be delivered to the department specialists for testing purposes and
feedback.
