SUBJECT: Resolution for Litter License Fee
On March 15, 2006, the BOCC passed Ordinance #022-2006 that requires litter registration and on
June 21, 2006, the BOCC passed Resolution #240-2006 that assesses fees for litter registrations.
Currently, the veterinarians are selling animal licenses and tags for which they are able to keep $1.00
for each one they sell. This Resolution will give them an incentive to also participate in the litter
licensing process by giving them $5.00 or 10% for every litter license sold at $50.00.
Staff recommends approval of this Resolution.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS, OF MONROE COUNTY, FLORIDA,
ALLOWING VETERINARIANS TO RETAIN $5.00 OR
10% OF THE LITTER LICENSE FEE OF $50.00
WHEREAS, on March 15, 2006, the Board of County Commissioners passed
Ordinance #022-2006; and
WHEREAS, Section 3-13 (5) states "Prior to birth of a litter of dogs, cats, or rabbits, the
owner of the pregnant animal shall register with the animal control supervisor in the area in which
the owner is located, information regarding the litter. The owner shall pay a County litter
registration fee. Owners of animals having unregistered litters will be charged a rwe which wiD be
waived if the owner/caregiver agrees to have the litter and breeding mother altered".
WHEREAS, on June 21, 2006, the Board of County Commissioners passed Resolution #240-
2006; and
WHEREAS, Section 2 (G) states "Litter registration is required before birth. The owner of
a pregnant animal shall be assessed a litter fee of $50 for each litter. H the litter is not registered,
there wiD be $100 fine for the first offense, $250 fine for second offense, $500 fine on third offense. At
the first offense, the rwe of $100 will be waived if owner/caretaker agrees to alter the litter and
breeding mother"; and
WHEREAS, the veterinarians that are currently selling animal licenses and tags are being
given $1.00 for each one they sell; and
WHEREAS, the purpose of this Resolution is to give veterinarians incentive to participate in
the litter licensing process; now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMISSIONERS OF MONROE COUNTY,
FLORIDA, that:
1. Veterinarians who issue litter registration certificates for Monroe County may retain $5 of
the registration cost, remitting the remainder to their nearest animal shelter, for remittance
to the County.
2. This resolution shall become effective on the date stated below.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a
meeting of the Board held on the 21st day of February, 2007.
