ITEM BACKGROUND:
This program was established to provide a means whereby the Monroe County Board of County Commissioners
may publicly acknowledge and monetarily reward the efforts of those County employees who demonstrate an
interest and dedication to a job performance above and beyond job expectations.
PREVIOUS RELEVANT BOCC ACTION:
The Monroe County Board of County Commissioners and the County Administrator determined that there was a
need to recognize outstanding performance of Monroe County employees. Reference(A) and previous actions
established an Employee of the Month/Employee of the Year program. At the August Personnel Policies and
Procedures Committee meeting, it was voted to revise the current award of a monthly award to a quarterly award.
The Employee of the Year award will remain as it is currently provided as part of this Administrative Instruction.
The BOCC approved the changes at the October 19, 2011 meeting.

2.16 EMPLOYEE RECOGNITION
A. EMPLOYEE OF THE QUARTERIYEAR PROGRAM
Monroe County has established an Employee Service Award which is designed to recognize
employees who demonstrate superior performance and dedication to their work which is above
and beyond the call of duty.
(See Monroe County Administrative Instruction Series 4000.) The employee selected for the
quarter shall be awarded a$300 one-time lump sum payment and an appreciation plaque. The
employee of the year shall receive a one-time lump sum payment of$3,000 and an appreciation
plaque.

Janet resides in OMB, and approximately one year ago was assigned to support the Sustainability
Department while remaining an OMB employee. Sustainability has no staff other than the department
head. This was at a time when an unprecedented amount of contracts, invoices and grants were flowing
through the department. Janet was able to step in and not only help process the tremendous workload,
but also fix outstanding financial issues. Because she was able to assist the director in such a timely and
effective way, it allowed the director to search and apply for more grants and implement more projects,
thereby benefitting the County even more.
Without Janet's help, there would be less grants to the County, slower processing of millions of dollars in
invoices, and potential late grant reports.
Janet continued to fulfill her regularjob responsibilities in OMB at the same time and trained a co-worker
to take over her existing duties (which has not yet occurred in full). She continues to carry out these
duties for a department she is not even a member of and provides support with no face-to-face
supervision required. She is the epitome of effectiveness and determinedness.
Department Head/Assistant County Administrator Comments:
Janet is a shining star who goes above and beyond every day. Besides learning a new position in
Sustainability, she supports the Legislative Director with financial reporting for 3 Restore Act grants.
Although she has taken on a significant increase in workload, she has stayed connected here in OMB for
an entire year to help train her replacement. Janet will be missed; I could not agree more that she
deserves this recognition.
