ITEM BACKGROUND:
Monroe County is seeking a $12.5 million grant, with$10 million from the Federal Transit
Administration, matched by $2.5 million from FDOT Toll Revenue Credits, to acquire electric vehicles
and charging infrastructure for micro transit services. The purpose of this task order is to support
Monroe County with the preparation of the Federal Transit Administration's (FTA) FY 2024 Section
5339(c) Low or No Emission(Low-No) Grant Program application, to be submitted to the Florida
Department of Transportation(FDOT) as the sponsoring agency by March 25, 2024. In addition to
support for the grant application narrative, the scope also includes data gathering, green-house gas
(GHG)/environmental analysis, disadvantaged communities/social equity analysis, supporting
graphics/maps, and ongoing coordination.

This Task Order 48 is entered into on March 20, 2024 in accordance with the Agreement
for On-Call Professional Environmental Engineering Services made and entered on the 181h
day of May 2022, as amended by Amendment No. 1 dated November 15th, 2022
("Continuing Contract"), between Monroe County, hereinafter referred to as the "County"
and WSP USA Environment& Infrastructure, Inc. hereinafter referred to as "Consultant,"
where design services are allowed if costs do not exceed $4,000,000, or for study activity
if the fee for the professional services for each individual study under the contract does not
exceed $500,000.
All terms and conditions of the referenced Agreement for On-Call Professional
Engineering Services apply to the Task Order unless the Task Order modifies an Article of
the Agreement of which will be specifically referenced in this Task Order and the
modification shall be precisely described.
WITNESSETH
WHEREAS, the Federal Transit Administration (FTA) is soliciting grant applications for
its fiscal year (FY) 2024 Section 5339(c) Low or No Emission (Low-No) Grant Program
application, to be submitted to the Florida Department of Transportation (FDOT) as the
sponsoring agency; and
WHEREAS,the FTA Low or No Emission competitive grant program provides funding to
state and local governmental authorities for the purchase or lease of zero-emission and low-
emission transit buses as well as acquisition, construction, and leasing of required
supporting facilities; and
WHEREAS, the grant application deadline is March 25, 2024; and
WHEREAS, the County requires the services of Consultant in order to prepare the grant
application; and
WHEREAS, this task will be performed by a team of Consultant's staff with expertise in
grant narrative development and real time virtual simulations; and

WHEREAS,Consultant will prepare a complete final grant application and submit it before
the grant deadline.
NOW, THEREFORE, in consideration of the mutual promises, covenants, and agreements
stated herein, and for other good and valuable consideration, the sufficiency of which is
hereby acknowledged, County and Consultant agree as follows:
ARTICLE 1.1 TERMS OF AGREEMENT:
This Task Order is retroactive to February 28, 2024, and shall expire on June 30, 2024.
ARTICLE II SCOPE OF BASIC SERVICES IS AMENDED AS FOLLOWS:
Consultant shall perform the scope of services and provide the deliverables listed in Exhibit
A. The scope of the grant support services ends with the successful timely submittal of an
application to FDOT, or on March 25, 2024.
Article VII, Paragraph 7.1.1 is amended to include the following:
The costs of providing the professional services are outlined in the cost proposal attached
as Exhibit A.

SCOPE OF WORK / WORK PLAN / COST PROPOSAL
PROJECT OBJECTIVE
The purpose of this work plan is to support Monroe County with the preparation of the Federal Transit
Administration's (FTA) fiscal year (FY) 2024 Section 5339(c) Low or No Emission (Low-No) Grant Program
application, to be submitted to the Florida Department of Transportation (FDOT) as the sponsoring agency.
SCOPE OF WORK
The purpose of this Scope of Work is to provide the scope elements and WSP USA's approach to the
development and submission of the grant application requesting federal funds, including technical analysis. WSP
USA Inc. (Consultant)has been requested to assist Monroe County to develop a grant application for the FY2024
Low-No Grant Program cycle.
In addition to support for the grant application narrative, the scope also includes data gathering, green-house
gas (GHG)/environmental analysis, disadvantaged communities/social equity analysis, supporting
graphics/maps, and ongoing coordination.
TASK 1 — PROJECT START-UP & ON-GOING COORDINATION
The Consultant will provide task order management services including coordination of virtual meetings or
conference calls with Monroe County. This task will also include the responsibilities of the Consultant for
managing the scope, schedule, and budget.
DELIVERABLES
• Management of project scope, schedule, and budget
• Weekly coordination meetings with Monroe County
• Meeting notes
• Oversee production and submission of deliverables
• Quality control reviews
• Monthly progress reports
ASSUMPTION:
• Consultant will facilitate grant coordination virtual meetings/calls every week (up to 5 meetings) with the
project team from Monroe County and WSP.

TASK 2 — DATA COLLECTION AND REVIEW
Upon receiving notice to proceed, the Consultant will engage Monroe County to discuss and identify readily
available or easily generated data that can help to make the case for the project. The Consultant will review
Monroe County background documentation on the project and recommend grant application analytical
components that may help make the case more compelling for receiving grant funding. The following is an initial
list of the necessary data which is anticipated to be available and provided by Monroe County. This list should
not be considered comprehensive to support a complete application; the Consultant may utilize other existing
technical resources to address any critical data gaps:
• Project scope including information on the project purpose and need.
• Project location(s) denoting the project site(s).
• Project costs, including the basis for the costs.
• Project implementation schedule.
• The amount and source of funds committed to the project, as well as the amount of the grant funding
request and proposed matching funds.
• Funding sources for, as well as approach to the operations and maintenance of the project.
• Project benefits and impacts, including:
o Demonstration of need —supporting information to address an unmet need for capital
investment in low no emissions vehicles or supporting facilities, such as but not limited to fleet
data, useful life of capital equipment and/or facility, Transit Asset Management (TAM) Plan,
system condition records, service reliability records and other supporting data that will vary
based on the project.
o Demonstration of benefit—supporting information to address how the project will result in a
reduction in emissions and energy consumption (if applying for Low-No funding), as well as
supporting information to address how the project will improve the safety, condition, and access
of the transit system in the project area (if applying for B&BF funding).
o Planning and local/regional prioritization, along with letters of support.
o Project implementation strategy and project readiness documentation.
o Technical, legal, and financial capacity of the County to implement this project if a grant is
awarded.
It is anticipated that the coordination will be an iterative process in which additional data may be requested as
the grant application team better understands what is and is not possible to generate from the existing
documentation and data.
DELIVERABLES
• Data Collection Checklist to be prepared and updated by the Consultant as data is provided by Monroe
County.
• Draft and Final summary of background documentation on the project for Monroe County review and
comment in Microsoft Word. The summary will include:
o Recommendations of components to strengthen the case for receiving grant funding.
o Identification of any critical data gaps and proposed strategies to address them.

TASK 3—GRANT ANALYSIS SUPPORT
The Consultant will conduct the requisite technical analyses for the application. Our experts in emissions
calculations and other technical fields will conduct all necessary technical analyses.
Greenhouse Gas Emissions (GHGs): Proposed projects may result in the reduction of GHG emissions, and
these reductions are project benefits that should be captured in the application. To accurately determine what
GHG emission reductions are predicted for each project, specific quantification tools and methodologies must
be used.
The Consultant has developed project specific GHG emission quantification methods, as well as numerous other
methodologies designed to highlight the unique parameters of each project. Appropriate emission factors from
FTA's Emissions Reduction Calculator, EPA, and other agreed-upon sources will be used to quantify GHG
emission benefits and, as required, criteria pollutant emission benefits.
, The Consultant will also review the Monroe County Transit Existing Conditions Analysis and incorporate
applicable data into the application.
Environmental Justice (EJ)/Equity Analysis: The Consultant brings innovative expertise in investments and
policy, community and partner engagement, and EJ from local partnerships to national best practices as an
approach to help clients advance their equity goals. Proposed projects may provide equitable benefits, and these
project benefits should be captured in the application. To accurately conduct equity analysis and determine what
equity-based benefits are predicted for each project, specific quantification tools and methodologies must be
used.

• Draft and Final GHG Analysis for Monroe County review and comment in Microsoft Word and Excel
formats
• Draft and Final EJ Analysis for Monroe County review and comment in Microsoft Word and Excel formats
TASK 4—GRANT APPLICATION DEVELOPMENT & SUBMITTAL
The Consultant shall work with Monroe County to prepare the grant application following guidance and
requirements of the FY 2024 Low-No Grant Program:
4.1 PREPARE DRAFT APPLICATION
o The Consultant shall prepare a draft application for review in an editable Word format.
o The project narrative will highlight how the project responds to the NOFO criteria for the Low-No
Emissions grant funds.
o Monroe County will participate in meetings and/or conference calls requested by the Consultant to
address and clarify comments and revisions, and review tasks and materials needed to complete
the application.
o Monroe County will provide comments on the draft narrative. The Consultant will update the project
narrative to finalize the draft for further review by Monroe County.
o The Consultant will assist Monroe County with requesting and assembling letters of support.
o The Consultant will develop and provide Monroe County with graphics and maps and collecting all
application materials within a common electronic file location, as well as assembling appendices for
the application.

4.2 PREPARE FINAL APPLICATION PACKAGE
o Monroe County will review the draft grant application and draft revised by the Consultant to address
comments and recommendations provided by the reviewing team. The Consultant will update the
project application and finalize the draft application narrative.
o The Consultant will also provide final formatting for the application and assist with the online
transmission of the application if requested.
