AGENDA ITEM WORDING: Approval to prepare a lease agreement with the Middle Keys
Experimental Aircraft Association, Inc. (EAA) for a site at the Florida Keys Marathon Airport for an
Aviation Museum and from which to conduct other aeronautical activities.
ITEM BACKGROUND: Previously, the EAA had requested a site at the airport for the
aforementioned purpose. Please see the attached memorandum with additional item background.
PREVIOUS RELEVANT BOCC ACTION: The BOCC at their June 21, 2006 meeting granted
approval for staff to negotiate with the EAA for a site at the Florida Keys Marathon Airport for an
Aviation Museum.
The BOCC at their June 2000 meeting granted approval for the EAA to place displays to
promote aviation in the Florida Keys Marathon Airport Terminal, pending a lease agreement of no
monetary value.

Previously, the EAA had requested a site at the airport for an Aviation Museum and from which to
conduct other aeronautical activities.
A site has been identified and is available for lease to the EAA. It is on the south side of the airport
abutting the eastern boundary of the leasehold on which the Sheriff's Aviation Hangar is located and
bordered by a detention/retention pond on the east, as shown on the attached Exhibits 1 & 2. It
consists of approximately 35,057 square feet and is proposed to be leased at the airport's standard rates
and charges. Land Rental Rates for General Aviation is currently $0.35 (35 cents) per square foot per
year. That would produce revenue in the amount of $12,269.95 per year or $1,022.50 per month for
the first year, plus applicable sales tax. A CPI adjustment would apply annually.
The EAA maintains an active presence at the airport and used to have displays to promote aviation in
the airport's commercial air service passenger terminal. EAA's current activities include: The Young
Eagles Program, sponsoring FAA Safety Seminars, sponsoring Flight Scholarships to local youth,
maintaining aeronautical displays at community events, and the instruction of a "Seniors Fly Safer
Program" which has received national attention and recognition from the Aircraft Owners and Pilots
Association.
Accordingly, it is recommended that the BOCC grant approval for staff to prepare a lease agreement
with the Middle Keys Experimental Aircraft Association, Inc. (EAA) for the specified site at the
Florida Keys Marathon Airport for an Aviation Museum and from which to conduct other aeronautical
activities.
