ITEM BACKGROUND: Two (2) years ago, the tablet computers originally purchased for the EPCR System became obsolete and unserviceable. From that time until now MCFR has been using computers "borrowed" from another project to operate the software. With the introduction of new Federal and State reporting requirements at the end of Calendar Year 2007, MCFR will be upgrading the software used for the EPCR System to stay in compliance. PREVIOUS RELEVANT BOCC ACTION: On February 15, 2006 the Board granted approval to authorize the Mayor to execute an EMS County Award Grant application and request for grant funds distribution from the State of Florida Department of Health, Bureau of Emergency Medical Services by Resolution No. 033-2006. Upgrades to the EPCR System were applied for in the application process. CONTRACT/AGREEMENT CHANGES: N/A. STAFF RECOMMENDATIONS: This hardware purchase is necessitated by software changes required to comply with State and Federal reporting mandates. Grant funds must be used to improve the medical services sector of the Fire Department. In the most recent application process, which was approved at the February 15, 2006 MCBOCC meeting in Resolution No. 033--2006, the EPCR System upgrades were specifically applied for. CONTRACT/AGREEMENT CHANGES: NIA STAFF RECOMMENDATIONS: In order for MCFR to keep up-to-date with electronic reporting of patient care this purchase is necessary. Not only that, but this hardware purchase is necessitated by software changes required to comply with State and Federal reporting mandates. The approval of this purchase is recommended by MCFR staff. Depending on what type of remote site configuration of Field Data you are running, the remote connectivity setup is different. The mobile field data device needs to have a connection established with the Field Data Sync Server (and its Web Services) in order to upload and download information with the main site's RescueNet database. The options for establishing this connection are illustrated below. If you are using ZOLL Data System's RescueNet Dispatch/Billing software, then the Field Data database tables are added to the existing RescueNet Dispatch/Billing SQL Server (RCSQL) database. In other words, the "RescueNet" database = the "RCSQL" database. The TabletPCR computer can use an integrated Wi-Fi 802.11 b WLAN or obtain Wi-Fi through an add -on card to establish a Wi-Fi connection to the network hosting the RescueNet Sync Server. 4. The TabletPCR computer can use a WAN card on a public data network (GPRS, 1xRTT, iDEN, etc...) to establish a connection to the network hosting the RescueNet Sync Server. Workstations are used to operate the RescueNet Call Taking software (in addition to other applications). It is important to understand that data is not stored locally on the workstation; instead, it is stored on the RescueNet Database Server. This insures that all data is available to all users, and also makes backup and reporting operations more efficient. If you are using RescueNet Dispatch and/or Billing software, then the RescueNet Dispatch and/or Billing Call Taking software is used for reviewing PCR data that resides in the RescueNet database. Once you have decided which hardware platform will best suit your operation, you next need to consider what vendor will best fulfill your hardware needs. ZOLL Data Systems does not sell or support hardware, so you should choose a vendor who can provide these services to you. Consider the following question: • What services characteristics are most important from a hardware vendor (price, service, reliability, delivery time frame)? The vendor from whom you purchase your hardware will play an important role in ensuring that you are successful in implementing the RescueNet TabletPCR software. The vendor will handle the delivery of purchased hardware, tracking of backorders, processing repair request for broken hardware and any communication with the manufacturer concerning repairs that are covered by the warranty vs. non -covered repairs. In choosing a vendor, considerations of price, order lead times and level or service should be evaluated. The following list Incorporates several of the mobile computer hardware options that are considered approved for use with the RescueNet TabletPCR software. These platforms have been tested by ZOLL Data Systems, and most have proven effective through use in the field by our clients. A Bluetooth Stack is, essentially, the drivers that are used to communicate with the Bluetooth radio. There are a number of vendors that provide Bluetooth Stacks. ZOLL Data Systems have spent a lot of time working on integrating Bluetooth support to make connectivity between the monitor and the mobile unit much easier. Because of this, we have opted to support the following Bluetooth stacks: ➢ Microsoft ➢ WIDCOMM (BroadCom) ➢ Toshiba Older Panasonic ToughBooks shipped with the WIDCOMM stack. Newer models use the Toshiba Stack. Xplore tablets use the WIDCOMM stack. It is VERY important that you verify which Bluetooth stack is being used prior to purchasing your mobile units. ZOLL Data Systems cannot guaranty that another 3`d party Bluetooth stack will work with TabletPCR. ZOLL Data systems Page 13 Hardware and software specifications Hardware and software specifications f 4'�71'iS[�i ZOLL Data Systems generally recommends the use of laser printers with our products. We highly recommend Hewlett Packard laser printers. Laser printers give a higher quality output. For mobile unit computers that have a USB port it is recommended that a printer equipped with a USB port be used. Docking stations ZOLL Data Systems strongly recommends the use of docking stations for storing your mobile unit computers in your vehicles or in the office. A docking station solution provides a safe place for your mobile unit computer and facilitates connection to in -vehicle charging, LAN connection and other peripheral devices such as modems and printers. Ask your hardware vendor for available docking station solutions. Battery re -conditioner If your chosen mobile unit hardware uses batteries with either NiMH or NiCad technology then ZOLL Data Systems suggests the use of a battery re -conditioner to extend the life of your batteries. The product we recommend for this is the CADEX C7000 battery analyzer. For more information about this product and battery technologies on the market today visit their website at http://www,Cadex.com/ or call (800) 565-5228. :, s The information stored in your non-proprietary RescueNet TabletPCR database is critically important; therefore ZOLL Data Systems strongly recommends that you implement a method to backup critical files and database archives. The RescueNet TabletPCR database is backed up and associated log files are archived to a specified hard disk drive location, but the hard disk drive must be in turn backed up. However, our software provides an easy means of scheduling backups during live use of the system and allows you to ensure that your backups are operating as intended. As an example, available media types for data backup and archive include: • Tape • DVD-ROM • Rewriteable CD (CD-RW) • Removable cartridges r • Backup to an offsite storage location via the Internet Backup configuration As mentioned above, the RescueNet TabletPCR software has some backup configuration capabilities. This utility gives you the ability to do three things: specify the day and time of the automated database backups; specify the location of the backups and associated archived log files; and if a second hard disk drive exists on your RescueNet Field Data for PC Primary Server, ZOLL Data Systems Page 14 Additional features Hardware and software specifications then mirroring of the archived database log files can be enabled. Refer to the RescueNet TablefPCR Backup Procedures knowledge base article for more information regarding the automated backup of the RescueNet TabletPCR database and associated log files. Backup management products Some of our customers are using VERITAS Backup Exec to manage and protect the data on a Windows server. Backup Exec provides a data management solution for single- and multiple - server networks. Intelligent Disaster Recovery (IDR), resource pooling, and task cascading provide network administrators with the ability to create redundant backup plans while conserving network storage and memory resources. VERITAS Backup Exec for includes exclusive agent accelerator technology that enables remote server protection and dramatically speeds up LAN backup with distributed processing, file compression, and the remote client system. For more information, see the Veritas Software website at: www,Veritas.com. ZOLL Data Systems Technical Support Representatives use pcAnywhere Version 11 or higher to connect remotely to your system. This software is not included in your purchase of ZOLL Data Systems software. Through this remote connection, a representative can help you diagnose and fix application problems, answer questions about the application, upload new product features, diagnose and fix interface problems, upload new reports, and so on. To help ensure that you receive the best technical support, we HIGHLY recommend that you purchase pcAnywhere Version 11 or higher and a 56K modem for your system. If you purchase pcAnywhere, please ensure that you have it installed and configured properly. This software and modem can be connected to any workstation on the network. Additionally, some customers have added dedicated phone lines in their facility to allow the ZOLL Data Systems Technical Support Representatives to dial in without requiring an operator or administrator to disconnect and reconnect a phone line to the modem. An alternative to using a modem is a dedicated Internet connection. In that case, remote connections via pcAnywhere can be made across the Internet, and a modem and phone line is not needed. From the Windows Start menu, select Run and then type in and launch Regedt32.exe (registry editor). 2. Select the"HKEY— LOCAL _ MACH INE1Software\ODBU key in the registry. 3. From the Regedt32 menu, select Security > Permissions to display the Permissions dialog. 4. Add the one or more users or user groups that you want to grant permissions to log onto the RescueNet TabletPCR system. 5. In the Permissions list, ensure the Full Control and Allow inheritable permissions on all child objects ... checkboxes are both selected. 6. Click the Advanced.., button to display the Access Control Settings for ODBC dialog. Select the users and/or user groups that you previously selected in step d. above then ensure the Reset permissions on all child objects... and Allow inheritable permissions... checkboxes are selected. 7. Press the Apply button to set the permissions to the users and/or users groups selected. Once this process is finished, the Reset permissions on all child objects... checkbox will unselect itself — this is normal behavior. In the Permissions fist, ensure the Full Control and Allow inheritable permissions on all child objects ... checkboxes are both selected. e. WILL Data Systems Page 17 Additional features Hardware and software specifications Switches vs. Hubs One of the fundamental components of your network is your network switch, which is a box to which every computer is connected. You can imagine your network setup to be similar in structure to a bicycle wheel (hub and spoke topology). The spokes of the wheel = cabling and the hub of the wheel = the switch. All information that your system depends on flows in and out of your switch; therefore, the speed and efficiency of this data flow greatly affects your system speed. Why is a network with a switch so much faster and efficient than a network with a hub? Switches are basically "smarter" than hubs. They transmit data only to the pertinent computer, unlike hubs, that broadcast their data to all computers on the network. When a computer at the end of one of the spokes transmits data, the data goes into the hub and then it is broadcasted to EVERY computer on the network. On a network with a hub, when a computer speaks everyone hears. This causes a lot of useless traffic on the network which will degrade network performance. When a computer at the end of one of the spokes transmits data, the data goes into the switch and is only broadcasted to the computer that the data is intended for. What constitutes a 100 Mbps network? There are three main components: cabling, the network interface card in your workstations, and your switch. Cabling 100baseT Fast Ethernet cabling is a networking standard that supports data transfer rates of up to 1 OOMbps (megabits per second). Cable meeting CAT-5 standards will support 100base T. Network interface card (NIC) A NIC allows your computer to be connected to the network. When using 100 Mbps Ethernet cabling, at 10110OMbps NIC must be used. This allows the NIC to run at 10 or 10OMbps. Switches Switches are a fundamental part of most networks. They make it possible for several users to send information over a network at the same time without slowing each other down. A 10OMbps switch is needed to accommodate a 10OMbps network. Hardware Evaluation process If a customer is interested in utilizing mobile unit hardware that is not listed as certified in this document, ZOLL Data Systems can put that hardware through our evaluation process. The customer will be responsible for providing all necessary hardware, shipping and insurance costs to and from ZOLL Data Systems and for time involved in testing and evaluating the hardware. Evaluation testing will be billed at $75,00 an hour with a minimum of three days (24 hours) necessary to test any hardware. Evaluation time will be determined based on scope and amount of hardware going through the process. During the evaluation process, machines will be tested for common field functionality. Please keep in mind that this process is designed to certify what functionality works or doesn't on a given hardware platform. Functionality not available or working on a given platform will be documented. There should be no expectation of changes to the software package with regards to available functionality on a given platform. Evaluation must be scheduled in advance with ZOLL Data Systems' development staff. During this process testing dates and turnaround times will be determined.
