A RESOLUTION BY THE MONROE COUNTY BOARD OF
COMMISSIONERS APPROVING AN EXEMPTION FROM THE
RESIDENTIAL AND NONRESIDENTIAL PERMIT ALLOCATION
SYSTEMS FOR MARINER'S HOSPITAL FOR PROPERTY
DESCRIBED AS PARCELS 1-4 AND ACCESS PARCEL, A
PORTION OF LOT 15 OF THE PLAT OF AMOS LOWE
HOMESTEAD, SECTION 33 & 34, TOWNSHIP 62 SOUTH,
RANGE 38 EAST, TALLAHASSEE MERIDIAN, KEY LARGO,
MONROE COUNTY, FLORIDA, MILE MARKER 91.5.
WHEREAS, the Monroe County Planning Commission during a
regular hearing held on December 6th, 1995, approved the major
conditional use request and a variance to the land use
intensity filed by Mariner's Hospital for property described
as parcels 1-4 and access parcel, a portion of Lot 15 of Amos
Lowe Homestead, Section 33 & 34, Township 62 South, Range 38
East, Tallahassee Meridian, Key Largo, Monroe County, Florida,
Mile Marker 91.5.; and

WHEREAS, the proposed development iompris~ F'::a
two-story, forty-two (42) bed hospital faci!it~ with ~

WHEREAS, Policy 101.3.4 of the Year 2010 comprehensive
plan, allows the Board of County Commissioners to exempt
federally tax-exempt nonprofit organizations from both the
residential (ROGO) and the nonresidential permit allocation
systems after review by the Planning Commission upon a finding
that such activity will not adversely affect the hurricane
evacuation objectives of the comprehensive plan; and
WHEREAS, Mariner's Hospital has requested an exemption
from the residential and nonresidential permit allocations
systems; and
WHEREAS, on February 23, 1996, the Planning Commission
heard the request of Mariner's Hospital for an exemption and
recommended approval of the request to the Board of County
Commissioners based on the following findings of fact:
1. The hospital does not create an increase in the hurricane
evacuation time since the patients and staff who already
live in the Keys have been counted in the original study
of hurricane evacuation times; and
2. ~~w ~taff must either live in a pre-owned home which has
a~ready been counted. in the hurricane evacuation
clearance time or they must submit an application to
build a new home under the permit allocation system in
which case they will be accounted for in the reserve
clearance time upon which the ROGO allocations were
based; and
3. Hospital patients are temporary residents of the hospital
and are residents or visitors of Monroe County. Both the
number of guest accommodations and the number of
permanent residents have already been accounted for in
the computer model which proj ected hurricane evacuation
clearance times; and
WHEREAS, the Board of County Commissioners has
considered the recommendation and findings of fact of
Planning Commission and adopts the findings of fact as
own; NOW THEREFORE,

BE IT RESOLVED BY THE MONROE COUNTY BOARD OF COMMISSIONERS,
that the preceding Findings of Fact support their decision to
APPROVE the request filed by Mariner's Hospital, a federally
tax exempt institution, for exemptions to the residential and
nonresidential permit allocations systems.
