ITEM BACKGROUND:
It has been requested that the Monroe County Board of County Commissioners endorse the 2020
Federal Functional Classifications and the Monroe County Urban Boundary as proposed by the Federal
Highway Administration ("FHWA").
Federal functional classifications are required by FHWA. The principal purpose of roadway
classification is to establish the relative importance of a roadway in the overall hierarchy of roadways.
Functional classification is used for planning budgeting,programming and for fiscal management. It is
also used to evaluate Federal, State and local highway programs.
Every decennial census, the U.S. Census Bureau develops new criteria for determining urban areas,
with the most recent approved criteria implemented in March 2022. For the 2020 Census, an urban area
will comprise a densely settled core of census blocks that meet minimum housing unit density and/or
population density requirements. This also includes adjacent areas containing non-residential urban land
uses. Once the U.S. Census Bureau has designated new urban areas, FHWA gives state Departments of
Transportations the opportunity to adjust and revise the new urban areas to be more consistent with
transportation planning needs. Along with adjusted urban area boundary (UAB) designation, FHWA
also recommends that states review the functional classification(FC) designation of their roadway
system during this process.

The update of the Federal Functional Classification process included an extensive review and
coordination of all public roads within the FHWA Urban Boundary in Monroe County which is based
on the 2020 census urban boundaries in accordance with FHWA regulations. The Florida Department
of Transportation (FDOT) District 6 has coordinated with Monroe County to review the proposed
FHWA Urban Boundary and Federal Functional Classifications.
Attached is the proposed Resolution, the proposed 2020 Federal Functional Classifications and FHWA
Urban Boundary and correspondence from FDOT District 6.

The Florida Department of Transportation (FDOT), District 6 Team is working in the decennial review of the
Federal Functional Classification (FFC)for all state, county, and local roadways.The FFC review is very important
since it defines the role each element of the roadway system plays in serving travel needs. For this reason, we
would like your Office review the proposed 2020 Federal Functional Classification and provide comments
and/or recommendations as you deem necessary. Additionally, we ask that you submit your reply no later than
45 days from the date of this communication.

RESOLUTION NO. -2024
A RESOLUTION OF THE MONROE COUNTY
BOARD OF COUNTY COMMISSIONERS
ENDORSING THE 2020 FEDERAL FUNCTIONAL
CLASSIFICATIONS AND THE MONROE COUNTY
URBAN BOUNDARY AS PROPOSED BY THE
FEDERAL HIGHWAY ADMINISTRATION.
WHEREAS, the Florida Department of Transportation ("FDOT"), District 6 initiated the
decennial review of the Federal Functional Classification for all state, county, and local roadways
within its purview; and
WHEREAS, Federal functional classification is required by the Federal Highway
Administration ("FHWA"); and
WHEREAS, the principal purpose of roadway classification is to establish the relative
importance of a roadway in the overall hierarchy of roadways; and
WHEREAS, functional classification is used for planning, budgeting, programming and
for fiscal management; and
WHEREAS,the FHWA Urban Boundary in Monroe County is based on the 2020 census
urban boundaries in accordance with FHWA regulations; and
WHEREAS, the coordinated review of the Urban Boundary and Functional
Classifications have been completed by the Florida Department of Transportation and Monroe
County Planning & Environmental Resources Department;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1. The foregoing recitals are true and correct, and are hereby incorporated as
if fully set forth herein.

Section 2. The Monroe County Board of County Commissioners ("Monroe County",
the "County", "BOCC", or "Board" hereby endorses and adopts the
attached 2020 Federal Functional Classifications and the Monroe County
Urban Boundary attached hereto as Exhibit"A" as proposed by the Federal
Highway Administration, hereby incorporated as if fully stated herein.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting held on the 171h day of April, 2024.
