Building Services - Automation
Services that deliver the outcomes you want to achieve
Services delivered by Siemens have been developed to help you achieve the outcomes you expect.
Holistic Service Program
Most buildings rely on aging infrastructure to meet the demand for increased system reliability and uptime of
the equipment. In addition, buildings are growing increasingly complex, with both an influx of available data
to analyze and sophisticated occupant expectations.
All of this while meeting and exceeding all health and safety expectations. These complexities affect system
performance and maintenance costs and amid these pressures and changes, too many organizations
embrace an outdated and reactive maintenance program.
Our unique approach is a holistic and data driven approach to identify, prioritize, and act on your BMS, HVAC
Equipment, and the Network that interconnects them (End-to-End) to drive outcomes for your organization.
Scope of Services
Service Agreement Management
As a valuable customer we have assigned a service operations team to support the following activities:
• Plan and implement the service schedule
• Regularly review past performance and upcoming services
• Quality Assurance:Through implementation of our Quality Assurance process, Siemens will help to
ensure that we deliver quality service. We will discuss our performance and your satisfaction with the
quality of service that is being provided under the Agreement. We can discuss recommendations for
changes in the service program to better meet your changing needs. We also augment this program
with periodic customer satisfaction surveys of your key staff members.
BMS Health
Optimize the health of the building management system by automating maintenance diagnostics reports to
target and prioritize remote and onsite service
Online Data Backup&Protection
Siemens will perform scheduled database backups remotely of all graphics, reports, configurations, user
information and databases, and store this information on a cloud-based secure server. If,for any reason, any
of the backed-up information or data is lost from your system, Siemens can reload the information or data
on-site or remotely, with your backup copy(if covered elsewhere within this service agreement). The
frequency and equipment to be included as part of this service is itemized in the List of Equipment Related
Services. Online backups of the SQL database, historical data, and trends are not included with the Desigo CC
application backup.

HVAC System and Equipment Health
Optimize the health of the HVAC system and equipment using analytics to continuously monitor faults,
critical issues, maintenance needs and potential energy savings, thus improving equipment and system
performance.
HVAC Analytics
This service utilizes data-driven analytics to examine the operational and energy performance of selected
HVAC systems. Using fault detection and diagnostics (FDD) Siemens Digital Service Center team will remotely
assess the overall performance of your systems and provide analysis to implement corrections.
The objective of the HVAC Analytics service is to provide guided insight and data analytics on your building.
Through this systematic data-driven approach, this service can provide:
• Energy Key performance indicators (KPIs) Reporting
• Data Visualization of system performance
• Mitigating the risk of business and facility interruptions
• Minimizing the need for equipment visits until data suggest there is a fault
• Reporting system uptime and mitigating risks of shortened equipment lifecycle
• Through Siemens analytics and data acquisition, near real-time equipment performance can be
compared to the intended system operations
• Analytics identify potential deviation from normal operation through rule-based algorithms on
selected systems&identified equipment
• Can proactively identify energy efficiency improvements
• Can help to reduce the total cost of building ownership
• Delivery of reports, though Siemens, at the frequency identified in the Equipment Related Services
Table
• Monitoring of historical environmental conditions and identifying improvements or negative trends to
be addressed
• Delivery of reports, through Siemens, at the frequency identified in the Equipment Related Services
Table
Once systems, equipment, and spaces are included under this service offering, they are analyzed remotely
for common building efficiency performance-related issues and periodic reports are provided. HVAC Analytics
has been designed to show quick and high-impact energy savings and performance results that can help
improve system reliability, enable focused maintenance activities, and help prioritize the resolution of
pending faults. This conditioned-based maintenance approach not only supports a more advanced
maintenance strategy, but ultimately, building owners can be more proactive and mitigate risks that manifest
when systems, equipment, or spaces do not perform as designed.
Siemens will establish key performance indicators (KPIs) aligned with your equipment, spaces, and goals.
Results are always documented and shared through NavigatorTM and other customer reporting at the
frequency specified in the Equipment Related Services Table.

BUILDING SERVICES—AUTOMATION
Through the Siemens Building Automation Services, SIEMENS will provide the
following services:
1) Digital Services
2) Manage System Operation and Compliance
3) Protect Lifecycle Investment
4) Optimize Performance and Productivity
A. DIGITAL SERVICES:
1. C1oudOps Automation Advanced
The CONTRACTOR will utilize data-drivcn analytics to test the operational
performance of selected systems and ensure that critical faults are addressed
by its remote services team whenever possible. This is achieved through the
application of data analytics intended to identify issues and a prioritization of
faults based upon their impact on the COUNTY'S operations and equipment.
Using Fault Detection and Diagnosis ("FDD"), the CONTRACTOR will
assess the overall performance of the COUNTY systems while assisting in
the troubleshooting of recurring intermittent issues. By using FDD, this will
provide quicker response time to correct faults affecting the overall performance of
the COUNTY systems. The CONTRACTOR will leverage remote service
specialists to either resolve issues rapidly or to provide a branch technician
with the results of their initial troubleshooting,in order to reduce the time it will
take to make repairs when an on-site professional is required.
On any systems, equipment, and spaces that are included in the Scope of
Services, the CONTRACTOR will analyze those remotely and provide
periodic reports, helping to improve system reliability, enabling focused
maintenance activities, and helping prioritize resolution of pending faults.
Furthermore, any critical faults will be routed to a remote service specialist
for troubleshooting and resolution. SIEMENS may thus be able to identify a
critical fault, even before COUNTY staff, and begin work to correct the issue.
29
In utilizing the Digital Services, CONTRACTOR will establish key
performance indicators ("KPIs") aligned with the COUNTY equipment,
spaces, and goals. Any results will be documented by CONTRACTOR and
shared through Navigator TM and other COUNTY reporting platforms at the
frequency specified in the Maintained Equipment Table, attached hereto as
Appendix "A -Revised" and made a part hereof. In order to access CloudOps
Advanced, the COUNTY shall maintain cRSP and Navigator TM.

3. C1oudOps Mechanical
Building mechanical systems deviate from their intended design over time, thus
resulting in decreased performance and reliability. Further, as digital
technologies evolve, building owners and operators approach system
maintenance using improved data analytics to drive operational efficiencies.
Traditionally, the more common approaches to service maintenance have been
either a reactive or a preventive measure. CloudOps Mechanical is built around
the Reliability Centered Maintenance model ("RCM"). This RCM model will
use a structured approach of reviewing the systems and components to select
and apply the most appropriate of maintenance strategies for each asset in a
County facility. The result is a more proactive and effective maintenance
31
program. By utilizing a condition-based approach, the COUNTY and the
CONTRACTOR will service the equipment based on its condition and a set of
predefined performance parameters. The CloudOps Mechanical service will
not only identify critical issues before they become a problem, but will also help
prioritize non-urgent faults and avoid the endless cycle of reacting to
emergencies.
CloudOps Mechanical will use FDD to employ a rules-based analysis of system
performance. By using four (4) levels of fault priority, each fault level will
correspond to a different phase in the failure probability curve. The levels will
range from Level 1, normal operation, with minor issues that can be corrected
but have low urgency;Level 2,early warning,with months before failure;Level
3,high priority,with weeks before failure;up to a Level 4, critical,with failure
imminent or ongoing, where SIEMENS will recommend prompt remedial
action. On Level 4 critical faults, responses will be pursuant to the procedures
defined in a fully executed CloudOps Point List and instructions document
having beeen finalized by the CONTRACTOR and COUNTY following
execution of this Agreement and updated after installation of any additional
sensors or integrations as needed. The CloudOps Point List and Instructions
document will be a customized document which details the notification and
resolution process for the COUNTY's Monitored Equipment.
By utilizing the above approach, SIEMENS can provide a consistent analysis
of equipment performance by utilizing ist skilled remote service specialists to
either resolve issues rapidly or to provide a COUNTY technician / mechanic
with the results of their initial troubleshooting. Any on-site repairs that may
become necessary may be subject to additional fees as outlined further in
Appendix "B" to this Agreement. The CONTRACTOR will additionally
deliver scheduled reports on established KPI's as shown below four(4) times
per year:
• Critical System Uptime Percentage
• Historical Fault Comparison by Period
• Overall System Faults by Criticality
• Status of Critical Faults
• Top Recurring Faults
• Fault Prioritization Summary
• Detailed Fault Reporting
• Space Condition Monitoring within Acceptable Limits

determination for more information. Please also note that the
minimum wage requirements of Executive Order 14026 are not
currently being enforced as to any contract or subcontract to
which the states of Texas, Louisiana, or Mississippi, including
their agencies, are a party.
Note: Executive Order (ED) 13706, Establishing Paid Sick Leave
for Federal Contractors applies to all contracts subject to the
Davis-Bacon Act for which the contract is awarded (and any
solicitation was issued) on or after January 1, 2017. If this
contract is covered by the ED, the contractor must provide
employees with 1 hour of paid sick leave for every 30 hours
they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their
own illness, injury or other health-related needs, including
preventive care; to assist a family member (or person who is
like family to the employee) who is ill, injured, or has other
health-related needs, including preventive care; or for reasons

order of ""identifiers"" that indicate whether the particular
rate is a union rate (current union negotiated rate for local),
a survey rate (weighted average rate) or a union average rate
(weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed
in dotted lines beginning with characters other than ""SU"" or
""UAVG"" denotes that the union classification and rate were
prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of
the union which prevailed in the survey for this
classification, which in this example would be Plumbers. 0198
indicates the local union number or district council number
where applicable, i.e., Plumbers Local 0198. The next number,
005 in the example, is an internal number used in processing
the wage determination. 07/01/2014 is the effective date of the
most current negotiated rate, which in this example is July 1,
2014.
Union prevailing wage rates are updated to reflect all rate
changes in the collective bargaining agreement (CBA) governing
this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that
no one rate prevailed for this classification in the survey and
the published rate is derived by computing a weighted average
rate based on all the rates reported in the survey for that
classification. As this weighted average rate includes all
rates reported in the survey, it may include both union and
non-union rates. Example: SULA2012-007 5/13/2014. SU indicates
the rates are survey rates based on a weighted average
calculation of rates and are not majority rates. LA indicates
the State of Louisiana. 2012 is the year of survey on which
these classifications and rates are based. The next number, 007
in the example, is an internal number used in producing the
wage determination. 5/13/2014 indicates the survey completion
date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a
new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate
that no single majority rate prevailed for those
classifications; however, 100% of the data reported for the
classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union
average rate. OH indicates the state. The next number, 0010 in
the example, is an internal number used in producing the wage
determination. 08/29/2014 indicates the survey completion date
for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of
each year, to reflect a weighted average of the current
negotiated/CBA rate of the union locals from which the rate is
based.

32624,12:28 PM SAM.gov
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can
be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on
a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests
for summaries of surveys, should be with the Wage and Hour
National Office because National Office has responsibility for
the Davis-Bacon survey program. If the response from this
initial contact is not satisfactory, then the process described
in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal
process described here, initial contact should be with the
Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations
Wage and Hour Division
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an
interested party (those affected by the action) can request
review and reconsideration from the Wage and Hour Administrator
(See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the
interested party's position and by any information (wage
payment data, project description, area practice material,
etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an
interested party may appeal directly to the Administrative
Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
