Acting County Administrator to sign.
ITEM BACKGROUND:
This item is to approve change order#1 with Adventure Environmental Inc. for additional fill for the
canal 90 backfill restoration project as part of the County's canal restoration program. Canal#90 is
located between Hilson Court and Ivanhoe Court in Hammer Point on Key Largo, Florida. The
restoration is currently underway. Unforeseen site conditions in the form of undermining that is
occurring on the aging canal walls is causing deep holes that need to be filled as part of the backfill
restoration to ensure the optimum depth of the canal is constructed to ensure maximum water quality.
FDEP Stewardship Grant LPA0241-A3 is funding this work. The Canal#90 Backfilling project is a
continuation of the canal restoration program in accordance with the Department of Economic
Opportunity (DEO) canal restoration work as detailed in the Canal Work Plan of the Monroe County
Comprehensive Plan. The project backfilling activities are to be completed so that a natural benthic
community can be established.
PREVIOUS RELEVANT BOCC ACTION:
08/17/16: Approval to advertise on call professional engineering services for the canal restoration
program, including Category A—Canal Master Plan Program Planning Services, Category B —Canal
Infrastructure Engineering Services for Projects and Category C—Environmental Engineering Services.
12/14/16: Approval to negotiate on-call contracts with Amec Foster Wheeler, Inc. and Tetra Tech Inc,
the two highest ranked respondents for Category B - canal infrastructure engineering services.
04/12/17: Approval to enter into a $0 on-call contract with Tetra Tech, Inc. for Category B canal

08/21/19: Approval to enter into a $0 Amendment No. 1 to the on-call contract with Tetra Tech, Inc. for
Category B canal infrastructure engineering services to include the contract provisions required for
federal grant work.
04/21/21: Approval to enter into a no-cost one year renewal under Amendment No. 2 to the on-call
contract with Tetra Tech, Inc. for Category B canal infrastructure engineering services to extend the
termination date to April 11, 2022.
10/20/21: Approval to enter into an $88,425 Task Order No. 2 to the on-call contract with Tetra Tech,
Inc. for Category B canal infrastructure engineering services to provide design,permitting and
procurement services for the canal 90 backfill restoration project in Tavernier, funded by Stewardship
