The proposed East Landside Utilities Relocation will ultimately shift utilities away from Vehicle Gate No. 1,improving the access to the airfield and allowing for better maintenance access to Lift Station"L",existing electrical poles and cabinets.This scope is for a schematic design(15%)of the East Landside Utilities Relocation,including a concept study that will analyze alternative Location options. The design will include a preliminary utility relocation layout plan,including electrical,communication,sanitary sewer and drainage design. The project will also include identifying the processes and procedures to execute the Utilities Relocation,as stakeholder coordination will be required with the City of Key West,Monroe County, Florida Keys Aqueduct Authority, Keys Energy,AT&T, FAA,Florida Department of Transportation(F T),and South Florida Water Management District(S ).The tentative Limits of the East Landside Utilities Relocation project area is shown in Figure 1; p illl APRON � COMMERCIAL TOMS ou�umr / ! 1! Jacobs will investigate the potential impacts the project will have on local and state permit agencies,including but not limited to SFWMD,Monroe County,Airport, FAA/FDOT, FDEP, AT&T,City of Key West, Florida Keys Aqueduct Authority and Keys Energy.Acquisition of topographic survey will be performed in accordance with the accuracies as outlined in FAA AC 150/ 300®18 . 4. This scope of work include bid support,construction administration,resident project representative nor quality assurance testing. This scope of work also d9eA=include the development of a construction management plan.These services along with a construction management plan will be provided under a separate purchase order. Page 2 of 6 5. Jacobs will develop schematic plans,and a conceptual study report,with construction cost estimate at the 1 %design level for review. 6. This project does not include financial feasibility analyses,benefit-cost analyses,return on investment nor payback period estimations. 7. Jacobs will reasonably rely upon the accuracy,and completeness of the information/data provided by the Client or other third parties. 8. In providing opinions of cost,financial analyses,economic feasibility projections,for the project,Jacobs has no control over cost or price of labor andmaterials; unknown or latent conditions of existing equipment or structures that may affect operation or maintenance costs;competitive bidding procedures and market conditions;time or quality of performance y operating personnel or third parties;and other economic and operational factors that may materially affect the ultimate project cost or schedule.Therefore,Jacobs makes no warranty that Client's actual project costs,financial aspects,economic feasibility,will not vary from Jacobs'opinions,analyses,projections,or estimates. 9. In soils,foundation,groundwater,and other subsurface investigations,the actual characteristics may vary significantly between successive test points and sample intervals and at locations other than where observations,exploration,and investigations have been made. ;cause of the inherent uncertainties in subsurface evaluations,changed or unanticipated underground conditions may occur that could affect total project cost and/or execution, These conditions and cost/execution effects are not the responsibility of Jacobs. 10, Jacobs shall at no time take title, risk of loss or ownership oft e hazardous materials or wastes, Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials encountered while performing any services associated with such hazardous waste. 11. This scope of work include any work associated with the airfield Lighting vault. 12. Requests for additional information from the agencies are assumed to be for clarification or readily available additional information and do not include re-design or additional data collection. 11 Monroe County will provide access to all project areas, 14, Monroe County will directly coordinate with businesses adjacent to the project area throughout the design process of the East Landside Utilities Relocation,These businesses include but are not limited to Fex,Customs and Car Rental Facilities Avis,and Dollar Car Rental, 15. This project does not include activity forecasting nor Airport Layout Plan modifications. 16. Future Airport Layout Plan improvements adjacent to,or within project area,will be considered during schematic design,but no ALP updates are included in this scope. 17. Current and future capacity analysis of Lift Station"L"and sanitary sewer system included in this scope of work. It is assumed that the survey field work ill take approximately 4-8 hour shifts to complete. & Perform site walk through survey at EYW East Landside Utilities Relocation Project Areas to locate and note any special site conditions that would affect construction techniques or materials. Take photographs of the site and provide written documentation,sketches,notes, or reports to confirm and record the general conditions of the existing site. Field verify that all existing features in the field were picked up duringthe topographic survey. 7. Research record drawings for underground utilities,(i.e.sewer,water,electric,gas, communication,etc.)for East Landside Utilities Relocation project areas. 8. Prepare mapping of utilities by reviewing existing records and based on survey of East Landside Utilities Relocation project areas, . Perform CIA/QC. % Project Management. Project Manager-Aviation Jacobs January 26, 2022 RE: EYW East Landside Utilities Relocation Survey Proposal Dear Lasa, O'Neal Surveying & Mapping, Inc. (OSM) would like to thank you for allowing us the opportunity to provide you this scope and quote for professional surveying services on the above referenced project. OSM proposes to provide the following Survey Services for the project referenced above: Project Description, Limits and Scope: Task A: Topographic Survey EYW East Landside Utility Relocation Area (See attached Exhibit, aerial map markups at the east side of EYW and the north end of Stickney Lane received from client). Project Limits: 0.6 acres at EYW, defined by the highlighted"Conceptual Study Area" on attached Exhibit. • Perform a detailed topographic survey of East Lan side Utilities Relocation project areas including, but not limited to: building edges, existing lift station"IL", existing injection well, existing electrical rack, power poles and overhead electric, electrical racks, major structures such as manholes, lights, signs, drainage structures (including invert elevations, pipe material, size, apparent condition, and percent estimate of obstructions), concrete duct markers, pavement markings, and edges of pavement. • Perform DTM survey of the project limits (maximum cross sectional interval 25' on pavement, 50'on ground) locate grade breaks, provide 1' interval contours. • Locate above ground visible utilities. ® Locate marks for underground utilities provided by others performing SUE tasks. • Add underground utility data(including measured depths, observed pipe materials and sizes to manholes and approximate depths to underground utility lines located)as provided by SUE firm to topographic survey CAD file. • Locate wetlands as may marked by others within project designated survey limits throughout the as A limits described above and as on the attached Exhibit. Wetlands marking is to be coordinated with OSM to be marked just prior to or during the scheduled survey. Task B: SUE Utility Survey at EYW East Landside Area(To be performed by SSMC) • (See attached Exhibit for Task A described above and outlined on the aerial map markup received from client). Project Limits: 0.6 acres at EYW, defined by the highlighted"Conceptual Study Area"on attached Exhibit. • Horizontally locate and field mark (paint&flags)all public subsurface utility mains found excluding irrigation within Project Limits. Provide approximate depths of utilities found, obtain sizes, material type and inverts, measure down from rims on the sanitary manholes found and to include lift station manholes. 1V_g.J11gjIh !;@tIon Terms and Conditions O'Neal Surveying & Mapping, Inc. and Southeastern Surveying and Mapping Corporation (SSMC) agrees to abide by the Sunshine 811, Florida State Statutes Chapter 556.106 and all applicable laws, and regulations that pertain to the services provided. O'Neal Surveying & Mapping, Inc. (and Jacobs) MUST provide all plans and records for this site prior to SSMC the commencement of field efforts AND review plans with SSMC technician. SSMC will rely onthe accuracy of such plans and records and will notify O'Neal Surveying& Mapping, Inc. if there are any patently or reasonably identifiable defects in the documents prior to performing services. O'Neal Surveying & Mapping, Inc. representative will be responsible for reviewing plans with SSMC technician and indicate what utility structure are expected to be encountered and where. SSMC shall review the site conditions with the use of a Ground Penetrating Radar (CPR) in the presence of O'Neal Surveying& Mapping, Inc.Authorized Representative based upon the plans and records provided. O'Neal Surveying & Mapping, Inc. (and Jacobs) are aware that due to the inherent uncertain nature of subsurface utilities, including but not limited to deficient or misrepresentation of prints, SS MC cannot guarantee that all subsurface utility lines will be accounted for. SS MC will ensure that all reasonable efforts are made to identify the location of said underground utilitiesand provide the best available information within the project area with the use of Ground Penetrating Radar and Electronic Line Locating Equipment, as needed. Additional research will only be conducted by SS MC if requested in writing by O'Neal Surveying& Mapping, Inc. (and Jacobs). In accordance with the Underground Facility Damage Prevention and Safety Act, the Design Engineer shall perform sufficient Utility Coordination with the Utility providers in this location to affirm the information from SSMC's efforts andconfirm that no other subsurface utility is possibly undetected by these efforts. SSMC will certify that the surface designation is within two (2) feet of the true underground position of the utility relativeto the mark as shown on the surface in accordance with the plans provided and the reasonable efforts conducted to locatethe utilities as outlined above. SS MC shall not be held liable for any latent or unreasonably discoverable utilities in the project area. Furthermore, in theevent of a claim regarding the services provided in the proposal, SSMC shall have liability for reasonable and necessary defense costs to the extent caused by SSMC's negligence. Horizontal Control will be referenced to the Florida State Plane Coordinate System, Transverse Mercator Projection, East Zone, NAD 83, (2011 Adjustment). Vertical Control will be referenced to North American Vertical Datum 1838 (NAVD88). A OSM Professional Surveyor or his/her designee will perform field walk thru and QA/QC checks upon completion. Final survey drawings will have peer QA/QO review prior to submittal to client. Ple Deliverables will include signed and sealed copies as required. An AutoCAD digital file in Civil 3D format will be provided. This survey will be prepared in accordance with the State of Florida Standards of Practice Chapter 5J- 17, Florida Administrative Code, as set forth by the Board of Professional Surveyors and Mappers, pursuant to Section 472.027, Florida Statues. or not specified in teabove SCOPE OF SERVICES will not be performed without your prior knowledge and approval.
