FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES
BETWEEN MONROE COUNTY AND WOOD ENVIRONMENT &
INFRASTRUCTURE SOLUTIONS, INC. FOR PROFESSIONAL ARCHITECTURAL
AND ENGINEERING SERVICES FOR THE KEY LARGO PICKLEBALL COURT
COMPLEX PROJECT
In accordance with the Agreement for Professional Architectural and Engineering Services, made
and entered into on December 19, 2018,between MONROE COUNTY, ("County") and WOOD
ENVIRONMENT AND INFRASTRUCTURE SOLUTIONS, INC., ("Consultant"), where
professional services are allowed if construction costs do not exceed $4,000,000.00, or for study
activity if the fee for professional services for each individual study under the contract does not
exceed $500,000.00 ("Agreement"), as provided in Subsection 287.055(2)(g), Florida Statutes, as
amended by Section 2, Chapter 2020-127, Laws of Florida, pursuant to which Attachment A,
Subsection 1.01 of the Agreement is hereby modified, the parties enter into this Task Order.
All terms and conditions of the Agreement apply to this Task Order, unless this Task Order
amends, adds, or modifies a provision or an Article of the Agreement of which will be specifically
referenced in this Task Order and the amendment, addition, or modification shall be precisely
described. These additions apply only to the project referenced in this Task Order.
This Task Order is effective on the 19th day of April 2022.
WHEREAS, installation of dedicated pickleball courts at the Key Largo Community Park has been
a request of the Key Largo community for several years; and
WHEREAS, impact fees have been allotted for the project.
NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the
parties agree as follows:
1. In accordance with Article II, SCOPE OF BASIC SERVICES, of the Agreement, the
Consultant will complete survey, geotechnical recommendation, engineering design,
bidding assistance, and construction oversight for the pickleball facility. The conceptual
site plan by Energy and Sustainable Design, Inc. dated 3/30/21 is understood to be the
chosen layout/starting point for the design. The design includes ten(10)standard pickleball
courts with dimensions 64' x 34'. The courts will be accessible for wheelchair play (ADA
accessible).
Services provided shall include:
Task 1: Topographic and Boundary Survey
Consultant will perform a topographic and boundary survey for the property. The survey

will include rights of way for the adjacent streets (Atlantic Ave., Homestead Ave., St.
Croix Place, and the alleyway between the vacant parcel and the parking), which will
double as defining the property lines for the site. The topo portion of the survey will
locate existing utility poles, signs, the 5-6 trees on the site, and spot elevations on both
the property and the adjacent roadways. Topographic cross-sections will be captured
every 25' which will facilitate earthwork cut-fill calculations and allow for a positive
drainage design. The site is roughly 0.88 Acre. One deliverable of a Topographic and
Boundary Survey, 11x17, in both AutoCAD and .pdf format.
Task 2: Geotechnical Borings
Consultant will perform three (3) Standard Penetration Test(SPT)borings to a depth of
approximately ten (10) feet below the ground surface, and three (3) Rotary Auger
Borings, within the proposed pickleball court site. The SPT boring will be performed in
general accordance with the procedures recommended in ASTM D-1586, and the Auger
Borings will be performed in accordance with ASTM-D1452. At the completion of
drilling, Consultant will grout the test boreholes with a mixture of soil and cement.
Consultant will coordinate the location of underground utility lines through Sunshine
State One Call of Florida. Samples will be examined by a geotechnical engineer and
visually classified using nomenclature consistent with the Unified Soil Classification
System and a Geotechnical Recommendation Report will be delivered in an electronic,
pdf format.
Task 3: Engineering Design
Consultant will produce, in AutoCAD software, engineering plans and technical
specifications for the project. An engineer's opinion of the probable construction cost
will not be included since the County already bid on this project in 2021 and therefore
has set a budget appropriately.
The following sheets are projected in the plan set:
1) Cover Sheet
2) General Notes /Abbreviations /Legend
3) Existing Conditions /Demolition/ Clearing Plan
4) Demolition Plan 2
5) Civil Plan (paving, grading, and drainage)
6) Civil Plan 2 (paving, grading, and drainage)
7) Hardscape Details (fencing, gates, typical pavement section, sidewalk detail)
8) Drainage Details (inlets, swales,parking stall detail)
Drainage will be designed to be self-contained and not discharged offsite or tied into
street drains. Consultant will utilize the USA Pickleball Courts Construction &
Maintenance Manual 2020 as a reference for ensuring compliance with standardized
courts. With an expedited schedule anticipated, only 60% and 100% design submittals

are included in the Scope of Basic Services, with one (1) in-person review meeting with
County.
Deliverable(s):
1) 60% Engineering Plans (11x17, AutoCAD, 8 projected sheets, 40 scale)
2) 60% Technical Specifications
3) One (1) Review Meeting at Monroe County
4) Respond to County Review Comments
5) 100% Engineering Plans
6) 100% Technical Specifications
Task 4: Bidding Assistance
Consultant will assist the County during Bid Advertisement, including the following:
1)Attend one (1)Pre-bid conference
2) Respond to RFIs
3) Issue Addenda
4)Produce a Recommendation to Award Letter
Task 5: Construction Oversight
Consultant will provide the County with limited construction oversight services as
follows:
1) Attend one (1)Pre-construction conference
2) Respond to RFIs
3) Contractor Payment Application Review
4) Review As-Built Drawings
5) Three (3)Periodic Site Inspections
6) Substantial Completion Site Visit
7) Final Completion Site Visit
SCHEDULE:
Tasks 1-3 total estimated time to complete from Notice to Proceed will be sixty (60)
days. Tasks 4 and 5 are dependent upon County's schedule of advertising and awarding a
construction contract.
2. In accordance with Article VII,paragraph 7.1.1 of the Agreement,the County shall pay the
Consultant a lump sum total of Forty-Four Thousand One Hundred Sixty-Four and
48/100 ($44,164.48) Dollars paid on a percent complete basis for the following phases:
a. Topographic and Boundary Survey - $5,065.40 upon completion, document
review and approval by the Director of Parks and Beaches
b. Geotechnical Recommendation Report - $7,665.00 upon document review and
approval by the Director of Parks and Beaches

c. Engineering Design - $19,146.83 upon document review and approval by the
Director of Parks and Beaches
d. Bidding Assistance - $6,065.15 upon completion and approval by the Director of
Parks and Beaches
e. Construction Oversite and Administration - $6,222.10 upon completion
All other Terms and Conditions of the Agreement remain unchanged and in full force and effect.
IN WITNESS WHEREOF,each parry caused this Task Order to be executed by its duly authorized
representative.
