ITEM BACKGROUND: This item is to approve entering into an $11,692 Task Order#9 to the contract with WSP USA Environment& Infrastructure Solutions, Inc. (formerly Wood) for on-call professional engineering services for Category C resilience and environmental services to develop a revised grant application for the United States Department of Transportation(USDOT) Federal Highway Administration (FHWA) Charging and Fueling Infrastructure (CFI) Round 2 discretionary grant program. The CFI program was established by the Infrastructure Investment and Jobs Act(IIJA) and is intended to aid in strategic deployment of accessible electric vehicle charging and other alternative fueling infrastructure. The program includes two distinct grant opportunities: Community Grants and Corridor Grants. IIJA authorized $2.5 billion for CFI in fiscal years (FY) 2022 through 2026. Up to $800 million is available to fund new Round 2 applications under this year's Notice of Funding Opportunity (NOFO). The county and municipalities are working together to reapply for a regional application. WSP shall assist with the preparation and submittal of the grant package for the Electric Vehicle Charging stations throughout the Florida Keys. The municipalities shall reimburse the County for their portion of the application fees. An application was submitted in 2023, but due to the overwhelming number of applications received by USDOT, less than 10% of eligible applications submitted received an award. The county's application was deemed "highly qualified", and the County was invited by FHWA to resubmit last year's application for reconsideration of Round 1 funding. The County has already responded affirmatively to FHWA for reconsideration of the Round 1 application submitted last year. For this year's Round 2 application, WSP will coordinate with the County and municipalities to modify last year's application, ensuring all application components and attachments are responsive to the Round 2 NOFO. The 4614 application will include requests for charging stations in Monroe, Islamorada, Marathon and Key West. As part of the grant application, the County and municipalities are also committing to a 20% non- federal match estimated at approximately $4 Million. These funds can potentially be supplied through revenues from an EV contractor that operates the charging stations. FHWA seeks to award grants to eligible entities that will contract with a private entity for acquisition and installation of publicly accessible electric vehicle(EV) infrastructure. The CFI Program requires private entities shall contractually agree to pay the non-federal match of the project cost carried out with CFI funds. If a grant recipient demonstrates that, despite best efforts, a contract cannot be executed with a private entity to pay non-federal share, the grant recipient will remain ultimately responsible for ensuring the non- federal cost share is met for the project. The match is divided equally between the County and the 3 participating municipalities. FOR THE FEDERAL HIGHWAY ADMINISTRATION CHARGING AND FUELING INFRASTRUCTURE PROGRAM IN MONROE COUNTY, FLORIDA This Task Order #9 is entered into on this 17th day of July 2024 , in accordance with the Continuing Contract for On-Call Professional Environmental Engineering Services made and entered on the 181h day of May 2022, as amended by Amendment No.1 dated November 151h, 2022, between Monroe County, hereinafter referred to as the "County" and WSP USA Environment & Infrastructure, Inc. hereinafter referred to as "Consultant" where design services are allowed if construction costs do not exceed $4,000,000. It is understood the County has been notified by FHWA on award status of the County's FY 2022-2023 application and encouraged by FHWA to re-apply for Round 2 FY 2024-2025 funding. Accordingly, this scope of work assumes a resubmission to the FY 2024-2025 CFI program that reflects the FY 2022-2023 application's scope and budget, charging infrastructure and equipment locations, and sources of project funding. TASK 2— DATA COLLECTION AND REVIEW Upon receiving notice to proceed, WSP will review the County's FY 2022-2023 CFI application (titled "Fabulous Florida Keys Resilient Corridor: Connected Charging for All") against all CFI program criteria included in the program's FY 2024-2025 Notice of Funding Opportunity (NOFO). WSP will engage Monroe County to confirm all major project components including the project scope, budget, charging infrastructure and equipment locations, and sources of project funding. WSP will confirm any minor revisions needed such as project start and end dates, revised milestone dates, or adjustments to project cost estimates as part of this task.
