01/15/2003 CONTRACT FOR GEOGRAPHIC INFORMATION SYSTEM (GIS) ZONING PROJECT THIS CONTRACT is entered into by MONROE COUNTY, a political subdivision of the State of Florida, whose address is the Marathon Government Center, 2798 Overseas Highway, Marathon, Florida 33050, hereafter the County, and Calvin, Giordano & Associates, Inc., whose address is 1800 Eller Drive, Suite 600, Fort Lauderdale, Florida, hereafter CGA. Section 1. CGA and the County, for the consideration named agree as follows: 1. CGA will develop a ESRI ArcGIS 8.x parcel based zoning feature class, a seamless zoning feature classs, a zoning database, and a ArcMAP interface zoning maintenance tool. 2. Zoning feature classes will include all areas of unincorporated Monroe County. Areas considered to be incorporated and not included are the Village of Islamorada, Layton, Key Colony Beach, Marathon, and Key West. 3. Zoning designation boundaries will extend to street centerlines. 4. CGA will develop Visual Basic code to create tools for zone area maintenance to include common tasks: A. Split existing zoned area. B. Combine existing zoned area(s). CGAConlracl.doc 12/09/029:06 AM C. Modify attribute information for zoned areas. D. Standardize symbolization of zoned areas. E. Support multi-user updates. F. Support standard zoning map products. 5. The parcel level zoning feature class and the overall seamless zoning feature class will be provided to the County for review and quality control in an area by area basis. The County will inform CGA of any inaccuracies. Revisions will be completed in a timely manner and returned to the County. Section 2. The deliverable product will include the following. 1. GIS feature class of the overall seamless zoning in State Plane Coordinate System NAD83 FIPSZone 901 Feet. 2. Individual parcels assigned with zomng designation III State Plane Coordinate System NAD83 FIPSZone 901 Feet. 3. Zoning Toolbar. Tasks include splitting existing zones, combining existing zones, creating new zones, and modifying existing zone attributes. A. Zoning Split Tool B. Zoning Combine Tool C. Zoning Edit Tool D. Zoning Map Tool E. Zoning Create Tool CGAContract.doc 12/09/029:06 AM F. On-Site Visit to install and instruct G. Source Code Section 3. The County will provide all existing digital zoning, parcel, and land use data with tabular updates, map sheets, DOQQ's and any and all other information, as needed, to complete the project. Section 4. CGA will complete the zoning project within the ninety-day time frame required by the County. CGA will begin work on the project upon receipt of authorization to commence. Section 5. Upon completion of all work described above and provision of all deliverable products to the County, the County agrees to pay CGA the lump sum amount of $44,770.00. Section 6. CGA warrants that it has not employed, retained, or otherwise had act on its behalf an former County officer or employee subject to the prohibition of Section 2 of Ordinance No. 010-1990 or any County officer or employee in violation of Section 3 of Ordinance No. 020-1990. For breach or violation of this provision, the County, in its discretion, may terminate this Contract without liability and may also, in its discretion, deduct from the Contract or purchase price, or otherwise recover the full amount of any fee, commission, percentage gift, or consideration paid to the former County officer or employee. A person or affiliate who has been placed on the convicted vendor list following a conviction for public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not perform work as a contractor, supplier, subcontractor, or consultant under contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017 of the Florida Statutes, for the Category two for a period of 36 months from the date of being placed on the convicted vendor list. Section 8.
