ITEM BACKGROUND: The southeast Florida region, including Monroe County, has long been recognized as an area that is critically vulnerable to climate-related hazards. Coastal resources that provide an important first line of defense continue to be lost or reduced in size, thus further exposing people and property to coastal hazards. Interest is growing in the protective role that coastal nature-based measures or projects (or green infrastructure), such as reefs and wetlands, can play in adapting to these risk. A lack of quantitative information on relative costs and benefits is one principal factor limiting their application on a broader scale. The County has not previously had the opportunity to complete a Natural Resource Adaptation Plan, and given the environmental sensitivity of areas throughout Monroe County, this will be a key element of the County's resiliency strategy. The Natural Resources Adaptation Plan includes a cost-benefit methodology and analysis that 1) identifies specific actions, and 2)provides an understanding of what those actions will cost to better inform the county, state, and federal partners of what natural resource adaptation strategies will look like. The plan was drafted to inform residents and stakeholders of the state of our environment and habitat and the challenges it faces. This plan was a collective effort to articulate the challenges facing habitat in the Keys and recommend a suite of strategies and collective actions that could get us to our goals. The Plan includes a list of prioritized projects for each asset class as defined in subsection 380.093(2), F.S., for consideration and future implementation. The projects can be applied for under various grant programs. The community is encouraged to provide feedback and comments on the draft plan. PREVIOUS RELEVANT BOCC ACTION: 08-18-21: Approval to advertise on call professional engineering services for the resilience and canal restoration programs, including Category A - Canal Master Plan Program Planning Services, Category B -Canal Infrastructure Engineering Services for Projects and Category C - Resilience/Environmental Engineering Services. 03-16-22: Approval to enter into negotiations in rank order with one or more of the respondents for on- call professional engineering services for the Category C - Resilience and Environmental Engineering Services. 05/18/22: Approval to enter into a $0 contract with Wood Environment& Infrastructure Solutions, Inc. for on-call professional engineering services for the Category C - Resilience and Environmental Engineering Services. 11/15/22: Approval to enter into a $0 Amendment No. 1 to the contract with Wood Environment & Infrastructure Solutions, Inc. for on-call professional engineering services for the Category C - Resilience and Environmental Engineering Services for a name change to WSP USA Environment& Infrastructure Inc.; retroactive to September 26, 2022. 11/15/22: Approval to enter into a $200,000 Task Order#1 to the contract with WSP USA Environment &Infrastructure Solutions, Inc.
