A RESOLUTION OF THE MONROE COUNTY COMPREHENSIVE PLAN LAND AUTHORITY REGARDING THE EXECUTION OF ALL WARRANTS, LEGAL DOCUMENTS AND PAPERS, AND OTHER INSTRUMENTS ON BEHALF OF THE LAND AUTHORITY . WHEREAS, Resolution 05-2021 and Resolution 04-2024 granted signature authority to current Executive Director Christine Hurley; and WHEREAS, Christine Hurley is leaving the Executive Director position; and WHEREAS, the Monroe County Comprehensive Plan Land Authority has hired Cynthia Guerra to serve as the Land Authority's ACTING Executive Director beginning on September 12, 2024; and WHEREAS, the members of the Governing Board of the Monroe County Comprehensive Plan Land Authority have Chairman Rice and Vice Chairwoman Lincoln; and WHEREAS, it is necessary to authorize the Executive Director, Chairman, and Vice Chairman of said Board to sign all warrants, legal documents and papers, and other instruments on behalf of the Monroe County Comprehensive Plan Land Authority, NOW, THEREFORE, BE IT RESOLVED BY THE MONROE COUNTY COMPREHENSIVE PLAN LAND AUTHORITY: Section 1. Resolution 05-2021 and Resolution 04-2024 are hereby rescinded. Section 2. That Chairman David Rice and ACTING Executive Director Cynthia Guerra, are hereby authorized to sign warrants, legal documents and papers, and other instruments on behalf of the Monroe County Comprehensive Plan Land Authority in accordance with the internal control requirements of Resolution 01-2023 and staff is directed to prepare a facsimile stamp of the Chairman's signature in furtherance thereof. The Monroe County Comprehensive Plan Land Authority Office Manager is hereby authorized to use the facsimile stamp for signing warrants, legal documents and papers, and other instruments on behalf of the Chairman. Section 2. That in Chairman David Rice absence, Vice Chairwoman Michelle Lincoln and ACTING Executive Director Cynthia Guerra are hereby authorized to sign warrants, legal documents and papers, and other instruments on behalf of the Monroe County Comprehensive Plan Land Authority in accordance with the internal control requirements of Resolution 01-2023. Section 3. That the presently authorized signatures validating Land Authority checks are hereby continued for sixty days from this date in order to meet payroll and other necessary obligations. Section 4. That in the absence of the Executive Director, the Senior Property Acquisition Specialist may be designated by the Executive Director as indicated by written memorandum to the Monroe County Comprehensive Plan Land Authority Governing Board, for signing warrants, legal documents and papers, and other instruments on behalf of the Monroe County Comprehensive Plan Land Authority.
