9. 2nd Task Order HMGP Generators 09/25/2024 TASK ORDER
FOR GRANT ADMINISTRATION SERVICES BETWEEN MONROE COUNTY AND
LANGTON ASSOCIATES,INC.FOR THE HMGP GENERATORS
FOR CRITICAL FACILITIES PROJECT
In accordance with the Agreement for Grant Writing and Administration Services, made and
entered into on February 15,2023,(Agreement),between MONROE COUNTY,("County")and
LANGTON ASSOCIATES, INC. ("Consultant"), where grant writing and administration
services are allowed.
All terms and conditions of the Agreement apply to this Task Order, unless this Task Order
amends, adds, or modifies a provision or an Article of the Agreement, which will be specifically
referenced in this Task Order and the amendment, addition, or modification shall be precisely
described. These additions apply only to the project referenced in this Task Order.
This Task Order is effective on the 25th day of September ,2024.
WHEREAS,Monroe County is in need of twenty-one (21)permanent generators and installation
of two(2)5,000-gallon fuel tanks at various County facilities located throughout Monroe County;
and
WHEREAS, the project needed for the design, sizing, placement, and permitting of emergency
back-up generators at 21 locations across the County is partially funded by HMGP Grant 94337-
524-R; and
WHEREAS,the County desires to have assistance with the administration of the grant in order to
ensure compliance with the grant requirements, and the Consultant has the needed expertise to
provide this service.
NOW,THEREFORE,in consideration of the mutual promises and covenants set forth below,the
parties agree as follows:
1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the
Consultant will provide Grant Administration Services for the HMGP Grant Award 94337-
524-R County-Wide Generator Updates Project, subject to the provisions thereof as may
be amended.
Services provided shall include:
a. Assistance with the preparation of subgrant request for reimbursement(s) (RFR)
through the conclusion of Phase I,to include direct costs and sub-recipient management
costs(SRMC).

Deliverables:
1) Completion and submission of FDEM RFR forms.
2) Maintenance of communication with FDEM Representative for any
questions/edits.
3) Updating of Budget documents to reflect drawdown amounts.
b. Provision of subject matter expertise on the finalization of the Phase I Deliverables,to
include,but not necessarily limited to:
• Construction Plans and Drawings.
• Technical Specifications and Materials Summaries.
• FEMA-Compliant Construction Cost Estimates.
• Any and all applicable permit applications.
• Other Phase 1 subgrant agreement deliverables as required.
Deliverables:
1) Maintenance and review of official project records to ensure compliance with
Program requirements.
2) Provision of technical assistance to County staff on any errors or omissions.
c. Development of any and all Phase I subgrant closeout request letters, assurances and
requirements for submission to FDEM.
Deliverables: Drafting and Submission of Phase I subgrant closeout request letters,
assurances and requirements for submission using FDEM approved templates or forms.
d. Receipt,compilation,review and packaging of all Phase I Deliverables to be provided
to FDEM.
Deliverables: Creation of submission package based on FDEM guidance and
requirements.
e. Preparation of a comprehensive set of subgrant documentation to satisfy applicable
programmatic documentation retention requirements.
Deliverables:
1) Maintenance of off-site recordkeeping of official grant records.

2) Creation of a forecast for record retention in compliance with 2 CFR Section
200.334 and programmatic requirements.
f. Assistance with quarterly reports and subgrant agreement modifications as needed.
Deliverables:
1) Drafting of quarterly/final financial/performance reports (minimum 3) using
FDEM provided format and instructions.
2) Drafting of subgrant modifications, as needed, using FDEM provided format
and instructions.
g. Securance of confirmation of Phase II subgrant closeout from FDEM.
Deliverables: Maintenance of communication with FDEM Representative on any
questions/edits to the final closeout package.
h. Other related tasks as assigned.
Deliverables: TBD
3) In accordance with Article VII,Paragraph 7.1 of the Agreement,the County shall pay the
Consultant an amount not to exceed Thirty-Four Thousand, Four Hundred, Seventy-
Six and 00/100 dollars($34,476.00)paid based on monthly hours spent.
All other Terms and Conditions of the Agreement remain unchanged and in full force and effect.
