4th Work Order Scope of Services 08/02/2024 Turn Lane Feasibility Study SCOPE OF SERVICES FOR WORK ORDER NO. 4 Turn Lane Feasibility Study Monroe County, Florida A. INTRODUCTION The Monroe County Planning Department requested that a Turn Lane Feasibility Study be conducted to determine the feasibility of: • an acceleration lane at the intersection of US 1 (Overseas Highway) and Ships Way in the southbound direction • a right-turn lane in the northbound direction and a left-turn lane in the southbound direction on US 1 at the entrance to the Pine Channel Nature Park, located just south of Ships Way. The following is a list of tasks included in the scope of services. Any task that is not listed below will be considered out of scope. B. SCOPE OF SERVICES Task 1: Data Collection • Download crash data and crash reports for the recent 5-year period (2019-2023) from Signal Four Analytics. • Retrieve high crash lists from Signal Four Analytics for the recent 5-years available (2018-2022). • Collect 8-hour turning movement counts (TMCs) at the intersection of US 1 & Ships Way/W. Cahill Court and 12-hour TMCs at US 1 & Pine Channel Nature Park entrance/exit. • FDOT Work Program for any programmed/upcoming projects. • List of ongoing studies from FDOT D6 Traffic Operations Office. Task 2: Project Progress Meetings • AECOM staff will attend up to two virtual progress meetings with the Monroe County PM to discuss the study findings/recommendations. Task 3: Coordination Meetings • Contact the following agencies, as applicable, to obtain their input on proposed improvements. o FDOT o City of Layton o Monroe County Sheriff's Office Task 4: Crash Data Analysis and Collision Diagrams • Review the FDOT high crash location lists to check if the study segment is in a high crash area. • Identify and correct mislocated and miscoded crashes based on crash reports. Page 1 of 3 Turn Lane Feasibility Study • Prepare crash summary tables and develop collision diagrams based on the latest 5-year crash data. • Review crash reports for significant crash patterns and identify probable causes. Task 5: Existing Condition Diagram • Develop a condition diagram for the study intersections. The condition diagram will show only those roadway features that are pertinent to the scope of this study. Task 6: Field Reviews • Conduct field reviews during peak periods to observe traffic flow and identify any potential safety/operational issues. Task 7: Turn Lane Warrant Analysis • Conduct a turn lane warrant analysis to determine the need for a southbound left- turn lane and a northbound right-turn lane at US 1 & Pine Channel Nature Park entrance/exit. Task 8: Draft Deliverable Prepare a draft report summarizing the study findings and recommendations and submit it to Monroe County for review. The following items will be included in the draft report: • Findings of Field Reviews • Crash Analysis and Collision Diagrams • Summary of Existing Conditions • Summary of Coordination Activities • Proposed Improvements • Concept Drawings showing Proposed Improvements • Estimate of Construction Costs using Long Range Estimate Task 9: Final Deliverable • Revise the draft report based on comments received from Monroe County. • Submit a PDF of the Final Report. Deliverables The Consultant shall prepare a draft technical memorandum and submit to the County Planning Department for review. Upon receipt of the review comments from the County Planning Department, the Consultant will prepare the final technical memorandum and submit it to the County Planning Department in Adobe Acrobat (PDF) format. C. Project Management Purpose The purpose of this task to perform all project management related activities that are required as part of this study. Page 2 of 3 Turn Lane Feasibility Study Activities Project Management will include the overall management of this study, including project staffing, scheduling work activities, coordinating with Monroe County PM, attendance at project meetings, and QA/QC reviews of project deliverables. Proiect Schedule Project schedule will be developed and submitted to the County Project Manager for review and approval. The monthly progress reports will include updates to the original project schedule. Progress Reports Project progress reports will be prepared and submitted to the county on a monthly basis. The progress report will discuss work accomplished during the preceding month, work projected for the following month, and potential project issues and associated impacts to the project schedule or budget. Deliverables Monthly Progress Reports and Invoices D. Compensation for Services The Consultant shall be paid a lump-sum amount of $43,702.97, invoiced monthly as percent complete, consistent with progress reports. The staff-hour estimates, and the corresponding costs are based on the Professional Services Agreement between Monroe County and AECOM executed on April 25, 2023. E. Schedule The Draft Technical Memorandum shall be submitted to the County Planning Department by December 31, 2024. The Final Technical Memorandum shall be submitted within 14 days of receiving review comments from the County Planning Department. Acceptance and approval of this Work Order by both parties by signatories below constitute authorization for the Consultant to proceed.
