Safety Management System (SMS) Support
Over
Safety Management System (SMS) is a systematic and proactive approach that integrates safety
into airport operations, business practices, and culture. It promotes continuous safety
improvements through an established cycle of management and can prevent accidents.
The US Code of Federal Regulations (CFR),Title 14 Part 139 Subpart E—Airport Safety
Management System requires certain certificated airports, including Key West International
Airport(EYW),to develop and implement SMS. As part of the SMS initiation process,the EYW
SMS Implementation Plan was approved by the Federal Aviation Administration (FAA). EYW has
requested Jacobs Project Management Co. (Jacobs) to provide this scope of work to conduct a
SMS Gap Analysis and support the execution of the SMS implementation.
Msumptions
• EYW will provide knowledgeable staff contacts, internal resources, and subject matter
experts to support the SMS work, as well as needed access or data from EYW databases
(such as a Learning Management System) or record logs.
• EYW will identify a single point on contact(referred to in this document as the SMS
Manager)for coordination with the Jacobs team. The SMS Manager will support the
gathering of information including the FAA approved SMS Implementation Plan, existing
policy statements, manuals, Standard Operating Procedures(SOPS), databases,
information systems,training materials and other relevant documents and procedures.
• EYW will provide consolidated input/feedback via the established collaborative site
tracking log within a timeframe agreed upon by EYW and Jacobs after the kick-off
meeting for receipt of deliverables.
• Deliverables will be prepared and delivered in editable Microsoft Suite format(e.g., MS
Word, Excel,Visio, etc.).
Task 1.1_S f andTraeinin I'nventorie
The Jacobs team will work with the SMS Manager and designated EYW representative(s)to
create Safety and Training Inventories of EYW's existing policies, procedures, regulations,
actions, controls, and processes relating to preserving and/or increasing safety in the airside
environment.
The Safety Inventory will include a review of the following:

• Existing safety organization, policies, procedures,plans, systems, meetings, personnel
actions including practices and procedures for airfield control, monitoring, inspections,
and how conditions are documented and communicated.
• Existing practices for safety communication, promotion, and safety enforcement.
• Historical data, such as, runway incursions,aircraft incidents, vehicle incidents and
accidents, medical incidents involving injuries to airside workers,facility damage reports,
and other relevant information.
• Airport employee involvement in airside accident/incident investigations—including the
extent of documentation,analysis of cause and effect, investigation methods and training
undertaken to conduct investigations.
• Existing practices for safety risk management, mitigation implementation, and mitigation
effectiveness evaluation.
• Existing safety reporting methods, communication and data sharing used by EYW,
including safety-reporting methods intended for use by EYW employees,tenants,
contractors,vendors, and the public.
The Training Inventory will document all existing airport mandated employee and tenant airside
environment safety and security training, including all training for the proper performance of
Part 139 inspections.
The Safety and Training Inventories will include identified activities titles and descriptions,to
serve and inform the Task 1.3 Safety Analysis Workshops and Task 1.4 Gap Analysis. Additional
details may include relevant dates, photos,copies of documents, and other elements that may
be applicable to the SMS foundation.The draft Safety and Training Inventories will be submitted
to EYW for review and feedback prior to the final Safety and Training Inventories.

Task 1,.2 Safe Aria i Worksho
The information gathered as part of Task 1.2 will be leveraged to conduct a virtual one-hour
Safety Analysis Workshop with the SMS Manager and other key SMS stakeholders.The outcome
of the workshop will be a Safety Analysis Report that summarizes existing Airport policies and
procedures to SMS adaptability.
The purpose of the Safety Analysis Workshop is to:
• Share and validate results of Task 1.2 Safety and Training Inventories.
• Compare and discuss existing Airport policies and procedures to SMS adaptability, using
guidance in FAA Advisory Circular 150/5200-37A(particularly,Table 2-1. Examples of
Existing Processes and Procedures).
• Conduct a preliminary brainstorm of potential opportunities for the evolution of existing
safety practices to SMS applicability.
Following the Safety Analysis Workshop,the Jacobs team will compose a Safety Analysis Report
to summarize the discussion, document the SMS adaptability of existing Airport policies and

procedures, and note any potential opportunities for the evolution of existing practices to SMS
applicability.

Based on information gathered while performing the work in Tasks 1.2 and 1.3, and in
collaboration with the SMS Manager,Jacobs will prepare a Gap Analysis comparing existing
safety systems, procedures, reporting methods and processes to the requirements of the Part
139—Subpart E Airport SMS regulation and AC 150/5200-37A(or current version).
Recommendations will be made for how to achieve compliance in areas of identified deficiency..
Jacobs will facilitate a virtual two-hour meeting to review the draft Gap Analysis Report with the
'SMS Manager and other key SMS stakeholders. EYW will have the opportunity to provide
feedback for the draft Gap Analysis Report via the collaborative site. The Jacobs team will
incorporate feedback from the meeting and the collaborative site in the Final Gap Analysis
Report.
