ITEM BACKGROUND: Two professionals in the discipline of architecture have expressed their interest in filling the vacancy on the Historic Preservation Commission (HPC). Their professional qualifications have been included as backup. Section 135-3(b): Appointment and membership qualifications. The HPC consists of five members appointed by the BOCC. Each member shall be a resident of the county at the time of appointment and during his term in office. To the extent possible, the BOCC shall appoint four individuals who are professionals in any of the disciplines of architecture, history, architectural history, planning, archeology, or other historic preservation related disciplines such as urban planning,American studies, cultural geography, or cultural anthropology. The BOCC shall also appoint one lay individual with a demonstrated special interest, experience, or knowledge in history, architecture, archaeology, or related disciplines. HPC members serve overlapping terms of three years. HPC members serve without compensation, but are entitled to the reimbursement of expenses as provided in F.S. § 112.61 and by ordinance. A member may be removed from office prior to the expiration of his term for cause by a majority vote of the BOCC. However, a member will automatically vacate his seat if the member fails to attend four meetings in a calendar year. When a vacancy in office due to absence occurs, the BOCC shall appoint a replacement within 60 days to serve out the remainder of the vacated member's term. Edward Blanco is no longer a resident of Monroe County and has vacated his position on the Historic Preservation Commission. Mr. Blanco was appointed by the BOCC on 9/21/2022 to serve as a professional in architecture and his term would have expired on 9/21/2025. The appointee shall serve out the remainder of Edward Blanco's term. 4675 PREVIOUS RELEVANT BOCC ACTION: On June 1st, 1999, the BOCC passed Ordinance No. 022-1999, providing for the appointment of professionals to the Historic Preservation Commission in certain designated categories relating to historic preservation. I believe I would be a good fit for the role because of my personal background and work experience in the Keys. After moving to the Keys in 2013, 1 worked for D'Asign Source for four years, initially as an intern and shortly thereafter as a licensed architect. To gain more experience in the commercial sector, I transitioned to K2M Design as a licensed architect for another four years. During my time with these firms, I gained enough experience to start my own architectural design firm, Sandbar Design Studio,which has been an active business in the Florida Keys for a little over three years. As an architect, I have worked on many historic preservation projects, most of which have gone through the Historic Architectural Review Commission in Key West and were subsequently completed. Designing in this environment has generated a respect and sensitivity to the history of Monroe County as a whole. I believe the fabric of our community lies not just in our new construction, but also in our historic homes and buildings. The protection of historic structures maintains the heritage and beauty of the Keys. Outside of work, I enjoy spending time with my son, Carter, and our dog, Fred, at our home on Big Pine Key or out in our active community. We enjoy being able to spend time on the water and explore all that Monroe County has to offer us. It would be a great pleasure to be involved with a board that shares this passion of mine, and I hope to be considered for any open position.
