AGENDA ITEM WORDING: Approval of Amendment no. 4 to the contract with WSP USA
Environment& Infrastructure Inc (formerly Wood) for professional mobile LiDAR services for the five
municipalities to extend the contract date retroactive from July 31, 2024 to January 30, 2025.
ITEM BACKGROUND:
This item is for approval to enter into an amendment no. 4 to the contract with WSP (formerly Wood)
for mobile LiDAR elevation survey services for all five municipalities to provide an extension of time.
Work is nearing completion and the municipalities are satisfied with the services to date. Additional
time is needed to complete the work due to unforeseen circumstances slightly delaying the work.
PREVIOUS RELEVANT BOCC ACTION:
08/18/21: Approval to advertise for professional mobile LiDAR elevation, surveying and mapping
services for roads and facilities in the municipalities to assist in their resilience planning work, to be
funded by the municipalities.
01/21/22: Approval to negotiate with top-ranked respondent Wood Environment &Infrastructure
Solutions, Inc. for a contract to provide professional mobile LiDAR elevation, surveying and mapping
services for roads and facilities in the municipalities to assist in their resilience planning work, to be
funded by the municipalities; if necessary, approval to negotiate with next-ranked respondents until an
agreement is reached.
June 13, 2023: Approval of Amendment no. 2 to the contract with WSP USA Environment &
Infrastructure Inc (formerly Wood) for professional mobile LiDAR services for the five municipalities
to extend the contract date from June 15, 2023 to January 31, 2024.
06/15/22: Approval of a contract with Wood Environmental and Infrastructure Solutions, Inc. for
$554,000 to provide professional mobile LiDAR elevation, surveying and mapping services for roads
and facilities in the five municipalities to assist in their resilience planning work, to be fully funded by
the municipalities.

AMENDMENT NO. 4
TO THE CONTRACT
BETWEEN MONROE COUNTY
AND
WSP USA ENVIRONMENT & INFRASTRUCTURE, INC.
FOR
MOBILE LiDAR DATA ELEVATION IN THE MUNICIPALITIES
THIS AMENDMENT NO. 4, dated this 16 day of October 2024, to that Contract dated June 15,
2022 as amended November 15, 2022 under Amendment 1, June 21, 2023 under Amendment 2
and February 21, 2024 under Amendment 3 for Development of mobile LiDAR Data Elevation
in the Municipalities ("Agreement") by and between Monroe County Board of County
Commissioners ("COUNTY") and WSP USA Environment & Infrastructure, Inc. ("WSP") is
entered into as follows:
WITNESSETH:
WHEREAS, the CONSULTANT is working with the COUNTY and municipalities to complete
the mobile LiDAR work outlined in the contract; and
WHEREAS, the municipalities are satisfied with the CONSULTANT'S performance to date;
and
WHEREAS, the CONSULTANT has incurred unforeseen circumstances and requires additional
time to deliver the data collection and final project report; and
WHEREAS, the COUNTY agrees to extend the AGREEMENT to allow for the completion of
work.
NOW, THEREFORE, in consideration of mutual promises, covenants and contracts stated
herein, and for other good and valuable consideration, the sufficiency of which is hereby
acknowledged, COUNTY and WSP agree as follows:
1. The CONSULTANT agrees to be bound by all of the terms and conditions of the
Agreement.
2. The term of the agreement is retroactively extended from July 31, 2024, to January 31,
2025.
3. The CONSULTANT shall complete deliverables as specified in the revised deliverable
schedule attached as Exhibit B-3.

4. In all other respects, the terms and conditions of the Agreement remain unchanged.

DELIVERABLE SCHEDULE
The Contractor shall provide the following items. Items 1-2 shall be provided prior to
commencement of field activities:
Task 1: PROJECT SCHEDULE. Contractor shall provide a project schedule outlining the agreed
upon schedule that includes the tasks, dates and milestones clearly defined for each municipality.
Schedule may be updated throughout the project with municipality approval.

Task 2: QUALITY CONTROL/QUALITY ASSURANCE PROCEDURES. Contractor shall

techniques to assure complete, efficient, and accurate data collection along with the processes
involved with the calibration of the equipment. The procedures shall be approved by the
County's LiDAR consultant.
DELIVERABLE: Quality control/quality assurance report for each municipality, approved by
COUNTY'S Lidar CONSULTANT.

Task 4: MOBILE LIDAR DATA COLLECTION — The Contractor will provide the following
items for the accessible municipal maintained roadways listed in the original Appendix A:

oMark Recovery Forms
oPictures of Control
oMobile LIDAR Real-time Vehicle Trajectory logs in Excel and KMZ formats

The Contractor shall use A MicroStation TIN (GEOPAK or InRoads compatible) model of
the roadway surface, and shall perform the following:
oThe TIN model will be extracted from break line vertices.
oBreak lines will be included in the TIN (road center lines, edge of all paved
surfaces, curb/gutter lines, top front and top back of curb and any other areas
where break lines are needed to properly define the ground surface).

oThe TIN model will be developed for engineering purposes to assure an accuracy of
the TIN to<0.05-foot accuracy.
Deliverable:Two sets of the individual data sets will be provided on external hard drive for each
municipality. One set shall be provided to the municipality and one set to the County.

Task 5: FINAL PROJECT REPORT/MANUAL
Final deliverable: Project Report with Executive Summary — 12 hard copies of the Executive
Summary and 5 hard copies of the entire project report. Project report will also be provided in
Adobe Acrobat PDF format. Project report will outline the process and procedures involved in
the project. The data collection strategy, equipment and the methods used to validate accuracy
will be described. The software and data formats will also be described.
