Total Budget for FY 23/24: $286,482; Year to Date Expenditures and Encumbrances: $268,844; Remaining Balance: $17,638; Percentage of budget spent and/or encumbered year-to-date: 94% The County Extension Director/Family & Community Development Agent accomplished the following activities: • Alicia attended and presented at the Florida Resilience Conference in Bonita Springs September 11-131h. Alicia co-presented experiences and lessons learned from a one-year pilot effort that provided technical assistance and support to communities in Florida recently designated as Community Disaster Resilience Zones (CDRZ). Participants will include University of Florida Extension faculty from the Florida Sea Grant and the Institute of Food and Agricultural Sciences (IFAS)who served as "navigators"to work with CDRZs in their respective regions and help advance resilience planning and implementation. • Alicia worked with student interns to develop a 4-part series exploring the United Nations Sustainable Development Goals. The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015,provides a shared blueprint for peace and prosperity for people and the planet, now and into the future. At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries - developed and developing - in a global partnership. The series held the first workshop on SDG Goal 412 Ensure sustainable consumption and production patterns. Beware of trust busters! • False or untrue content • Clickbait tactics • Lack of balance • Manipulated images or videos • Dangerous or offensive and malicious content The Florida Sea Grant Marine Extension Agent accomplished the following activities: • Shelly trained staff and volunteers for Long Key State Park and John Pennekamp State Park on the Florida Horseshoe Crab Program with FWC program managers. These volunteers weigh, tag, and measure horseshoe crabs in the spring and fall in Monroe County. • Shelly was invited to College of the Florida Keys to meet with EPA Region 4 administrators and update them about the water quality initiatives we are working on at the Monroe County Extension Service. • Shelly helped to plan the agenda for the November 13 Florida Keys National Marine Sanctuary Water Quality Protection Program steering committee in Marathon and 2025 planning for the South Florida Ecosystem Connectivity Team. • Florida's Coral Reef Resilience Program (FCRRP) communication team has been asked to write a 2-page factsheet about a new invasive seagrass species Halophila stipulacea (link to new article: https://www.biorxiv.org/content/10.1101/2024.09.02.610701vl) found recently in Miami Dade at Crandon Marina. Shelly presented monthly updates to the FCRRP leadership. • Shelly spoke about looking for volunteers for horseshoe crab training at John Pennekamp State Park on Morning Magazine and wrote an article for The Keys Weekly summarizing the 2023 marine heatwave and coral bleaching in the Florida Keys. Shelly was co-author 2 4978 on Congressional 2-pager"Invasive Soft Corals: An Emerging Threat to Coral Reef Health." The Environmental Horticulture Extension Agent accomplished the following activities: • Maria Quirico focused on advancing educational materials and supporting volunteer efforts. She reviewed a fact sheet on witches' broom and collaborated with the Virtual Help Desk team to select"Florida Keys soil" as the following fact sheet topic. • Maria supervised five plant clinics conducted by Master Gardener volunteers, with participation ranging from 4 to 15 people per clinic. These events provided essential opportunities for the community to learn about horticulture and environmentally friendly practices. • Maria addressed inquiries regarding OF certification of assets and created digital certificates for Florida-Friendly LandscapingTM (FFL)yard recognition. She dedicated time to analyzing survey data from various projects, further contributing to her ongoing efforts in education and outreach. • Under Maria Quirico's supervision, Master Gardener volunteers dedicated 81 hours across multiple projects. Volunteers completed 6 hours of continuing education, 2 hours on citizen science projects, and 18 hours supporting community events and opportunities. They also contributed 12 hours to demonstration gardens, 23 hours to horticulture-related written materials, 6 hours to the Master Gardener Help Center, and 14 hours to support plant clinics. These collective efforts reflect the volunteers' dedication to fostering horticultural education and community engagement in Monroe County. The County Extension Coordinator and Program Specialist 11 accomplished the following activities: • Brynn certified 24 participants in American Heart Association CPR and First Aid courses, many participants were captains and local community members. • Brynn spoke on the radio about the Peanut Butter Challenge starting September 301h. Monroe County Extension will collect unopened jars of peanut butter throughout the keys in October to donate to local food pantries. • For the Keys Weekly, Brynn wrote an article on recognizing heat-related emergencies, prevention, and what to do if you are experiencing a heat-related emergency. • Brynn administered 2 pesticide exams through the Florida Department of Agriculture. Phone (305) 289-6005 to Monthly Activity t - Fire Rescue ■ Crewmembers from Station 13 participated in the Cub Scouts Night event at the Big Pine Community Park. ■ Administrative staff attended Key West High School's College Fair providing information to students about how to become a firefighter. ■ Crewmembers from each fire station completed annual fire hose testing in accordance with the National Fire Protection Association (NFPA) and the Insurance Services Office (ISO) fire department requirements. ■ Annual testing for ground ladders for each fire station and the aerial ladder apparatus was completed for each fire station, in accordance with the NFPA and ISO fire department requirements. ■ Conducted several meetings with the Firefighters Collective Bargaining Committee. Trauma Star/ EMS ■ Met with Medical Director Dr. Gandia to discuss the Paramedic and Flight Precepting Programs, including scheduling testing for paramedics. ■ Conducted Quality Assurance meetings with Lower Keys Medical Center and Baptist Health (Fisherman's/Mariners) hospitals. ■ Quality Assurance (QA) / Quality Management (QM) team continues to review all patient care reports completed for the month. ■ Conducted Flight team monthly meeting which included Quality Assurance and documentation guidelines/feedback, upcoming trainings, communications. ■ Thirty-two (32) personnel attended Bob Page's 12-Lead and Capnography class. This training covered both knowledge and practical applications to improve 12-Lead interpretation and fundamentals of Capnography. ■ Six (6) flight qualified personnel attended PALS (Pediatric Advanced Life Support) at the University of Miami Gordon Center. This training covered the low frequency high acuity cases of pediatric cardiac arrest. ■ One (1) Flight Medic completed MCFR's comprehensive provisional flight program and successfully passed the final flight assessment testing. ■ Trauma Star/EMS personnel attended Million Air's "Girls in Aviation" Event on September 21St static display with Trauma Star helicopter and medical crew to meet with young girls and their aspiring careers in aviation. 4982 Monthly Activity Report Page 2 of 2 Key West International Airport/Fire Station 7 ■ Attended Monroe County Fire Chiefs Summit/ Luncheon in Ocean Reef. ■ Attended new Monroe County EOC Orientation and Tabletop Exercise. ■ Completed new EYW SIDA Badge Training. ■ Attended each of the EYW Operations Meetings, Construction Meetings,Airlines Meeting and Airport Tenant Meeting. ■ Participated with two Wildlife Hazard Management Triggering Event Meetings. ■ Completed water salute for retiring Delta pilot. ■ Participated with ARFF Live Fire Training evolutions with NAS Fire Department, using their new aircraft simulator. Fire/EMS Training ■ Conducted facility and live fire training for forty-five (42) firefighters from Stations 22, 18, 17, 13, 11, 10, 9, 8 and 7. This is an ISO requirement for firefighters and the training provided maintains the state fire certifications for personnel. ■ Facilitated the Monroe County Sheriffs Office SWAT team training, which covered scenario- based exercises, weapons handling, physical fitness, and breaching techniques, enhancing their operational efficiency and readiness. ■ Conducted training for the department's "Hot Shots"Academy for twenty-three (23) candidates. These students were selected last month to participate in the rigorous firefighter training program that started on August 26tn. ■ Hosted a 2-day course on "12 Lead ECG and Capnography" course by Bob Page for MCFR and neighboring departments. The course was a comprehensive in-depth class on reading and interpretation of ECG's and Capnography. ■ Conducted Facility Fire Training for the city of Marathon's Fire department personnel. This is an ISO requirement for firefighters and the training provided maintains personnel state fire certifications. Fire Marshal's Office ■ Conducted Annual Fire and Life Safety inspections for commercial properties from Key Largo to Stock Island. ■ Conducted Vacation Rental Fire and Life Safety inspections for residential properties. ■ Conducted Plans Reviews and Inspections for New Construction and Renovation Permits for the building departments in Ocean Reef,the Upper Keys, Middle Keys, and the Lower Keys. ■ Participated in the Cub Scout and College Fair events. ■ Attended the monthly Development Review Committee meeting held by the Planning& Environmental Resources Department and provided four letters of coordination for new projects. ■ Fulfilled 9 public records requests for records, fire and incident reports for code and property fire investigation incidents. ■ Held a monthly staff meeting with members of the Fire Marshal's Office. 4983 Employee Services Department- September, 2024 Employee Benefits Office 1. Harbour Drive (Duck Key) Bridge Replacement: • Notice to proceed was issued for September 25, 2023 with a Substantial Completion date of March 28, 2025. • Sheet pile retaining wall complete on southeast side of bridge. • Construction of sheet pile retaining wall on northeast side of bridge has begun Seaview Drive (Duck Key) Bridge Replacement: • On September 18, 2024, County staff notified the contractor and the surety that it was declaring the contractor in default and terminating the construction contract for Seaview Drive Bridge. • The surety company will determine the method by which the project will be completed. 5000 No Name Key Bridge Sidewalk and Guardrail Repair Project • Engineering design is complete. DONE • Staff is preparing project manual and contract documents for bidding. DONE • Project was submitted to FDOT for grant funding on March 14 th; No money was granted. • The project went out for bid on June I oth. The opening bid date is set for July the I oth • We had five bids. Midcoast Construction Enterprises, LLC DBA Midcoast Marine Group was the lowest bidder. Ocean Bay Drive Bridge Repair • Project was submitted to FDOT for grant funding on March 14th. No money was granted. • Project went out for bid on May 20th. We had the opening bid last Thursday, June 20th. We had five bids. The lowest bid was a local company name, CBT Construction and Developer. We are in the process of checking their qualifications and experience in this type of work We would like to sign the Contract if everything checks. • Contractor will use an experienced and qualified subcontractor to handle the MOT on the project. County to submit grant document requirements to FDEP. Anticipate agreement on October or November BOCC agenda. • County has FL Commerce $8,181,489 CDBG grant IR026 in place. • Local match approved at BOCC budget meeting 9.11.24. • Staff working on Construction and CEI rebid documents.. Twin Lakes-Key Largo SLR Roadway Pilot Project: • Installed FKEC vaults nos. I and 2. • Installed drainage structure no. S-6 and approx. 161 LF of 24"pipe. Began excavation and backfilling for S-3 to S-4 and S-4 to S-6. • Began Crane St. cofferdam (pump station) excavation and temporary sheeting (approx. 24' • Installed cofferdam temporary fencing. • Began Adams Dr. set up and mobilization for drainage. 5001 Project 10% complete - Project duration 660 calendar days —substantial completion to be 5.6.26. Key Largo III (Burton Drive, Harry Harris): • Contractor began widening operations on Burton Drive, Planter Rd and First Street. • Engineer of Record was on site 8.21.24 to review drainage conflicts and advise solutions. 6 of 29 structures in progress —completion pending density testing. • Project 14% complete - Project duration 365 calendar days- substantial completion to be 7.8.25. GIS Based Roadway Asset Management and Work Order System: • Contract with Novotx for Elements XS Asset Management and Work Order system was executed in February. • A preliminary meeting was held on March 27th with GIS and IT staff, and the consultant to confirm system parameters prior to beginning implementation. • IT staff completed required system checks; GIS system parameters have been reviewed and completed. • Road Dept. staff is proceeding with implementation by submitting information on assets and tasks, equipment associated with each.. Roadway Vulnerability Study and Capital Plan: • Staff conducted Stillwright Point Sea Level Rise adaptation alternatives workshop in Key Largo on December 12th. • Task Order for Stillwright Point I to 6 inches of paving was approved at January BOCC meeting • Task order update for I to 6 inch paving is scheduled for April BOCC meeting. • BOCC directed staff to proceed with alternative I paving 0 to 2.5" as indicated by stormwater modelling, prepare draft flowage easements and evaluate signage needs. • Stillwright residents indicated that they did not want to proceed with the paving option; staff issued a stop work order to HDR on May 23rd Card Sound Bridge Project Development& Environment Project: • FDOT staff is working to prepare a Local Funding Agreement for BOCC approval; the agreement will document the local match that will be required in addition to the $1,863,000 federal appropriation to fund the PD&E phase of the Card Sound Bridge Replacement. • Anticipate completion of ETDM screening and NEPA Class of Action determination in June 2024. • Staff held meeting with FDOT Planning staff on April 24th to review the proposed scope of work for the PD&E. • Local Funding Agreement with FDOT is on the August BOCC agenda for approval. • Anticipate advertising RFQ for PD&E services in November 2024. Flagler Avenue Road Resilience and Drainage Project • The HMGP grant agreement that will fund 75% of the project design was approved at the January BOCC meeting; • Staff is drafting and RFQ for design and permitting services • Staff will be coordinating with City of Key West personnel for project kick off so that City needs and responsibilities are identified and addressed during design. • RFQ was advertised for responses on June 8th; response opening date was July 25, 2024. • Five submittals were received on July 25th. Eaton Street Paving Project • Staff met with representatives of the City of Key West to discuss conditions on Eaton Street on January 29th; • It was agreed that the City of Key West and Aqueduct Authority would repair their utility trenches on the road section from Simonton Street to White Street and then the City, FKAA and the County would share the cost to overlay the roadway using the City's on call contract with Toppinos. • County staff drafted an interlocal agreement and forwarded it to the City and FKAA for review. • City is obtaining a scope of work and cost proposal from the contractor so that ILA may be finalized. • ILA finalized and item has been placed on the August BOCC agenda for approval.
