FOR BOCA CHICA SHORESIDE FACILITIES In accordance with the Agreement for Professional Architectural and Engineering Services, made and entered into on January 18, 2023, ("Agreement"), between MONROE COUNTY, ("County") and MCFARLAND-JOHNSON, INC., ("Consultant"), where professional services are allowed if construction costs do not exceed $7,500,000.00, or for study activity if the fee for professional services for each individual study under the contract does not exceed$500,000.00 ("Agreement"), as provided in Subsection 287.055(2)(g), Florida Statutes, as amended by Section 2, Chapter 2024-204, Laws of Florida,pursuant to which Recital No.2 and Attachment A, Subsection 1.01 of the Contract is hereby modified, the parties enter into this Task Order("Task Order"). All terms and conditions of the Agreement apply to this Task Order, unless this Task Order amends, adds, or modifies a provision or an Article of the Agreement of which will be specifically referenced in this Task Order and the amendment, addition, or modification shall be precisely described. This Task Order is effective on the 16fh day of October 2024. WHEREAS, Monroe County is in the process of developing a managed mooring field in the Boca Chica Basin to help address the problem of abandoned and derelict vessels surrounding Key West and Stock Island; and WHEREAS, managed mooring fields require the development of shoreside facilities including dockage, restrooms, laundry, showers, and parking to accommodate the mooring field users. NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the parties agree as follows: 1. In accordance with Article H, SCOPE OF BASIC SERVICES of the Agreement, the Consultant will provide engineering design services for the development of shoreside facilities on two county-owned lots located at 6633 Maloney Avenue on Stock Island. The shoreside facilities shall include a dockmaster's office, a commercial apartment for the dockmaster, restrooms, showers, laundry facilities, a recycling station, wastewater facilities to support the County's pump-out boat and limited parking. The Consultant's services will consist of engineering design services including the preparation of Design Development and Construction Documents, assistance with bidding and permitting, and Construction Administration services through project closeout. The Scope of Services is further described in the attached Exhibit A. 2. In accordance with Article VII paragraph 7.1.1 of the Agreement, the County shall pay the Consultant a lump sum total of Three Hundred Fifty-Seven Thousand, Nine Hundred Page 1 of 9 Ninety-One and 00/100 dollars ($357,991.00) paid on a percent complete basis for the following tasks: a. EXISTING CONDITIONS ASSESSMENT: The existing conditions assessment should provide all the base and relevant information for the site analysis and design development. Topography and Boundary Survey: The CONSULTANT, through a SUB-Consultant (from now on called "Surveyor"), will complete a full topographic survey of the project site area to obtain topography at a one-foot contour interval and above grade features including the following: • Existing site layout and boundary conditions. • Topography and Surface Elevations. • Perform Utility designates in front of the parcel to locate existing infrastructure, drainage systems, and underground utility locations. Geotechnical Investigation: Through a SUB-Consultant (from now on called "Geotechnical Engineer"), the CONSULTANT will complete a geotechnical evaluation for the project site area. This task includes the following: • Two (2) 50-ft deep SPT borings within the project limits following ASTM D1586. The borings will be performed sufficiently close to the proposed location of the dockmaster's office/apartment to inform the foundation design of that building. • Two (2) permeability tests per the South Florida Water Management District (SFWMD) methodology. • Preparation of a Geotechnical Engineering report summarizing the subsurface exploration work and presenting recommendations to assist with planning the Design and construction of the Project. DESIGN DEVELOPMENT PHASE: The CONSULTANT will provide professional services to design and prepare construction documents for the shoreside facilities, including Architectural Design, Landscape Architecture Design, Civil Site Design, MEP Design (MECHANICAL/ELECTRICAL/PLUMBING/FIRE PROTECTION ENGINEERING), and Structural Engineering Design, Services as follows: ARCHITECTURAL DESIGN SERVICES: The CONSULTANT,through a SUB-Consultant (from now on called "Architect"),will design the facilities' architecture. The Architect will provide the following services to complete the work: Page 3 of 9 • Architectural Schematic Design (30% Drawings) • Architectural Design Development (60% Drawings) • Construction Documents &Specifications (100% Drawings) LANDSCAPING ARCHITECTURAL DESIGN SERVICES: Through a SUB-Consultant(from now on called "Landscape Architect"),the CONSULTANT will design the facilities' required Landscape Architecture per the Monroe County Land Development Code. The Landscape Architect will provide the following services to complete the work: • Prepare 30% Landscape and Irrigation Construction Documents, 60% Landscape and Irrigation Construction Documents, final/100% Landscape and Irrigation Construction documents, and limited Construction Administration services. CIVIL/SITE DESIGN SERVICES: Schematic Design (30%) 1. Conduct desktop analysis investigation, zoning, floodplain, environmental site assessment reports, utility services, and below-grade soil conditions.The research will be completed using any readily available information Monroe County provides. 2. Based upon the Boundary and topographic survey and the schematic Architectural Drawings of the building(s), prepare a concept site plan illustrating all building footprints, proposed utilities, access roadways, traffic circulation patterns, and parking areas. 3. The Consultant will preparea conceptgrading plan for both parcels based on the conceptual Architectural site plan. The grading plan will illustrate the existing and proposed grades and attempt to balance earthwork operations. 4. The Consultant will submit the concept site and grading plan to the County and meet with the Project Team to ascertain review comments. The Consultant has included two review meetings and adjustments to the concept site and grading plan. 5. The Consultant will make minor changes to the concept plans and seek approval from the County before progressing to the design development phase. Design Development(60%) 1. Prepare a Preliminary Site Layout Plan, further detailing the building's layout, parking spaces, utilities, and other site features. Monroe County required site plan information, such as site information (acreage, zoning code requirements, parcel IDs, etc.), building setbacks, landscape buffers, and adjacent property owner information, will be provided in this plan. 2. Prepare Preliminary Utility Plan.This plan will detail the proposed storm, sanitary, water, electrical, gas, and telephone services to the proposed building(s). 3. Prepare a Preliminary Drainage Report for the proposed project improvements and a Stormwater Pollution Prevention Plan (SWPPP) that addresses stormwater management for construction activities. The SWPPP will meet the current design manual and current general permit regulations. Page 4 of 9 4. Prepare Preliminary Grading and Erosion & Sediment Control Plans showing existing and proposed grades. Erosion control measures and stormwater discharge will be designed and detailed to conform to applicable Monroe County stormwater discharge permit requirements. 5. Prepare civil/site details consistent with the County's requirements and standard construction practices. 6. Prepare Preliminary Utility Details consistent with Monroe County and related utility company requirements and standard construction practices. Such details will include electrical power storm, sanitary,water service, and typical utility service details. 7. Attend a project team meeting to review Design Documents. Construction Documents(100%) 1. The Consultant will refine the design development documents to provide construction documents for the Civil/Site scope of work. 2. Prepare Final Site Layout Plans, incorporating suggestions/conditions stipulated by the project team input.Add final geometry and information suitable for construction layout. 3. Prepare the Final Site/Utility Plan, incorporating suggestions/conditions stipulated by the project team input.Add final geometry suitable for construction layout. 4. Prepare the Final Grading and Erosion Control Plan and SWPPP, incorporating suggestions/conditions stipulated by review agencies including, but not limited to,SFWMD, the Florida Department of Environmental Protection (FDEP)and the County. Add final geometry suitable for construction layout. 5. Prepare the Final Site and Utility Details, incorporating the suggestions/conditions stipulated by review agencies i n c I u d i n g but not limited to, SFWMD FDEP, and the County. 6. Prepare bound technical specifications and add applicable notes to the Construction Documents, including the SFWMD and FDEP, as a minimum, and any other applicable ones. 7. Attend a virtual project team meeting to review Documents, budget, and schedule. MECHANICAL/ELECTRICAL/PLUMBING/FIRE PROTECTION ENGINEERING DESIGN SERVICES: Schematic Design(30%) 1. Conduct an evaluation and verification of equipment, electrical loads, processes requirements,and fire protection requirements provided by the County 2. Review the State Mechanical, Electrical, Plumbing,and Fire Protection Codes and Standards narrative and describe suggested engineered systems for the project. 3. Develop a schematic HVAC system layout to include the suggested location of major equipment, duct chases, and single lines showing major duct runs. Develop an HVAC narrative to establish system design criteria, including temperature range and estimated airflow. The locations of major equipment, vertical shafts, and risers will be sized and located on architectural drawings. Page 5 of 9 4. Develop a schematic plumbing fixture count that complies with applicable Codes/program requirements, including drinking fountains, lavatories, urinals, water closets, and roof drains. 5. Provide schematic design criteria for electrical services, including voltage and number of feeders, and coordinate underground conduit locations. Describe items to be served by emergency power and describe consideration for special areas.Coordinate with the County to develop an information technology schematic design approach. 6. Develop schematic design criteria for building fire alarms, life safety, fire protection, and access control systems. 7. Provide suggested MEP/FP equipment locations and space requirements for Mechanical, Electrical,Sprinkler,Telecom,and Special Systems rooms. 8. Create system schematics and/or narratives for heating, cooling, exhaust, energy management, power, fire alarm, fire protection, and telecommunications systems. It is understood that natural gas is not available. 9. Prepare design drawings and details in Portable Document Format (PDF) for the County to review. 10. The Consultant will attend a Design review meeting with the County and County's representatives to discuss design drawings. Design Development(60%) 1. Develop HVAC drawings and analyses, including: Prepare heating and cooling load criteria for each space and humidification and/or dehumidification requirements. • Size and location of utility risers, major piping and duct runs, shafts, chases, and equipment coordinated with architectural plans. • Preparation of mechanical room equipment layouts,selection of major equipment such as boilers, comfort cooling and/or process chillers, cooling towers, air handling units, heat pumps,variable air volume terminal units(VAV),variable refrigerant units, exhaust fans,and identification of the location of intake and exhaust louvers. • Weld fume exhaust, paint storage cabinets/area exhaust (flammable), dust collection systems. 2. Develop Electrical drawings, including: • Size and location of utility equipment on architectural plans. • Major electrical equipment (e.g., transformers, distribution panels, UPS system) shall be dimensioned and drawn to scale in the space allocated and drawings shall also include a riser diagram or one-line diagram. • Identification of service amperage and voltage requirements. • Identification of power requirements for specialty systems. • Provide location size of conduit runs, cable trays, risers, shafts, and chases. • Identify typical and feature lighting fixtures, including ceiling and wall types, reflective ceiling plans, and lighting-level calculations. Page 6 of 9 • Identify electric and communication panel room locations. • Identify location of electrical devices, including power receptacles, computer, telephone, TV, light switches, closed circuit TV,fire alarm, security, and intercom devices. • Identify location of exit and emergency lighting and fire alarm devices. • Update design calculations to include power-consuming equipment and load characteristics. 3. Develop Plumbing drawings, including: • Identification of the location of toilets, urinals, lavatories, mop sinks,floor drains,and drinking fountains. • Identification of the location of u n d e r-slab sanitary, vent, water supply lines, and propane gas (if applicable). • Identification of plumbing requirements for specialty systems. • Identification of the location of maintenance hose bibs in toilet rooms and on the exterior of the building. • Identification of the location of roof drainage system (quantity and location of roof drains, internal and external downspouts). 4. If required by the Building Code (based on the occupancy classification and building square footage), or the County's Insurance Company, or desired by the County, develop Fire Protection drawings, including the coordination of piping layout, sprinkler heads, entry into the building, exterior fire department connections, and hydraulic calculations for the determination of the required fire flow and pressure.Coordinate a site-specific fire flow test to determine available water pressure and flow rates, determine if the available water source can satisfy the fire flow and pressure requirements, and provide fire pump design if necessary. 5. Preparation of HVAC control diagrams and schematics and selection/design of a Building Automation System (BAS). Prepare details and schematics for the installation of MEP/FP equipment. 6. Prepare Design Development drawings to be used for bidding and construction. 7. Prepare technical specifications for the associated engineering design work. 8. Attend Design Development review meetings with the Project Team. Construction Documents(100%) 1. Finalize information obtained in the Design Development review meeting and produce Construction Document plans and specifications for submission to the County for review and comments. 2. Incorporate comments from the County into the final contract plans and specifications. 3. Finalize the proposed mechanical, electrical, plumbing, and fire protection system drawings, including details,schedules, control schematics,and technical specifications Page 7 of 9 STRUCTURAL ENGINEERING DESIGN SERVICES: SCHEMATIC DESIGN (30%) 1. Discuss options for gravity framing systems, lateral force resisting systems, and foundation types.The team will work with the County to develop appropriate options given the structure's proposed use, geometric restrictions, and overall budget. 2. Prepare schematic-level drawings that depict the general layout of the proposed structural systems. 3. In conjunction with the County, decide the type of framing systems for the project. Design Development(60%) 1. Determine the building and environmental loads on the structure according to the Florida Building Code and County requirements. 2. Perform a preliminary structural analysis using the Codes currently adopted by the State of Florida including, but not limited to, the most current version of the Florida Building Code. 3. Prepare Design Development Documents for the proposed work. These documents will include the following: • Structural Foundation and Framing Plans. Plans to indicate column sizes, major floor and roof framing sizes, and location and configuration of lateral force resisting systems. • Sections showing the typical construction and relative elevations. • Structural Material Notes 4. Attend a design review meeting with the project team. Construction Documents(100%) 1. Complete the structural analysis and design. 2. Update the Design Development Documents with the final structural member designations. 3. Prepare bound Structural Specifications. 4. Add typical details to the Construction Documents. CONSTRUCTION OPINION OF PROBABLE COST The team will provide an opinion of the probable construction cost estimate for the 100%design phase. POST DESIGN SERVICES The Consultant will provide bid support and assistance during construction.These services include: 1. Attend a pre-bid meeting. 2. Assist in responding to Requests for Information (RFI's) during the bid phase. 3. Assist in evaluating bids—limited to evaluation of bid exclusions or conditions. Page 8 of 9 4. Participate in a virtual preconstruction meeting. 5. Assist the County in responding to RFIs during construction. 6. Review the product submittals, shop drawings, and requests for substitutions submitted by the Contractors during construction for general conformance with the design concepts indicated in the Construction Documents and Specifications. 7. Make a maximum of three (3) visits to the site to observe work in progress and issue a written assessment of the project's progress. 8.
