This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Window and Storefront Door Replacement — Bidding and Construction Support
Services
SCOPE OF WORK
Jacobs will provide bid phase and construction support services associated with the original scope
of work of Window and Storefront Door Replacement-Design (2022-61)
DESCRIPTION OF WORK
The bidding and construction support services will provide the following:
Article C— Bid Phase Services
Upon completion of the construction documents and at the request of the Airport, Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services. The
following terms will apply:
• The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform
bid/procurement services on its behalf in connection with the project.
• Such services shall be performed under County's direction and in accordance to such forms,
terms and conditions, or modifications or revisions to same as County may in its sole
discretion at any time instruct Jacobs to use. All services shall be carried out in accordance
with the procedures mutually agreed upon by County and Jacobs.
• Jacobs shall not have authority to accept or bind the County in any way to changes,
modifications,revisions,alterations,amendments,or supplemental,additional,or different
terms and conditions (hereinafter referred to as "deviations") which may be submitted or
requested by a vendor or contractor. Jacobs shall immediately submit any deviations from
the County's standard terms and conditions to the County for review by the County's
Purchasing Manager or their representative and such deviations shall not be accepted by
Jacobs unless Jacobs receives express written approval thereof from the County's Project
and/or Purchasing Manager or their representative.
• All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so
directed. The ownership and title of all items purchased hereunder shall pass directly from
the selling party to the County, and Jacobs shall at no time be a parry to such transaction
other than as agent of the County. The County shall have the unilateral right to have the
commitment authority of Jacobs, its employee or this limited agency authorization in its
entirety revoked and cancelled at any time, with or without cause. The County shall be
obligated directly to the selling parry for all payments for materials, equipment, supplies
and services procured hereunder.

• The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities
arising out of any breach or other failure of performance by any contractor, vendor or
supplier under any contract or purchase order issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
• Coordinate with the County Purchasing Department and the Airport to advertise for bids.
• Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
• Prepare for and attend a project pre-bid conference
• Prepare responses to address requests for information from prospective bidders
• Prepare and coordinate the issuing one(1)addendum with the County purchasing
department.
• Revise bid documents as necessary for the addendum
• Review bids for responsiveness
• Prepare a bid tabulation
• Make a recommendation for award based on review of the bid information submitted.
Services for Article C will be provided under a lump sum basis.
ARTICLE D—CONSTRUCTION SUPPORT SERVICES
Services during this work phase shall include the following unless otherwise noted:
■ Prepare for and attend Pre-Construction conference.
■ Review all shop drawings submitted by the contractors and all materials used in
the construction of the project. Assume twelve (12) shop drawings throughout the
course of the construction project.
■ Respond to RFI's and prepare field sketches as necessary. Assume twenty(20)
RFI's throughout the course of the construction project.
■ Attend bi-weekly site visits and project related meetings. Assume eight(8) site
visits throughout the course of the construction project.
■ Prepare and negotiate change orders, as necessary. Assume four(4) change
orders.
■ Attend final inspection meeting and generate report.
■ Review close out documentation.
■ Edit electronic drawing files to produce record drawings from marked drawings
provided by the Contractor.
■ Review and approve pay applications submitted by the Contractor for
progress/final payments.
■ Review quality assurance testing performed by the contractor and review results.
Services for Article D will be provided under a lump sum basis based on a 120-calendar day
construction completion schedule.

QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee amount,this proposal has been based on the following
qualifications and assumptions:
• Permit issuance related work such as processing plans through City, County,
and/or State agencies,other than plan revisions requested by such agencies,are not
included.
• Government Agency cost for all building and engineering permit fees are not
included in this proposal.
• The testing scope of services along with the construction testing is by others.
• Municipal Agency and all associated permit fees are to be paid by the client.
Jacobs is not responsible for obtaining any permits. Permits are to be obtained by
the contractor. Jacobs will monitor the contractor's progress through the permit
process for the client and provide follow up periodically with the permitting
agency to verify the status, but it is ultimately the responsibility of the contractor
to obtain all permits.
• Construction Administration services are based upon the following: 12 shop
drawings/product submittals. Our assumption is 80%of submittals will be
approved on the first review and 20%will require re-submittal for a total of 12
submittal reviews.
Construction Administration services are based upon the following: 40 Requests
for Information(RFI's).
• Construction Administration Services for site visits consists of providing 16
visits (one person)for a total of 16 site visits throughout the duration of
construction.
• Contract Administration does include preparation of Record Drawings and
Project Manuals.
• Design Testing(by others): The construction testing is by others.
• Architect/Engineer construction and/or delegated(special or threshold) engineer
inspections are not included.
• The presence or duties of Jacobs' personnel at a construction site,whether as
onsite representatives or otherwise, do not make Jacobs or Jacobs' personnel in
any way responsible for those duties that belong to Client and/or the construction
contractor or other entities, and do not relieve the construction contractor or any
other entity of their obligations, duties, and responsibilities, including,but not
limited to, all construction methods,means,techniques, sequences, and
procedures necessary for coordinating and completing all portions of the
construction work in accordance with the construction Contract Documents and
any health or safety precautions required by such construction work.
• Jacobs and Jacobs' personnel have no authority to exercise any control over any
construction contractor or other entity or their employees in connection with their
work or any health or safety precautions and have no duty for inspecting,noting,
observing, correcting, or reporting on health or safety deficiencies of the
construction contractor(s)or other entity or any other persons at the site except
Jacobs' own personnel.
• The presence of Jacobs' personnel at a construction site is for the purpose of
providing to Client a greater degree of confidence that the completed
construction work will conform generally to the construction documents and that
the integrity of the design concept as reflected in the construction documents has

been implemented and preserved by the construction contractor(s). Jacobs neither
guarantees the performance of the construction contractor(s)nor assumes
responsibility for construction contractor's failure to perform work in accordance
with the construction documents.
Services not described in the scope of work are not included.
Items identified as not included or limited in the scope of services can be provided or
expanded upon as additional services under a separate agreement or supplemental to this
agreement.
COMPENSATION
See attached spreadsheet.
Direct project expenses will include printing, presentation material, travel, travel related costs,
delivery, research fees, photography and other costs directly associated with the performance of
our work our included in the lump sum costs provided.

We anticipate completion of the deliverables in accordance with the following schedule:
