Via Communication Media Technology
A Special Workshop Meeting of the Monroe County Board of County Commissioners
convened at 3:00 p.m. at the Harvey Government Center in Key West, and via Communication
Media Technology. Present and answering to roll call were Commissioner Craig Cates,
Commissioner Michelle Lincoln, Commissioner David Rice, Commissioner Jim Scholl, and
Mayor Holly Raschein. Also present at the meeting were Kevin Wilson, Acting County
Administrator; Bob Shillinger, County Attorney; Kevin Madok, County Clerk; Liz Yongue,
Deputy Clerk; county staff, members of the press and radio; and the general public.
ADDITIONS, CORRECTIONS & DELETIONS
Al There were no changes to the agenda. Motion was made by Commissioner Scholl and
seconded by Commissioner Rice granting approval of the agenda. Motion carried unanimously.
RATE OF GROWTH ORDINANCE (ROGO)PLANNING 2024
B1 Kevin Wilson, Acting County Administrator, addressed the Board. Kimberly Matthews,
Senior Director of Strategic Planning and Libraries, gave an update on the presentations and
surveys that have been given on future potential changes to ROGO.
B1(A) Greg Veliz, Executive Director of Florida Keys Aqueduct Authority (FKAA), and David
Hackworth, representing FKAA, addressed the Board.
Bl(B) Lynn Tejeda, General Manager and Chief Executive Officer of Keys Energy Services,
addressed the Board.
Bl(C) Scott Newberry, Chief Executive Officer of Florida Keys Electric Cooperative,
addressed the Board. Ms. Tejeda and Mr. Veliz addressed the Board. Mr. Wilson addressed the
Board.
B 1(D) Peter Rosasco, General Manager of Key Largo Wastewater Treatment District, addressed
the Board.
Bl(E) Stacy Miller, P.E., District Six Secretary of the State of Florida, Department of
Transportation, addressed the Board. Emily Schemper, Senior Director of Planning and
Environmental Resources, addressed the Board.

A budget meeting of the Monroe County Board of County Commissioners convened at
5:05 p.m. at the Harvey Government Center in Key West, and via Communication Media
Technology. Present and answering to roll call were Commissioner Craig Cates, Commissioner
Michelle Lincoln, Commissioner David Rice, Commissioner Jim Scholl, and Mayor Holly
Raschein. Also present at the meeting were Kevin Wilson, Acting County Administrator; Bob
Shillinger, County Attorney; Kevin Madok, County Clerk; Liz Yongue, Deputy Clerk; county
staff, members of the press and radio; and the general public.

Al There were no changes to the agenda. Motion was made by Commissioner Scholl and
seconded by Commissioner Cates granting approval of the agenda. Motion carried unanimously.
BUDGET
B 1 Tina Boan, Senior Director of Budget& Finance, gave a Power Point Presentation on the
Acting County Administrator's Budget.
B2 There was no public input.
The Board of County Commissioners meeting adjourned for the Board of Governors, Fire
& Ambulance District 1, meeting.
FIRE & AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire& Ambulance District 1 convened. Present and
answering to roll call were Commissioner Craig Cates, Commissioner Michelle Lincoln,
Commissioner Scholl and Mayor Bruce Halle. Councilman Greg Lewis was absent from the
meeting.
D1 Motion was made by Commissioner Lincoln and seconded by Commissioner Scholl
adopting the following Resolution approving the tentative millage rate for Fiscal Year 2025. Roll
call vote carried unanimously.

COUNTY ATTORNEY
F1 Bob Shillinger, County Attorney, addressed the Board regarding a Settlement Agreement
with Sugarloaf Key Volunteer Fire Department and Sugarloaf Wi-Fi, Incorporated, to resolve the
litigation in Case Nos. 2017-CA-20-K and 2017-CA-631-K, and facilitate the construction of a
new fire station for Monroe County at the current location of the Sugarloaf Key Volunteer Fire
Department's Station 10, by Fortress Secured, LLC. Motion was made by Commissioner Lincoln
and seconded by Commissioner Cates granting approval of the Settlement Agreement. Motion
carried unanimously.
F2 Mr. Shillinger addressed the Board regarding the position of County Administrator.
Kevin Wilson, Acting County Administrator, addressed the Board. Motion was made by
Commissioner Cates and seconded by Commissioner Lincoln to negotiate a contract with
Christine Hurley for Administrator of Monroe County. Motion carried unanimously.
