ITEM BACKGROUND:
Fire Chief Jim Callahan submitted his resignation effective March 31, 2025. Policy 2.02, Position
Control indicates:
2.02 POSITION CONTROL
All positions in the County Service are established and maintained through a budget each fiscal year,
approved by the Board of County Commissioners.
A. The establishment of new additional positions, or an increase in hours of a position can only be
authorized by the Board of County Commissioners and the County Administrator, subject to adequate
justification of need and availability of funds. Establishment of Emergency Disaster positions on a year-
to-year basis do not require the prior approval of the Board of County Commissioners. The personnel in
these positions will be trained and utilized on an as needed basis before, during, or after an emergency
or disaster and will be paid for by the Hurricane Account Funds. Positions created on a temporary basis
as described below in 2.03 B (3&4) do not require the prior approval of the Board of County
Commissioners.
B. For training and transitional purposes, two individuals may fill a budgeted position simultaneously
for up to six (6) months contingent on available funding. Both individuals shall accrue full benefits and
be classified as a Full-time Regular employee.
C. Personnel to fill approved new positions shall be appointed after the position has been evaluated,
classified, and assigned a pay grade.
Further, Section 4.10, following, allows an employee to be appointed in a temporary classification,
which is what we are recommending for R.L. Colina. He will be "Acting" Chief, which gives the

County and the Acting Chief time to determine whether the appointment is right for both parties.
4.10 TEMPORARY - HIGHER CLASSIFICATION
Due to a vacancy of a budgeted position an employee may be assigned full-time to work in a higher
classification up to one year, unless otherwise determined by the County Administrator. An employee
required to work in a higher classification 14 consecutive calendar days or less shall be required to do
so at no increase in pay. If the employee is required to work beyond this period, he or she should be
given a temporary transfer to the higher classification and be paid the greater of the minimum salary of
the pay range or a 5% salary increase per higher level pay grade (whichever is greater)beginning on
day 15. At the conclusion of the assignment,pay shall revert to the authorized rate established for his
regular position. Any such temporary increase granted shall not affect the employee's eligibility for
normal salary advancement.
One or more employees may be temporarily assigned duties/responsibilities of another budgeted
position (due to vacancy, leave of absence of the incumbent, or during training periods for newly hired
staff), which have a substantive impact on an employee's daily work life, are outside the normal scope,
and require a new skill set. An employee assigned such duties/responsibilities for 14 consecutive
calendar days or less shall be required to do so at no increase in pay. If the employee(s) is required to
work beyond this period, the employee(s)will be given a temporary adjustment in pay of 5% beginning
on day 15. At the conclusion of the assignment,pay shall revert to the authorized rate established for
his/her regular position. Any such temporary increase granted shall not affect the employee's eligibility
for normal salary advancement.
Florida law 125.74(1)(k), requires that the Board of County Commissioners confirm all department
heads. Therefore, confirmation is being sought. County Administrator will transition this position to a
permanent position, upon a successful probation period.
Upon approval, Acting Chief Colina will be the Chief of the Fire Department and Chief Callahan will
act as an advisor to Acting Chief Colina. We will make sure the Department employees are informed of
this change in leadership.

I respectfully submit this letter as my official notice to leave Monroe County BOCC service as Fire Chief
effective close of business March 31, 2025.
1 am extremely proud of the men and women of Monroe County Fire Rescue and the services they provide
to the residents and visitors of the Florida Keys.
Thank you and the board for your support and the opportunity to serve. I wish you and the county all the
best.
