' ~.~ . -1 ~ r- ...:;,~ M1 A RESOLUTION ENDORSING AN APPLICATION TO THE U.S. DEPARlMEl'iI OFo HOUSING AND URBAN DEVELOPMENT'S OFFICE OF COMMUNITY RELATIciiS A@ INVOLVEMENT; CRIME PREVENTION AND SECURITY DMSIONFOR A PuBLIC:':, HOUSING DRUG ELIMINATION GRANT FOR FISCAL YE.AIi 1996. -0 ~ .e... (S WHEREAS, the U.S. Department of Housing and Urban Development is ~ ;~~ accepting applications from Public Housing Authorities for Drug Elimination grant funding; and WHEREAS, the County of Monroe has been designated as a High Intensity Drug Trafficking Area pursuant to Section 1005 of the Anti-Drug Abuse Act of 1988; and WHEREAS, the Monroe County Housing Authority has successfully implemented a comprehensive Drug Elimination Strategy Plan for its residents; and WHEREAS, the Board of County Commissioners of Monroe County, Florida supports the efforts of its Public Housing Program to pursue funding to assist in the elimination and prevention of drug abuse and drug related crimes; and WHEREAS, the Board of County Commissioners of Monroe County has declared the first Friday of every month, "Up with Hope Down with Dope" day (a Housing Authority initiative) and urges all city and county officials and employees, all students, all school officials and employees, and all business owners and employees to wear the famous yellow FKON button, a yellow ribbon or to erect a yellow sign with a FKON logo on it, to show support, unity and community spirit in carrying out the message of this worthy cause; and WHEREAS, the County welcomes its partnership with the Monroe County Housing Authority and joins in their efforts in seeking a unified method of empowering their residents and neighbors in and around public housing to return to an environment of a drug free neighborhood; and WHEREAS, there is community wide support for an awareness of the need to eliminate the use and sale of illegal drugs in and around public housing communities; and WHEREAS, the Monroe County, the City of Key West, Key West Police Department, the Greater Key West Chamber of Commerce, the local Armed Services, City Electric System, the Florida Keys Aqueduct Authority, the Monroe County Sheriffs Department, Florida Keys Community College, the religious community and the local business community have entered into a working partnership to support the community- wide effort to eliminate the use and sale of illegal drugs in and around the public housing communities; and WHEREAS, the Board of County Commissioners of Monroe County recognizes the Monroe County Housing Authority's successful implementation of its Drug Elimination Program components which include a base line drug elimination program; a Youth Sports and Cultural Program; and the Florida Keys Our Neighborhood (FKON), a community empowerment program; and WHEREAS, the Board of County Commissioners of Monroe County fully supports and endorses the Monroe County Housing Authority's requested funding for under the 1996 Public and Indian Housing Drug Elimination Program for the residents of its public housing community; NOW, THEREFORE BE IT RESOLVED, that this Resolution shall be in full force and effect immediately after its passage and approval in the manner provided by law.
