This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Exhibit A —Scope of Services (2022-72)

Key West International Airport
Concourse A and Terminal Improvements Program -Staff Augmentation
The below staff augmentation assignment and pricing is provided based upon and shall be performed
under base agreement "Master Agreement for Professional Services". The Master Agreement for
Professional Services is between Monroe County Florida and Jacobs Project Management Co. with
an execution date of February 16, 2022. Notwithstanding anything to the contrary contained or
referenced in this Scope of Services, the terms and conditions of the Agreement shall govern all staff
augmentation under this Scope of Services.
SCOPE OF SERVICES
Jacobs Project Management Co. (Jacobs) has been requested to provide staff augmentation
services to support Monroe County in delivering their construction of Concourse A and Terminal
Improvements Program. The staff provided will perform services as requested by Monroe County,
such assignments shall include items outlined under Article A. Such Services shall be performed on
a lump sum basis.
ASSUMPTIONS
1. Jacobs will not be providing any cost estimating services. It is assumed the A/E and CMAR
firms will be performing the cost estimating services.
2. Jacobs will not be providing project controls for this project.
3. This proposal only includes staffing through the construction phase of the program.
4. The construction phase includes services the selected architectural and engineering (A/E)firm
will perform which includes request for information responses, submittal review, design revision
reviews, scheduling, construction phasing and maintenance of traffic, estimating, construction
administration, outreach, and stake holder coordination.
5. The construction phase includes services the selected construction manager at risk (CMAR)will
perform which includes participation in weekly construction meetings, constructability reviews,
construction phasing and maintenance of traffic, scheduling, estimating, outreach, and stake
holder coordination.
6. It is assumed the construction phase will consist of a twelve (12) month duration from the time of
execution of this agreement.
7. Construction phase services which include quality assurance testing and full-time resident
project representative are not included in this scope.
8. The presence or duties of Jacobs' personnel at a construction site, whether as onsite
representatives or otherwise, do not make Jacobs or Jacobs' personnel in any way responsible
for those duties that belong to Client and/or the construction contractor or other entities, and do
not relieve the construction contractor or any other entity of their obligations, duties, and
responsibilities, including, but not limited to, all construction methods, means, techniques,
sequences, and procedures necessary for coordinating and completing all portions of the
construction work in accordance with the construction Contract Documents and any health or
safety precautions required by such construction work.

9. Jacobs and Jacobs' personnel have no authority to exercise any control over any construction
contractor or other entity or their employees in connection with their work or any health or safety
precautions and have no duty for inspecting, noting, observing, correcting, or reporting on health
or safety deficiencies of the construction contractor(s) or other entity or any other persons at the
site except Jacobs' own personnel.
10. The presence of Jacobs' personnel at a construction site is for the purpose of providing to Client
a greater degree of confidence that the completed construction work will conform generally to the
construction documents and that the integrity of the design concept as reflected in the
construction documents has been implemented and preserved by the construction contractor(s).
Jacobs neither guarantees the performance of the construction contractor(s) nor assumes
responsibility for construction contractor's failure to perform work in accordance with the
construction documents.
ARTICLE A —STAFF AUGMENTATION SERVICES
1. Jacobs will provide a Project Director, Project Manager and Senior Architect.
2. Such staff may be used to:
a. Assist the County in reviewing change orders submitted by the CMAR firm.
b. Attend weekly OAC project progress construction meetings.
c. Attend stake holder meetings.
d. Coordinate between CMAR and A/E with airport operations and maintenance staff,.
e. Attend monthly site visits to review construction progress.
f. Coordinate with the FAA and FDOT on behalf of the County.
g. Review submitted CMAR schedules and provided the County with comments.
h. Attend stake holder meetings to identify project impacts and outline corresponding
supporting strategies.
i. Attend weekly internal County/A/E meetings.
j. Review concessions drawings and assist with construction observation.
k. Outbound baggage handling system construction administration.
