This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. (`Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Scope of Work
Under Task Order No. 12/15-84 and 12/15-91, Jacobs Project Management Co. (Jacobs)
provided design, bidding, and permitting services for the "Aircraft Overflow Apron" project at Key
West International Airport(EYW). The original task orders included a basis of assumptions for the
permitting process. Under Task Order No. 12/15-D9, Jacobs provided construction administrative
services and additional permitting services for the construction phase.
Under the original contract, it was assumed that the USACE would send two Requests for
Additional Information (RAIs) and the SFWMD would send two RAIs. To finalize and obtain the
permit, USACE sent nine (9) RAIs and SFWMD sent three (3) RAIs. During the RAI process, the
permitting agencies required more information that was not included in the original scope of
services.
The additional requests from the permitting agencies included:
• A Baseline Monitoring Report of the Mitigation Areas ONS-1, ONS-2, ONS-3, and OFS-1
• An Indigo Snake Protection Plan for the Contractor
• Permit Modifications for ONS-3 to take into account easements in the area
Assumptions
The scope of services and pricing provided is based upon and shall be performed under base
agreement"Master Agreement for Professional Services". The Master Agreement for
Professional Services is between Monroe County Florida and Jacobs Project Management Co.
with an execution date of December 14, 2021 (together the base agreement Master Agreement
for Professional Services and any amendments thereto are defined as the "Agreement").
Notwithstanding anything to the contrary contained or referenced in this Scope of Services,the
terms and conditions of the Agreement shall govern all staff augmentation under this Scope of
Services.
ARTICLE B— DESIGN, SPECIFICATIONS, AND MEETINGS
1. Develop a Baseline Monitoring Report and deliver to the permitting agencies. Refer to
the proposal from Birkitt Environmental Services, Inc. for details.
2. Develop an Indigo Snake Protection Plan and deliver to the permitting agencies. Refer to
the proposal from Birkitt Environmental Services, Inc. for details.

3. Prepare a permit modification for ONS-3 to take into account easements in the
proposed mitigation area. Refer to the proposal from Birkitt Environmental.Services,
Inc.for details.
4. Prepare and respond to seven (7) additionaL USACE RAIs and one (1) additionaL SFWMD
RAI. Refer to the proposal.from Birkitt Environmental Services, Inc. for details.
S. Coordinate with USACE and SFWMD through emaiLs and virtual meetings to discuss
permitting status, RAIs, etc.
Services for Article B wiLL be provided under a Lump sum basis.

Dear Mr. Bowker and Ms. Ennis,
Birkitt Environmental Services, Inc. (Birkitt) is providing this compilation of previous
submittals for revised scope of services and charges to perform environmental services
to support additional initial permitting requirements for the proposed Aircraft Overflow
Apron project at the Key West International Airport. Required reporting and support for
Indigo Snake Compliance Requirements, preparation of a Baseline Report required by
SFWMD, permitting changes for Mitigation Area ONS-3 and additional Agency RAI's
are also included.

Task 10.1 Assess Mitigation Revisions and Coordination with the Keys
Restoration Fund (KRF)
As part of this task, Birkitt will reassess the functional gain generated from on-site and
off-site mitigation for the various EYW projects following the removal of wetland creation
within ONS-3. Following the reassessment Birkitt coordinated with Jacobs to determine
an approach to meet mitigation requirements for both SFWMD and the USACE. This
task included coordination with KRF regarding a potential credit purchase for the
USACE.
Task 10.2 SFWMD Permit Modification
Birkitt will prepare a permit modification request for submittal to SFWMD. The
modification will include a revised mitigation plan to reflect the proposed changes to the
mitigation areas. It will also include a revised Environmental Narrative and
Environmental Resource (ERP) Permit Section C. A revised Conservation Easement
and figure will be included. This task also includes coordination with SFWMD and
review of the modified ERP upon issuance. Jacobs will submit this request to SFWMD.
Letter modification requests to SFWMD to utilize credits from other permitted EYW
projects are included.
Task 10.3 USACE Proffered Permit Modification
Birkitt will also prepare a permit modification request for submittal to USACE to revise
the proffered permit. The modification will include a revised mitigation plan to remove
the ONS-3 mitigation area and utilize KRF for the remaining mitigation credits. It will
also include a revised Environmental Narrative and USACE application form (Form
ENG 4345). A revised Conservation Easement and figure will be included. This task
also includes coordination with the USACE and review of the modified permit.
Task 10.4 Project Management and Team Coordination
Birkitt will coordinate with the project team to obtain information required for the
modification. Birkitt will also coordinate with the team re: approaches and status.
Project management is included.

Task 11.0 Indigo Snake Services: Submitted 9/13/23; Resent; 4/19/24;

Birkitt Environmental Services, Inc. (Birkitt) is requesting a change order to this contract
to perform environmental services to provide services related to Indigo Snake federal
requirements for construction of the Aircraft Overflow Apron Project.
• Pursuant to the conditions of the EIS Protection Measures, Birkitt will notify
USFWS of the intent to utilize the Standard Protection Measures.
• Birkitt will conduct virtual training for construction personnel regarding the EIS
pursuant to the Standard Protection Measures.
• Birkitt will also provide guidance for preparation of posters and pamphlets
required. Contractors will prepare posters and pamphlets. Contractors will install
posters and distribute pamphlets to construction personnel.
• Birkitt will coordinate with the contractor and, following the completion of
construction, prepare and submit the required report to USFWS documenting the
implementation of the Standard Protection Measures during construction.
Task 12.0 — ONS-3 - Additional SFWMD and USACE RAI and Agency
Coordination for ONS-3 Permit Modification— SFWMD and USACE:

This contract change order request is provided for additional services required for
permitting the AO project through SFWMD and the USACE as discussed in our meeting
of March 27, 2024. Our permitting scope specified that we would provide two (2) RAI
responses and associated agency coordination for SFWMD and two (2) RAI responses
and associated agency coordination for the USACE permitting. Extensive additional
effort was required. Three (3) RAIs and agency coordination were required to obtain the
SFWMD permit and nine (9) RAIs and agency coordination were required to obtain the
USACE permits.
Task 13.0 PERMIT COMPLIANCE SUPPORT — Submitted 7/31/24;

Birkitt Environmental Services, Inc. (Birkitt) is submitting this proposal to provide support
for permit compliance during construction of the Aircraft Overflow Apron project at the

Key West International Airport (EYW) pursuant to federal permit requirements and to
assist Jacobs in addressing state permit compliance.
USACE Permit Compliance Support: Birkitt will identify key permit conditions required
by the USACE permit and coordinate with Jacobs to address requirements. Birkitt will
take the lead in submitting responses, documents, and otherwise coordinating with the
USACE for permit compliance. This task includes coordination with Monroe County
attorneys re: Title Insurance Commitment and Conservation Easements and
coordination with the Keys Restoration Fund (KRF) to facilitate purchase of required
credits and submittals to the USACE.
SFWMD Permit Compliance Support — Environmental: Birkitt will identify key permit
conditions required by SFWMD permit related to environmental issues and coordinate
with Jacobs to assist in addressing requirements. Jacobs will take the lead in submitting
responses, documents, and otherwise coordinating with SFWMD for permit compliance.
Task includes coordination with Monroe County attorneys re: Title Insurance
Commitment and Conservation Easements. These services also include:
• Coordination with SFWMD Compliance and Permitting staff re: Notice of Non-
Compliance
• Coordination with Jacobs re: Notice of Non-compliance; draft letter response,
strategize resolution.
County or Miscellaneous Permit Compliance Support — Environmental:
Miscellaneous support as needed.
General Assumptions:
• It is assumed that no site visits will be required for permit preparation or for
agency review.
• It is assumed that the USACE will accept KRF credits from the Upper Keys for
this project.
• Any fees required by the agencies for permit application modification submittal
will be provided by the client.
• No additional meetings with agencies outside of the proposed scope will be
conducted.
• Birkitt cannot guarantee that a permit will be issued or a timeframe in which
permits are issued.
• Post permitting and mitigation implementation efforts are not included.
Implementation of mitigation plans and/or mitigation payments as may be
required are not included in this permitting scope.

• SFWMD permit application and engineering services will be provided by others.
Birkitt will provide environmental support.
• Services not covered under this proposal will require an additional scope and fee.
• Additional budget may be required for permit compliance task if issues arise.
See attached table for Supplement 1 dated 1-6-25 below for a summary of
contract revisions and revised and new task charges.
