This amendment is to modify the fees to include field trips, in accordance with the recent audit findings. ITEM BACKGROUND: This amendment would amend section 18-7 of the Monroe County Ordinances by modifying the fees for school break camps to include the cost of field trips with the cost of attendance. The modifications are as follows: The weekly camp fee will increase from $100.00 per child to $150.00 per child, inclusive of the cost of field trips. The cost of attendance for each additional sibling will increase from $50.00 to $75.00 per week, inclusive of the cost of field trips. Daily camp fees for drop-ins will increase from $20.00 to $30.00, inclusive of the cost of field trips. Each additional sibling for daily drop-ins will increase from $10.00 per day to 15.00 per day, inclusive of the cost of field trips. The daily fees for drop-ins are limited to camps taking place during holiday weeks and school half days only. This amendment simplifies the process for parents and staff while ensuring the fees remain affordable for the community. PREVIOUS RELEVANT BOCC ACTION: 01/15/25: MC BOCC granted approval to advertise an Ordinance of the Board of County Commissioners of Monroe County, Florida, amending Section 18-7 of the Monroe County Code of Ordinances, Monroe County School Break Camp Program, modifying the fees to include field trips in the cost of attendance. 05/15/24: MC BOCC held A Public Hearing to consider an amendment to Ordinance No. 007-2023 Monroe County Parks and Beaches School Break Camp Program, to include all children and youth between the ages of six (6) and seventeen (17)who reside in Monroe County; removing conflicting provisions with respect to fees; and removing the medical form requirement, retroactive to July 1, 2023. 4391 5/17/23: MC BOCC held a public hearing and approved the ordinance amending Chapter 18, Parks and Recreation, of the Monroe County Code, to create a Monroe County Summer Camp program; and allow fees to be charged for summer camp recreational services. 4/19/23: MC BOCC granted approval to advertise a Public Hearing to consider adoption of an Ordinance regarding Monroe County Parks and Beaches Summer Camp Program. Meeting Date: January 15,2025 Proposed Ordinance Title/Reference: Modifying the fees for Monroe County School Break Camp Program to include field trips in the cost. AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, AMENDING SECTION 18-7 OF THE MONROE COUNTY CODE OF ORDINANCES, ENTITLED MONROE COUNTY SCHOOL BREAK CAMP PROGRAM; AND MODIFYING THE FEES TO INCLUDE ALL FIELD TRIPS;AND PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ALL ORDINANCES INCONSISTENT HEREWITH; PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE OF ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Monroe County Board of County Commissioners (BOCC) finds that it is necessary to amend Sec. 18-7 Monroe County School Break Program; and WHEREAS, the BOCC finds that public parks and recreation areas provide sites where the families and citizens of Monroe County can benefit from and engage in healthy recreational activities; and WHEREAS, an amendment to section 18-7 of the Code of Ordinances will benefit the community by providing simplicity in camp registration fees. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT THE MONROE COUNTY CODE OF ORDINANCES IS HEREBY AMENDED AS FOLLOWS: SECTION 1: That Section 18-7 of the Code of Ordinances is hereby amended as follows*: SECTION 2: Section 18-7 in Article IL Conduct in Specific Parks shall be amended as follows: Sec. 18-7. Monroe County School Break Camp Program. (d)Fees and expenses. (1) The county shall establish fees for participation in the school break camp program, which shall be reasonable and shall be used to help offset the cost of materials, supplies, field trips and staffing. Page 1 of 3 4394 (2)Weekly camp fee will be$100.00 150.00 per child. Each additional sibling shall be $50.QQ75.00 per child per week. ii. Daily eamp fees will be $20.00 per-ehild. (3) Daily camp fees will be $20.0030.00 per child. Limited to camps taking place during Monroe County School District holiday weeks and Monroe County School District half days only. Each additional sibling shall be $10.0015.00 per day. (7�4) School break camp weekly fees are offered at a 50 percent reduced rate for children who qualify for reduced school meals within the Monroe County School District. (45) School break camp weekly fees are offered at a 50 percent reduced rate for child(ren) of Monroe County BOCC employees. (456)The county shall establish a budget for the school break camp program,which shall include the cost of materials, supplies, staffing, field trips and any other expenses necessary for the operation of the program. SECTION 3: SEVERABILITY. If any portion of this ordinance is for any reason held invalid or declared to be unconstitutional, inoperative or void, such holding shall not affect the remaining portions of this ordinance. If this ordinance or any provision thereof shall be held to be inapplicable to any person,property or circumstances,such holding shall not affect its applicability to any other person,property or circumstances. SECTION 4: CONFLICT WITH OTHER ORDINANCES. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of said conflict. SECTION 5: INCLUSION IN CODE OF ORDINANCES. The provisions of this ordinance shall be included and incorporated in the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, and shall be appropriately renumbered to conform to the uniform numbering system of the Code. SECTION 6: TRANSMITTAL AND EFFECTIVE DATE. This Ordinance shall be filed with the Department of State and shall be effective as provided in section 125.66(2), Florida Statutes.
