A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
RATIFYING THE ADDITION OF CERTAIN PROPERTIES TO
THE INVENTORY OF PROPERTIES OWNED BY THE BOARD
OF COUNTY COMMISSIONERS TO BE DESIGNATED AND
MANAGED AS MONROE COUNTY CONSERVATION LANDS IN
ACCORDANCE WITH MONROE COUNTY ORDINANCE NO.
008-2023 AS CODIFIED AT SECTION 2-424-427.5 OF THE
MONROE COUNTY CODE OF ORDINANCES.
WHEREAS, on May 17, 2023, the Board of County Commissioners (BOCC) adopted
Ordinance No. 008-2023, otherwise referred to as the "Land Stewardship Ordinance"; and
WHERES, Ordinance No. 008-2023 has been codified at Sections 2-424 et seq. of the
Monroe County Code of Ordinances; and
WHEREAS, the Land Stewardship Ordinance established a definition of"Monroe County
Conservation Lands" and a process to add County-owned properties to the inventory of Monroe
County Conservation Lands; and
WHEREAS, in accordance with the Land Stewardship Ordinance, Monroe County
Conservation Lands include properties owned by the BOCC that have been acquired through the
Rate of Growth Ordinance (ROGO) land dedication process for conservation purposes, properties
owned by the BOCC that have been dedicated for conservation through the Transferable
Development Rights procedure, properties acquired using grant funding where the terms of the
grant require long-term conservation of the property, and other properties owned by the BOCC that
have been designated as conservation; and
WHEREAS, in accordance with Resolution 149-2022, the Monroe County Environmental Land
Management and Restoration Fund (Fund 160 / the Fund) is the funding source for the management of
Monroe County Conservation Lands and may only be used for the management of said lands; and
WHEREAS, in order for the Land Stewardship Program to manage appropriate properties as
Conservation Lands utilizing funding from Fund 160, the properties must be designated as "Monroe
County Conservation Lands"; and
WHEREAS, the Land Stewardship Ordinance states that the BOCC shall ratify, by resolution,
an inventory of Monroe County Conservation Lands; and
WHEREAS, the BOCC ratified the initial list of Monroe County Conservation Lands at their
July 19, 2023 meeting through Resolution 251-2023;
WHEREAS, the Land Steward has proposed the addition of certain property to the inventory of
Monroe County Conservation Lands, included as Attachment A; and
WHEREAS, the property listed in Attachment A meets the definition of the term "Monroe
County Conservation Lands" as set forth in Section 2-426 (1) of the Monroe County Code.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,FLORIDA:
Section 1: The "Whereas" clauses set forth above are incorporated as findings by the Board.
Section 2: The attached addition to the inventory of Monroe County Conservation Lands
(Attachment A) is ratified by the Board and the lands included in the inventory shall be designated and
managed as Conservation Lands by the County's Land Stewardship Program, utilizing funding from
Fund 160.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,Florida, at a
regular meeting of said Board held on the 19th day of February 2025.
