File: MSTR APS—Monroe County Page 1 of 1 Exhibit A-Scope of Work(02/05/2025) Monroe County Key West International Airport Aircraft Overflow Apron Construction Support and RPR Services-Supplemental 2 Scope of Work Under Task Order No. 12/15-D9,Jacobs Project Management Co.(Jacobs) provided construction support and resident project representative (RPR) services for the "Aircraft Overflow Apron" project at Key West International Airport(EYW). The anticipated duration of construction for the original PSO was 275 calendar days. Due to the approval of the Contractor's request for a time extension the project schedule is increased an additional 59 calendar days. Assumptions Construction phase services are based on an anticipated duration of an additional 59 calendar days of construction in field. In the event the construction duration exceeds the calendar days listed above;Jacobs reserves the right to revise our proposal. Jacobs will invoice on a percent complete, including expenses,to compensate the level of effort required for each assignment. The scope of services and pricing is provided based upon and shall be performed under base agreement"Master Agreement for Professional Services".The Master Agreement for Professional Services is between Monroe County Florida and Jacobs Project Management Co. with an execution date of December 14, 2021 (together the base agreement Master Agreement for Professional Services and any amendments thereto are defined as the"Agreement"). Notwithstanding anything to the contrary contained or referenced in this Scope of Services,the terms and conditions of the Agreement shall govern all staff augmentation under this Scope of Services. ARTICLE E—RESIDENT PROJECT REPRESENTATIVE (RPR) SUPPORT SERVICES 1. Coordinate and attend progress meetings with the contractor, Airport, and any other interested parties,as required prior to construction (e.g.Staging area coordination, setting up Contractor's trailer.). 2. Provide full-time RPR services for the work associated with the project. The RPR's for the project shall have field experience in the type of work to be performed,be fully qualified to make interpretations, decisions,field computations,and have knowledge of testing requirements and procedures. The RPRs shall be responsible for the following: Checking of construction activities to ensure compliance with the plans and specifications. 1 � i:� age • Inform the contractor and County of any work,which is in non-compliance. • Coordinate quality assurance tests and verify they have been performed at the frequency stated in the specifications. Review certifications for conformance with the specifications. • Document quantities of materials used on the project by actual measurements and computations in a field notebook or computer printout retained in a folder. • Maintain a set of working drawings on the job site,which can be used to prepare "As- Built" drawings. • Review the test reports and certifications for conformance with the specifications and maintain a file for all reports and certifications. • Inform the County of deficiencies so corrections can be made, and retesting performed. • Jacobs does not have control over or charge of and shall not be responsible for construction means, methods,techniques,sequences or procedures of construction or for safety precautions and programs in connection with the work,since these are solely the Contractor's responsibility under the contract for construction. • Jacobs shall make every reasonable effort to ensure that the Contractor completes the work in accordance with the current approved schedule and carries out the work in accordance with the contract documents. • Review close-out documentation. • Review payment requests and certified payrolls from the contractor. • Maintain a diary, which will contain entries made and signed by the resident engineer. Each entry should include the following, plus any additional pertinent data: a. Date and weather conditions. b. Names of important visitors. c. Construction work in progress and location. d. Size of contractor's workforce and equipment in use. e. Number of hours worked per day for contractor and subcontractors. 3. Quality Assurance Testing of Construction Materials will be provided by our subconsultant,Tierra South Florida.These funds will cover the additional mobilizations required due to the rephasing of the project to complete the project. Herein, we provide a general discussion of services that we understand will be required for this project, present our Schedule of Fees for such services. PROJECT DESCRIPTION Based on the available information, we understand that the project will consist of a new aircraft overflow area.It will be connected to the existing taxiway.The concrete pavement will be 9-inches thick. We anticipate an overall project duration of about 9 months. QUALIFICATIONS TSFGeo is a recognized MBE consulting engineering and testing firm providing integrated services in several disciplines, including geotechnical engineering,construction services,materials engineering & testing, roof& pavement consulting, threshold services, and facilities consulting and engineering. Our inspectors are ACI, CTQP and FDOT trained/certified in their respective disciplines, as required by industry standards. PROPOSED SCOPE OF SERVICES We recognize that construction projects are built in the "real world" and that proposed schedules do not always work out. Therefore, we appreciate the importance of being able to respond to requests for our services on short notice and of working hours other than the normal schedule, including nighttime work and weekend work. Based on our understanding of the project requirements, we anticipate that the following services will be required during the design and construction phases of the project. ESTIMATED FEES The actual fees of our work will be highly dependent on the construction schedule.
