Dear Mr. Bowker.
Jacobs authorized Ricondo to prepare a documented Categorical Exclusion(CATEX)for Fixed Base Operator
(FBO) improvements at Florida Keys Marathon International Airport (MTH), effective October 1, 2023
(reference project details in subject line). The Scope of Services, with a fee of $24,718, assumed detailed
environmental analyses would not be needed to complete the CATEX documentation pursuant to the
National Environmental Policy Act(NEPA).
Based on coordination with and comments from the Federal Aviation Administration(FAA)over the course
of the project,the FAA is requiring additional analyses to complete the environmental review that were not
anticipated in the original Scope of Services.Recent FAA guidance provides sufficient information to confirm
the extent of the out-of-scope effort and analyses to complete the documented CATEX.The estimated total
project fee,including the October 1, 2023, authorization, is$48,588.
Ricondo is requesting an amendment to the October 1,2023,Scope of Services and fee for the amount of
$23,870 (see Table 1)to cover the out-of-scope efforts and analyses summarized below.
v Aircraft Noise. The scope assumed the project is not a capacity project that would change aircraft
activity and related surface traffic levels accessing the Airport, so an aircraft noise analysis and traffic
analysis would not be required.
Following review of the project with the FAA Orlando Airports District Office (Orlando ADO),
Ricondo prepared an out-of-scope forecast and fleet mix assumptions memorandum for the
Orlando ADO to document assumptions that would represent a minor increase in aircraft activity
associated with project implementation. It was assumed that the analysis documented in this
May 13, 2024, memorandum would be sufficient to demonstrate the project would not result in a
significant increase in noise exposure.
On May 14, 2024,the Orlando ADO requested preparation of a noise screening analysis using the
FAA's Area Equivalent Model (AEM) to calculate the percentage change in noise exposure under
four scenarios (opening year with project, opening year without project, opening year plus 5 years

with project, and opening year plus 5 years without project) as well to provide a more detailed
discussion of noise in the context of local conditions.
Ricondo updated operational assumptions (based on the 2020 Runway 7-23 Environmental
Assessment[EA] inputs and the forecast and fleet mix assumptions memorandum prepared for this
CATEX)and ran the AEM to calculate the increase in noise exposure with project implementation.
Ricondo prepared a noise analysis appendix and detailed discussion of the noise context,the AEM
methodology,and analysis conclusions in the Documented CATEX.
Biological Resources. The scope assumed that no site investigations would be needed and that
conclusions would be documented based on previous studies.
On July 31, 2024, the Orlando ADO provided comments that the referenced burrowing owl site
investigations(prepared for the 2020 Runway 7-23 EA)were 7 years old and identified the need for
more recent confirmation of conditions by a qualified environmental professional.
Ricondo developed strategies and provided guidance on next steps and ultimately Birkett was
engaged to complete the site investigation in September 2024. Upon receipt of an updated
biological report, Ricondo will incorporate the findings into the documented CATEX by updating
the analysis/discussion and appending the report to the CATEX.
13 Historic Resources. The scope assumed that the hangar proposed to be demolished was less than 45
years old and already documented as ineligible for listing on the National Register of Historic Places.
Documentation of the hangar age was not identified, so Ricondo researched hangar age for
inclusion in documented CATEX.
-- On July 31, 2024, the Orlando ADO identified the need to coordinate the project effects with the
state historic resource office (SHPO) even though the hangar proposed for demolition was well
under 45 years of age. Ricondo reviewed and confirmed materials needed for SHPO coordination
and incorporated the consultation effort in the documented CATEX.
* Air Quality. The scope assumed the project would not require a construction air quality analysis.
However, the project did not qualify as "presumed to conform" with air quality standards per FAA
guidance, so Ricondo prepared an air quality analysis of construction emissions and prepared an Air
Quality appendix for inclusion in the documented CATEX.
Socioeconomics/Environmental Justice. The scope assumed the project would not have offsite
impacts that would require a socioeconomics analysis of environmental justice (EJ) impacts. With the
need to evaluate changes in aircraft noise exposure, Ricondo incorporated results of the 2020
Runway 7-23 EA's EJ analysis into the documented CATEX; however, the Orlando ADO requested an
update to existing EJ conditions given the age of the data (per comments provided on July 31, 2024).
In response, Ricondo collected updated data, updated the EJ analysis, and updated the discussion in
the documented CATEX.
