This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 16, 2022 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

Scope of Work
Under Task Order No. 12/1 S-D9, Jacobs Project Management Co. (Jacobs) provided construction
support and resident project representative (RPR) services for the "Aircraft Overflow Apron"
project at Key West International Airport (EYW). The project includes the construction of the
aircraft overflow apron and the associated mitigation areas on airport property (ONS-1, ONS-2,
and ONS-3) and off airport property at Summerland Key(OFS-1)
The original design for the EYW Aircraft Overflow Apron and Mitigation Areas project was
advertised in September 2021. For the proposed work on Summerland Key, the original design
utilized an existing haul route to access the mitigation area. Due to the USACE and SFWMD
permitting delays, the construction did not start until April 2024. Between September 2021 and
April 2024, the existing haul route to access the mitigation area overgrew with mangroves. An
SFWMD permit modification was required due to the change in site conditions and presence of
mangroves.
This proposal includes the environmental efforts required for the SFWMD permit modification for
the Summerland Key(OFS-1) HauL Route.
Assumptions
Jacobs will invoice on a percent complete, including expenses, to compensate the level of effort
required for each assignment.
The scope of services and pricing is provided based upon and shall be performed under base
agreement"Master Agreement for Professional Services". The Master Agreement for
Professional Services is between Monroe County Florida and Jacobs Project Management Co.
with an execution date of December 14, 2021 (together the base agreement Master Agreement
for Professional Services and any amendments thereto are defined as the "Agreement").
Notwithstanding anything to the contrary contained or referenced in this Scope of Services, the
terms and conditions of the Agreement shall govern all staff augmentation under this Scope of
Services.
ARTICLE B— DESIGN, SPECIFICATIONS, AND MEETINGS
1. Prepare Summerland Key Haul Road SFWMD permit modification application which
includes the following:
a. Attend pre-application meeting with SFWMD and assess the necessary permit
modifications required.

b. DeveLop the Environmental Resource Permit(ERP) Section C for the SFWMD
permit modification.
c. Coordinate with the SFWMD and attend a pre-application site visit with SFWMD.
d. DeveLop restoration plan based on the site visit with SFWMD.
e. Respond to Request for Additional Information (RAIs) from SFWMD. Assume two
(2) RAIs.
2. Provide Summerland Key HauL Road construction support which includes the foLLowing:
a. Attend pre-construction meeting with the Contractor.
b. Review plant source, plant condition, and placement prior to the Contractor
planting the plants.
c. Attend an interim Summerland Key Haul Road restoration inspection.
d. Inspect the Summerland Kay Haul Road restoration one year after construction
completion.
e. Coordinate with the SFWMD during construction and post restoration.
3. Coordinate with subconsultants.
Services for Article B wiLL be provided under a Lump sum basis.

Modifications —Tasks 14-16
Dear Mr. Bowker and Ms. Ennis,
Birkitt Environmental Services, Inc. (Birkitt) is providing this revised scope of services and
charges to perform environmental services to support permitting revisions and construction
oversight of the proposed Aircraft Overflow Apron project at the Key West International Airport
(EYW). Additional permitting support for the Summerland Key Haul Road Permit Modifications,
Haul Road Additional RAI's and additional construction support were required.
Task 14.0 Summerland Key Haul Road — SFWMD Permit Modification — Submitted

Task 14.1 SFWMD Pre-application and Assessment of Permit Changes Required
The following proposal is provided to modify the previously issued South Florida
Water Management District (SFWMD) Environmental Resource Permit (ERP) for the
Aircraft Overflow Parking project to revise the construction methodology for the
proposed access area/haul road for accessing the mitigation area at Summerland
Key mitigation area (OFS-1).
This task included internal discussions and coordination with Jacobs and Toppino on
approach to changes required by contractor for use of the "haul road" route. A site
visit to assess the nature of mangrove and wetlands impacts was conducted. A pre-

application meeting was held with SFWMD regarding the type of permit modification
required.
Task 14.2 Environmental Resource Permit Modification — Haul Road
Birkitt will assist Jacobs in preparing a major permit modification request for submittal
to SFWMD (per meeting with SFWMD). The modification will include a description of
the proposed changes for temporary utilization of the access area to the
Summerland Key (OFS-1) Mitigation Site and the temporary crossing of state lands.
1. Environmental portions of ERP Section C.
2. Environmental Report including existing conditions, avoidance and minimization of
wetland impacts.
Birkitt will coordinate with the project engineers, contractor surveyors, and other
team members as needed to complete necessary information and provide the project
engineer a digital format for submittal. Details regarding avoidance and minimization
will be coordinated with the project team.
Task 14.3 SFWMD Agency Coordination and Pre-application Site Visit
1. One (1) onsite meeting to review the proposed temporary impacts and UMAM
analysis will be conducted with SFWMD.
2. Other agency coordination is included under this task which includes a-mails and
phone calls to coordinate submittals and for clarification.
Task 14.4 Restoration Plan
Birkitt, in coordination with the contractor, will prepare a restoration plan based on
coordination with the SFWMD. The plan will include elevations (provided by Jacobs)
and planting specifications for the restored haul road.
Task 14.5 Respond to SFWMD Request for Additional Information (RAI)
Birkitt will provide one (1) written response to a SFWMD request for additional
information (RAI) to clarify the application. The response will include a restoration
plan for secondary or temporary impacts based on the results of the on-site meeting.
If additional data collection or extensive revisions to the site plan are required to
respond to the RAI, additional scope may be necessary.
This task also includes review of Permit Modification issued by SFWMD to ensure
that it is correct and to identify any additional permit conditions related to the
modification.

Birkitt will coordinate with the project team to obtain information required for the
modification. Birkitt will also coordinate with the team re: permitting approaches and
status. Project management is included.
General Assumptions:
• It is assumed that no site visits will be required for agency review or RAI response.
• It is assumed that only one (1) RAI will be provided for response.
• Any fees required by the agencies for permit application modification submittal will be
provided by the client.
• No additional meetings with agencies outside of the proposed scope will be
conducted.
• No requirements for reports are requested from the Division of Historical Resources
(DHR). (Birkitt will coordinate with DHR to suggest that they do not need a report.)
• No mangrove trimming permits are required.
• Birkitt cannot guarantee that a permit will be issued or a timeframe in which permits
are issued.
• Post permitting and mitigation or restoration implementation efforts are not included.
• SFWMD permit application and engineering services will be provided by others.
Birkitt will provide environmental support.
• Services not covered under this proposal will require an additional scope and fee.
Task 15.0 - HAUL ROAD Permit Modification —Additional RAI's —
NIIf;;;;:W rASIIK.
Due to the additional RAI received on September 24, 2024 from the SFWMD,
additional coordination with District staff, and potential additional questions to be
addressed to receive the permit for the Haul Road permit modification, an additional
budget is requested.
Task 16.0 HAUL ROAD Construction Support - ADDITIONAL SERVICES— NEW TASK
Due to a contractor requested change in the construction method at the Haul Road for
Summerland Key Mitigation Area (OFS-1) and a SFWMD permit modification; additional
environmental services will be required during the construction period. Haul Road Additional
Services are not included in original or above scope revision.
16.1 Additional Pre-construction Contractor Meeting for Haul Road Permit
Modification & Permit Compliance
Additional permit requirements and guidance to Jacobs and contractors due to the Haul
Road restoration and permit modification at OFS-1, Summerland Key will be identified.
This task includes a virtual pre-construction meeting and permit review with contractor.
Initial permit compliance review tasks are included here. Compliance issues arising from
the regulatory or from construction issues beyond minimal will require additional budget.

16.3 Pre-construction On-site review of Haul Road plan -
Meet with contractor on-site at OFS-1 Summerland Key to confirm pre-construction
staking of haul road disturbance area and on-site discussions re: haul road permit
requirements. during scheduled trip to OFS-1 above.
16.4 Review Plant Source, Condition, and Placement -
The restoration of the Haul Road at Summerland Key, OFS-1 has now been included in
this task. Birkitt will review the plant source. Condition of plants and placement site
review will be conducted separately from the trip to Florida Keys for OFS-1 since the
Haul Road is needed for completion of the mitigation areas on OFS-1 and restoration will
not be completed at the same time.
Survey confirming restoration elevations will be reviewed and confirmed by Jacobs and
provided to Birkitt for final review. . Plant source, condition and placement will be
reviewed by Birkitt.
16.5 Haul Road Restoration Interim Inspection
Post restoration interim inspection of the Haul Road will be conducted on a separate trip
to the OFS-1 site visit for mitigation area review.
16.6 Haul Road Restoration One Year Site Inspection
An additional trip and time are included for the one-year inspection monitoring of the
Haul Road Restoration for contractor compliance and Time Zero Report for SFWMD
(which is expected to be completed in a different time frame from OFS-1 mitigation area.
16.7 Haul Road Construction/Restoration Agency Coordination -
One on-site meeting with SFWMD regarding the Haul Road Construction/Restoration is
included. Miscellaneous minor agency coordination is included.
16.8 Project Administration —
Project management, client coordination.

• Services under this scope (Tasks 16.1-16.2) If additional or unanticipated permit
conditions are required in the final permits, additional scope and services may be
necessary.
• Birkitt will have full access and authorizations to the sites.
• Birkitt's support in addressing compliance or agency coordination on construction issues
other than minor questions or communication with agencies is not included. No travel is
included for minor compliance issues which may arise.
• Civil survey, including boundary surveys, wetlands boundary survey, topographic survey,
and appropriate soils documentation for restoration areas will be confirmed by Jacobs
and provided to Birkitt and as needed for compliance review.
• Services not covered under this proposal will require an additional scope and fee.
• Permit compliance does not include agency-initiated compliance issues or substantial
compliance issues raised by contractor.
See attached table below for a summary of Supplemental 2 contract revisions and
revised and new task charges updated 1-31-25.
