(Birkitt) is pleased to submit this proposal to perform environmental services to support annual monitoring and reporting requirements for on- site restoration areas following the clearing of mangrove habitat at the Florida Keys Marathon International Airport. Per SFWMD Permit No. 44-106263-P: The time zero monitoring and report was provided under previous contract. SC 7 Monitoring program in accordance with Exhibit 3.1 in permit. three (3) years — annual reports. 80% survival year 1, 80% coverage within initial 2 years. Replanting as necessary. Per Special Conditions 7, after completion of the time zero monitoring event, three (3) annual monitoring events will be provided beginning at one year following Time Zero monitoring event (per Exhibit No., 3.1 Planting Plan). The following proposal includes tasks associated with monitoring and reporting to address the permit Specific Conditions: an annual monitoring event and report for year one (1), two (2) and three (3). See below for the proposed Scope of Services: 1 Birkitt Environmental Services, Inc. Marathon International Airport Restoration Area Monitoring and Reporting Final Revised February 11, 2025 Task 1.0 FIRST ANNUAL AGENCY MONITORING AND REPORTING EVENTS (2025 -YEAR 1) Birkitt will provide one (1) annual monitoring of the MTH Restoration areas to meet agency requirements which will include a description of planted species, sizes, total number and densities of each plant species within each habitat type to document site conditions related to success criteria and permit compliance. A report documenting inspection and monitoring results, as well as photo-documentation of the restoration site will be prepared for SFWMD and submitted upon completion. Travel is not included for the first annual agency monitorinq event as these travel expenses will be covered under the last Marathon Construction task. Task 2.0 SECOND ANNUAL AGENCY MONITORING AND REPORTING EVENT (2026- YEAR 2) Birkitt will provide an annual monitoring of the MTH Restoration areas which will include a description of planted species, sizes, total number and densities of each plant species within each habitat type to document site conditions related to success criteria and permit compliance. A report documenting inspection and monitoring results, as well as photo-documentation of the restoration site will be prepared for SFWMD and submitted at the end of the year following the monitoring events. One (1) trip is assumed for the monitoring event; travel is included. Task 3.0 THIRD ANNUAL AGENCY MONITORING AND REPORTING EVENT (2027- YEAR 3) Birkitt will provide an annual monitoring of the MTH Restoration areas which will include a description of planted species, sizes, total number and densities of each plant species within each habitat type to document site conditions related to success criteria and permit compliance. A report documenting inspection and monitoring results, as well as photo-documentation of the restoration site will be prepared for SFWMD and submitted at the end of the year following the monitoring events. One (1) trip is assumed for the monitoring event; travel is included. 2 Birkitt Environmental Services, Inc. Marathon International Airport Restoration Area Monitoring and Reporting Final Revised February 11, 2025 Task 4.0 RESTORATION SITE AGENCY COORDINATION This task will include additional coordination and conversations with agency staff needed to address questions regarding reports and mitigation area status throughout the monitoring phase of the project. It is assumed that the agencies will conduct one (1) site visit of the restoration area for a compliance review following the 3-year monitoring period for release of the site. Two (2) additional site visits with SFWMD staff based on recent discussions with SFWMD for a total of three (3) agency review site visits. Task 5.0 CLIENT COORDINATION/PROJECT MANAGEMENT Birkitt will coordinate with the client prior to and after each monitoring event. Issue resolution is not included. Project management is included for the duration of the project: three (3) years General Assumptions: • Services under this scope will start following the completion of restoration activities at MTH as documented in the Time Zero report • Birkitt will have full access and authorizations to the sites. • Birkitt's support in addressing compliance or agency coordination on restoration issues other than minor questions or communication with agencies is not included. Travel time and site visits are included for three (3) agency review meetings (3 visitsL Additional scope and fee will be required for additional agency site visits accompanied by Birkitt or to address environmental issues with or to conduct associated site visits for agency issue resolution. • Issue resolution with contractors is not included. Additional scope and fee will be required to address environmental issues with contractors or to conduct associated site visits for issue resolution. General communication with Jacobs is included. • Services not covered under this proposal will require an additional scope and fee. • Trips (travel) to the Florida Keys will be minimized where possible and site visits during trips will be conducted concurrently where possible. • It is assumed that flights will continue to be available a minimum of 5 days per week. • Additional scope and fees will be required if project duration exceeds three (3) years following the completion of the first monitoring event in 2025. • Note. Per SFWMD, they are requiring 3 years of annual monitoring. This scope assumes 3 annual monitoring events are required. 3 Birkitt Environmental Services, Inc.
