AGENDA ITEM WORDING: Approval to apply for Watershed Planning Program Grant Funding
through the Florida Department of Emergency Management("FDEM") for $400,000, including a
County match of$100,000, to develop a Stormwater Master Plan. Monroe County's comprehensive
plan Policy 1001.1.3 states the County shall maintain, implement, review and update, as necessary, the
County's stormwater management regulations and Stormwater Master Plan. All improvements for
maintenance, replacement, expansion or increase in capacity of drainage facilities shall conform to the
adopted level of service criteria pursuant to Policy 1001.1.1. [F.S.§ 163.3177(3)(a)3.]
ITEM BACKGROUND:
The County has not updated its stormwater masterplan since 2001. By pursuing this funding, the
County can add on to the recent work of the Watershed Master Plan and the Vulnerability Assessment
projects and move from conceptual project suggestions to an actual update of the Stormwater Master
Plan(with more detailed project design and cost estimates) funded through this grant. Work such as the
structure data, modeling data, mapping etc. has been completed. That work, combined with work under
this grant, would tie it together and integrate with our forthcoming Adaptation Plan (funded through
Resilient Florida), which will provide the framework for the types of infrastructure and adaptation
projects the County will need.

1. Describe the existing problems:
Monroe County, an island chain over 100 miles long, is a vulnerable community and the State's
southernmost County. The County has undertaken numerous resiliency planning efforts
starting in 2015 with its first GreenKeys sustainability and climate plan.
Extremely low topography across the island chain coupled with rising seas and increasing King
Tide events makes Monroe County the most unique County in the state with regard to its
exposure and risk related to future flooding events and impacts. The County was extremely
impacted by Hurricane Irma in 2017 and experiences routine spring and fall extreme tide
events.
Because the County is an island chain, most of the drainage structures are located along US-1,
owned and maintained by the Florida Department of Transportation. That said, the County
does own and maintain numerous other storm drains, swales, outfalls and other storm water
management structures throughout the County.
The County has undertaken numerous efforts to characterize its exposure and risk, continues
to build its datasets and is an active participant in FEMA's Community Rating System CRS
program with a Class Rating of 3. The County has performed extensive field work to identify
and characterize structures and when those structures will be compromised over time chiefly by
sea level rise. The County completed a Watershed Management Plan in 2019 and recently
updated its Vulnerability Assessment for compliance with State law in 2024. Finally, the County
has invested in county wide mobile LiDAR elevation data and completed a Roads Elevation
Plan.
The County is currently evaluating project priorities for storm water, but it lacks a current storm
water master plan, the last one being completed in 2001. Much has changed since that time in
terms of knowledge of flood risk and how storm water capacity is compromised by tidal flooding
events and from general sea level rise. Some conceptual project design has been undertaken
and initial cost estimates compiled during the Roads Elevation planning process, but even
some of that information is already obsolete. The County's inventory of storm water structures
is recent, but should also be verified in this process and initial "flooding hot spots" were
identified in the County's Vulnerability Assessment from 2024. An updated Storm Water Master
Plan will bridge these gaps, update structure and level of service data and code language as
well as provide a comprehensive set of project recommendations, costs and funding options.

2. WMP Scope of Work 7
FDEM will coordinate with Sub-recipients to produce a Watershed Master Plan (WMP) for credit
under the Community Rating System (CRS). A pilot project was previously completed that consisted
of research, the creation of a framework and guidance documents that ensure a consistent statewide
approach to WMP development.
Sub-recipients under the Watershed Planning Initiative will use the guidance materials to produce a
Watershed Master Plan for credit under CRS. Guidance materials can be found at: I211. s //

the process by submitting their WMP to ISO/CRS for review and providing the Division with a signed
letter from their applicable county's Local Mitigation Strategy (LMS) Chairperson attesting that the
WMP will be adopted in the Sub-Recipient's next LMS update.
Tasks necessary for completion include:
Task 1 —Creation of preliminary scope of work, initial flood modeling &submission of draft WMP to
CRS officials for approval. The flood modeling should consider evaluations of the watershed's runoff
response from design storms under current and predicted future conditions and assessments of the
impacts of sea level rise and climate change. Preliminary modeling should include 10-, 25- & 100-year
storm events. This initial scope of work and WMP draft should include preliminary modeling of the 10-,
25- and 100-year storm events, an inventory of the ground characteristics and data availability, existing
regulations and plans in place, a description of vulnerable areas or areas of interest, a list of potential
solutions, and a brief description of future actions plans.
Task 2—Submit final WMP &CRS submittal. After receiving feedback and approval on the sub-
recipient's scope of work and flood modeling submission in Task 1 from FDEM, the sub-recipient will
finalize the flood modeling process and complete their WMP. At a minimum, the modeling and WMP
must include 10, 25 & 100 year storm events—or model sea level rise—to receive credit through CRS
element 452.b. The sub-recipient will submit their documentation of their WMP submittal to CRS to
FDEM as well as their final WMP to FDEM for approval.

2. SWMP Scope of Work 7
FDEM will coordinate with Sub-recipients to produce a StormwaterMaster Plan (SWMP)to assist
with local communities and their flood mitigation efforts. This project is preceded by the WMP Pilot
Program, with Stormwater Master Plans being encompassed in the second round of funding under the
HMGP Planning Grant.
Guidance materials produced in the WMP Pilot Program can be found at: https:H
www.floridadisaster.org/dem/mitigation/watershed-planning-initiative. The Sub-Recipient will finalize the
process by submitting to the Division with a signed letter from their applicable county's Local
Mitigation Strategy(LMS)Chairperson attesting that the Stormwater Master Plan will be adopted in
the Sub-Recipient's next LMS update.
Tasks necessary to the completion of Stormwater Master Plans include: Task
1 —Create Preliminary Stormwater Master Plan
The Sub-Recipient shall create a preliminary Stormwater Master Plan,which is a narrative detailing an
inventory of existing stormwater systems, the community's existing policies and regulations, identifying
known problematic areas and areas with high flood risk, and proposes a series of recommendations
for managing stormwater effectively. There must be enough detail in the preliminary SWMP to verify
the required analysis has been completed.
Task 2—Revise Draft SWMP and Submit Completed SWMP
After receiving feedback from the Division on the preliminary SWMP from Task 1 (Deliverable), the
Sub-Recipient shall finalize the flood modeling process and submit their completed SWMP. At a
minimum, the SWMP must meet the Minimum Criteria required for a creditable SWMP shown above.
The Sub-Recipient shall update their SWMP, if revisions are necessary based on the Division's
feedback, and submit the completed SWMP to the Division for review.

Please see attached Summary of the Project Proposal. The County will assign a project
manager for the project, a grant administrator and will procure an outside consultant to
complete the technical, modeling and policy work to complete the deliverables. The
County has already completed some recent that work that will provide an efficiency to
completion of the grant work products as more fully described in the summary.

The County has not produced an updated Storm Water Master Plan since 2001. Much has
changed in terms of existing environmental conditions, levels of service for storm water,
design of systems and drainage capacity overall. The following summary of that previous
work includes:
1) Updated Storm Water Structure Inventory completed as part of the 2019 CRS
Watershed Management Plan
2) Monroe County Manual of Storm Water Practices and Layman's Brochure 2020
3) Vulnerability Assessments conducted in 2021 (prior to Section 380.093, F.S.
enactment and in 2024, after its enactment)
4) 2022 Storm Water Calculations Worksheet
5) Roads Elevation planning process (2021-2024)
These work products provide a significant start towards the preparation of an updated
Storm water Master Plan, but the County has not run a FEMA-approved model to evaluate
its storm water system either existing or future operations or identified an updated storm
water projects list.
